PC - 1982-30 - Granting Conditional Approval Of Parcel Map 15276• 0 PC RESOLUTION 82-30 FOLLOWS: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF PARCEL MAP 15276. (A ONE-LOT SUBDIVISION INTO TWO SEPARATE PARCELS.) THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS Section 1. The Planning Commission of the City of Rosemead does hereby find and determine that an application was duly filed by Nicholas Gelalich, requesting a one-lot subdivision into two separate parcels for property located at 9415 De Adelena and 3802 Rio Hondo; or more specifically known as: Being a subdivision of Lot 47, Tract No. 6266, as recorded in Map Book 132, Pages 98 and 99, in the Office of the Recorder of Los Angeles County; and that a public hearing was duly scheduled for September 20, 1982, at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given; and that a hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission further finds and determines that this request is in conformance with the Land Use Element of the General Plan, and; 1. The proposed map is consistent with the applicable General Plan.of the City of Rosemead. There is no specific plan. 2. The design of the proposed subdivision and improvements are consistent with the applicable General Plan. There is no specific plan. 3. The site is physically suitable for the type of development. 4. The site is suited for the proposed density of development. 5. The design of the subdivision will not conflict with public easements. 6. The design and proposed improvements of the subdivision will have no adverse environmental effects on fish, wildlife or their habitat, or cause any public health problems. A Negative Declaration was prepared and adopted in compliance with Rosemead Resolution 79-77, CEQA, and the guidelines for the implementation of CEQA, on April 4, 1982 in conjunction with Zone Variance 82-100. Section 3. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Rosemead does approve the request for subdivision of that parcel of land described in Section 1, subject to the following conditions: 1. The conditions contained within the Deputy City Engineer's report dated September 2, 1982. (Exhibit "A", attached) 2. That the existing garage serving the house known as 3802 Rio Hondo be demolished and that a new, fully enclosed garage be constructed per the Parcel Map dated July 26', 1982. Said improvements shall be constructed prior:to recordation of the parcel map. 3. A new residential driveway shall be constructed to provide access to the new garage. The driveway shall be two inches of AC pavement over three inches of crushed base. 4. A six-foot fence, utilizing steel supports set in concrete, shall be constructed along the common property line between Lots 1 and 2. .Section 4. The secretary shall certify to the adoption of the Resolution and transmit copies thereof to the City Clerk of the City of Rosemead. Section 5. Howard Deputy City Engineer/ September 2, 1982 PARCEL MAP NO. 15276 The City Engineer has reviewed has the following recommendations: Road: • the subject tentative parcel map and 1. Details shown on the tentative map are not necessarily approved. Any details which are inconsistent with requirements of ordinances, general conditions of approval, or City policies must be specifically approved in the other conditions of these minutes. 2. Comply with the City Engineer's requirements regarding street and drainage improvements and easements needed for street drainage or slopes. 3. The existing driveway serving the detached garage is to.be filled in and access is to be provided for new covered parking for Parcel 1. Mapping: 1. A preliminary title report/parcel map guarantee is needed showing all fee interest holders; all interest holders whose interest could ripen into a fee; all trust deeds, together with the name of the trustee; and all easement holders. The account for this title report should remain open until the final parcel map is filed with the County Recorder. 2. A final parcel map or tract map prepared by, or under the direction of, a Registered Civil Engineer or Licensed Land Surveyor must be processed through the City Engineer prior to being filed with the County Recorder,, unless the final parcel map is waived by the City. 3. Prior to submitting the parcel map to the City Engineer for his examination pursuant to Sections 66442 or 66450 of the Government Code, obtain clearances from all affected Departments and Divisions, including a clearance for the following mapping items: mathematical accuracy, survey analysis and correctness of certificates, signatures,. etc. Mr. John E. Carmona -2- September 2, 1982 Sanitation: 1. There are existing main line sewers available to serve this land division. 2. The discharge of sewage from this land division into the public sewer system will not violate the requirements of the California Regional Water Quality Control Board pursuant to Division 7 (commencing with Section 13000) of the Water Code. ` Building and Safety: Prior to the filing of the final map, submit information showing the distances from the proposed lot lines to the buildings which are to remain. If such distances will create nonconforming conditions, such lot lines shall be relocated or the noncomplying conditions of the buildings shall be corrected prior to the division of land by sale. Water Systems: 1. All lots shall be served by adequately sized water system facilities which shall include fire hydrants of the size and type and and location as determined by the Fire Chief. 2. The water mains shall be of sufficient size to accommodate the total domestic and fire flows required for the land division. Domestic flows required are to be determined by the City Engineer. Required fire flow as determined by the Fire Chief is 1250 gpm,for two hours. 3. There shall also be filed with this Division a statement from the water purveyor indicating that the existing water mains and any other required facilities will be operated by the purveyor and that under normal operating conditions the system will meet the require- ments for the land division.
