PC - 1982-27 - Granting Conditional Approval Of Design Review 82-9 At 3533 Ivar Ave And 8832-36-46 Glendon WayPC RESOLUTION 82-27 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD GRANTING CONDITIONAL APPROVAL OF DESIGN REVIEW 82-9, FOR A PROPOSED 53-UNIT MOTEL TO:BE LOCATED AT 3533 IVAR AVENUE AND 8832-36-46 GLENDON WAY, ROSEMEAD, CALIFORNIA. THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The Planning Commission of the City of Rosemead does hereby ' find and determine that an application was duly filed by Seagull Construction, Inc., requesting approval of the design of a proposed 53-unit motel to be located at: 3533 Ivar Avenue and 8832-36-46 Glendon Way, Rosemead, California; and that a public hearing was duly scheduled for July 19, 1982 and continued to August 16, 1982, at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given; and that a public hearing was duly conducted at the aforementioned times and place. Section 2. The Planning Commission further finds and determines that facts do exist as required by Section 9119., et. seq., of the Ordinances of the City of Rosemead, justifying the granting of approval of the design review application. ' Section 3. The Planning Commission further finds: 1. The plans indicate proper consideration for the relationship between the proposed building and site developments that exist or have been approved for the general neighborhood. 2. The plan for the proposed building and site development indicates the manner in which the proposed development and surrounding properties are protecte against noise, vibrations, and other factors which may have an adverse effect on the environment, and the manner of screening mechanical equipment, trash, storage, and loading areas. 3. The proposed building or site.development is not,.in it's exterior design and appearance, so at variance with the appearance of other existing buildings or site developments in the neighborhood as to cause the nature of the local environment to materially depreciate in appearance and value. 4. The proposed building or structure is in harmony with the proposed developments on land in the general area, especially in those instances where buildings are within or adjacent to land shown on the General Plan as being part of the Civic Center or in public or educational use, or are within or immediately adjacent to land included within any precise plan which indicates building shape,.size, or style. . 5. The proposed development is in conformity with the standards of this code and other applicable ordinances in so far as the location and appearance of the buildings and structures are involved. 6. The site plan and the design of the buildings, parking areas, signs, landscaping, luminaries, and other site features indicates that proper consideration has been given to both the functional aspects-of-the- site development, such as automobile and pedestiran circulation, and the visual.effect of the development from the view of the public streets. 7. A Negative Declaration was prepared in accordance with CEQA and Rosemead Resolution 79-77, and the project will not have a significant adverse effect on the environment. Section 4. Based on the aforementioned findings, the Commission hereby approves the design review application, with respect to the property described in Section 1 of this resolution, subject to the following conditions: 1. Mitigating conditions within the Negative Declaration. 2. That all driveways be developed with 4 inches of AC over 6 inches of aggregate, or 6 inches of concrete. PC Resolution 82-27 Page Two 3. That the project be developed in accordance with development plans dated August 6, 1982. 4. That the dedication of approximately 13 inches of the corner cut-off along the northeastern property corner be procided to the satisfaction of the City Engineer. 5. That public sidewalks and driveways shall be constructed along the north and east public right-of-ways to the satisfaction of the City Engineer. 6. That the development connect to the existing 8-inch mainline sewer in Olney Street per the approval of the City Engineer. 7. A detailed landscaping plan be submitted. 8. That the irrigation plan shall utilize automatic timers and moisture sensor devices. 9. All utilities shall be underground. 10. All on-site lighting shall be directed away from adjacent residential properties. 11. Walkways shall be illuminated by low voltage ground level lights only. 12. All roofing material shall be Underwriters Laboratory approved Class A. 13. Postbox locations and type shall be approved in writing by the Postal Service before a building permit is granted. 14. Any modification to the precise plan design as approved by the Planning Commission shall be submitted to the Director of Planning and the Modification Committee for consideration. 15. An affidavit of agreement.to these conditions shall be signed within ten (10) days of the time the design approval is granted. 16. The size of the sign shall not exceed 8'6" X 12', or 100 square feet per side, subject to final review and approval by the Director of Planning. 17. Developer shall provide privacy screening for the adjacent property at the end of the south corridor to the satisfaction of the Director of Planning. 18. Directional signage and traffic circulation shall conform to the recommendations of the Traffic Engineer and Traffic Commission. 19. No ice or vending machines shall abutt a bedroom. Section 5. This action shall become final and effective ten (10) days after this decision by the Planning Commission unless within such time, a written appeal is filed with the City Clerk for consideration by the Rosemead City Council. Section 6. This resolution is the result of an action taken by the Planning Commission at it's regular meeting, held on the August 16, 1982, by the following vote: AYES: Schymos, Ritchie, Lowrey, Mattern NOES: None ABSENT: De Cocker ABSTAIN: None Section 7. The secretary shall certify to the adoption of this Resolution and shall transmit copies of same to the applicant and Rosemead City Clerk. ADOPTED this 7th day of September 1982.
