PC - 1982-26 - Denying A Modification For Conditional Use Permit 81-240 At 2454 North San Gabriel Blvd And 2451 Glady AvePC RESOLUTION 82-26 *R V I S DATE- A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROS MEAD DENYING A MODIFICATION OF THE CONDITIONS OF APPROVAL FOR CONDITIONAL USE PERMIT 81-240, ON PROPERTY LOCATED AT 2454 NORTH SAN GABRIEL BOULEVARD AND 2451 GLADYS AVENUE, ROSEMEAD, CALIFORNIA. FOLLOWS: THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS Section 1. The Planning Commission of the City of Rosemead does hereby find and determine that an application was duly received from The Church in Rosemead requesting a modification to the development plan previously approved by the Planning Commission, for the establishment of a church on property located at: 2454 North San Gabriel Boulevard and 2451 Gladys Avenue, Rosemead, California; and that a public hearing was duly scheduled for August 2, 1982, at 7:30 p.m., in the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead, California; and that notice of the time, date, place, and purpose of the aforesaid hearing was duly given according to law; and that a public hearing was duly conducted at the aforementioned time and place. Section 2. The Planning Commission further finds and determines that facts do not exist as required in Section 9180., et. seq., of the Ordinances of the City of Rosemead, justifying the granting of a modification to the conditional use permit. i Section 3. The Planning Commission further finds: 1. The modification to the project is not in harmony with the elements and objectives of the General Plan. 2. The modification to the project will be detrimental to the surrounding properties; as the increase in paved area will be unattractive and does not contain suitable landscaped area to decrease such negative visual concerns. 3. Although the original sanctuary building has a total floor area larger than the modified floor plan, the actual seating capacity of the modified plan has been increased to provide for a potential capacity of 400 seats. 4. The floor area of the annex building that contains children's classrooms was increased from 1,176 square feet to 2,132 square feet, an increase in floor area of 81%. This would tend to increase the parking requirements of the total facility as the newly proposed annex building has 40% of the floor area of the modified sanctuary. 5. Altogether, the total building plot (footprint) has been increased by '1 ..9 % . 6. In order to provide 83 parking spaces the total paved area was in- creased by 11%; from 26,400 square feet to 29,600 square feet. 7. The combination of all the proposed changes resulted in a reduction from 12,300 square feet of landscaped area to 7,900 square feet for a loss of 4,480 square feet of landscaped area; a decrease of 36% from the originally proposed landscaped area. 8. The conclusion of the Planning Commission is that the proposed modification is not in harmony with the neighboring residential area; 80% of the church ,pr90erty is zoned R-1. That open space and land- scaping has been so severely reduced as to be inadequate for the proposed land use. That the seating capacity of the sanctuary has been de facto increased from 250 to 400 seats; an increase of 40% That added traffic on San Gabriel Boulevard due to the increase in automobiles was not examined at all. 9. The modification to the project is not desirable to the public con- venience, as the potential would exist to increase the seating capacity of the church and thereby could become a detriment to the surrounding properties. Based on the aforementioned findings, the Commission hereby denies the request for modification of the conditional use permit granted to the property described in Section 1 of this Resolution. Section 5. This action shall become final and effective ten (10) days after this decision by the Planning Commission, unless within such time, a written appeal is filed with the City Clerk for consideration by the Rosemead City Council, as provided in the Zoning Ordinance. Section 6. This resolution is the result of an action taken by the Planning Commission on August 2, 1982, by the following vote: .i AYES: De Cocker, Schymos, Ritchie, Mattern NOES: Lowrey. ABSENT: None ABSTAIN: None Section 7. The secretary shall certify to the adoption of this resolution and shall transmit copies of same to the applicant and Rosemead City Clerk.
