A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD
GRANTING CONDITIONAL USE PERMIT 81-232, FOR THE ESTABLISHMENT
OF A CHURCH ON PROPERTY LOCATED AT 3926 RIO HONDO AVENUE, ROSEMEAD,
CALIFORNIA.
THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE
AS FOLLOWS:
Section 1. The Planning Commission of the City of Rosemead does hereby
find and determine that an application was duly filed by Tensho-Kotai-Jingu-Kyo,
Southern California Divsion, requesting the establishment of a church in an R-1,
Single Family Residential, zone, on property located at:
3926 Rio Hondo Avenue, Rosemead, California;
and that a public hearing was duly scheduled for October 5, 1981, at 7:30 p.m., in
the Council Chambers of Rosemead City Hall, 8838 Valley Boulevard, Rosemead,
California; and that notice of the time, date, place, and purpose of the aforesaid
hearing was given according to law; and that a public hearing was duly conducted
at the aforementioned time and place.
Section 2. The Planning Commission further finds and determines that
facts do exist as required by Section 9180., et. seq., of the Ordinances of the
City of Rosemead, justifying the granting of a conditional use permit.
Section 3. The Planning Commission further finds:
1. The project is in harmony with the elements and objectives of the
General Plan.
2. The project will not be detrimental to the surrounding properties.
3. The project is desirable to the public convenience.
4. A Negative Declaration has been prepared in compliance with Rosemead
Resolution 75-28, CEQA, and the Guidelines for the implementation
of CEQA.
Section 4. Based on the aforementioned findings, the Commission hereby
grants a conditional use permit with respect to the property described in Section 1
subject to the following conditions:
1. Applicants shall apply for all necessary building permits, and a
Certificate of Occupancy, and comply with all conditions subject
to this use.
2. Religious gatherings shall be restricted to Sundays between the
hours of 10:00 a.m. and 3:00 p.m., as indicated on the application.
3. The occupancy limit for conducting the religious services shall
not exceed 35 persons as indicated on the application.
4. The eight (8) open parking spaces shall be provided with some
form of turf block so as not to detract from the residential
appearance of the site. Parking spaces 7 and 8 shall be relocated
to the east, and shielded by a hedge.
5. All religious gatherings shall be conducted entirely within the
structure.
6. Any on-site safety lighting shall be directed away from adjacent
residential properties.
7. The applicants shall provide a six-foot block wall decreasing to 4
feet in the 20-foot front yard setback on the southerly and easterly
property lines to provide a buffer for the adjacent properties.
Periphery fence on Steele Street and Rio Hondo Avenue shall be
chain link with a hedge of the same height as the fence.
8. Landscaping shall be provided and maintained at all times in the
required front yard, (Rio Hondo Avenue), and required side yard,
(Steele Street side).

9. The existing driveway shall be reconstructed to residential drive-
way standards of a minimum of 2" AC over 3" base.
10. There shall be no more than one (1) building director sign on the
property. It shall be non-illuminated, limited to P X 3', attached
to the structure, and contain only the name of the church.
11. This conditional use permit shall initially be granted for a period
of one year, at which time it shall be reviewed by the Planning
Commission for consideration of an extension, without a public
hearing.
12. Should the applicants indicate there is a need to increase either
the congregation size, meeting times, or any other of the above
conditions, a formal written request shall be submitted to the
Planning Commission for their consideration, subject to a public
hearing.
13. Applicants shall file a notarized Affidavit of Agreement to the
above conditions within ten (10) days of approval of this request.
14. Easterly driveways on Steele Street shall be replaced by curb,
gutter, and sidewalk.
Section S. This action shall become final and effective ten (10) days
after this decision by the Planning Commission, unless within such time, a written
appeal is filed with the City Clerk for consideration by the Rosemead City Council,
as provided in the Zoning Ordinance.
Section 6. The secretary shall certify to the adoption of this Resolution
and shall transmit copies of same to the applicant and Rosemead City Clerk.
