ROSEMEAD TRAFFIC COMMISSION MEETING
April 1, 2010
The Regular meeting of the Rosemead Traffic Commission was called to order by Chairman
Masuda at 7:04 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

1. PUBLIC COMMENTS FROM THE AUDIENCE
None
2. CONSENT CALENDAR
A. The March 4, 2010 minutes were removed from the consent calendar for minor corrections.
Commissioner Lewin made a motion, seconded by Commissioner Hall to approve the minutes of
the March 4, 2010 Traffic Commission Meeting and included the minor corrections. Votes resulted
in:

3. OLD BUSINESS
A. REQUEST TO ADD A STOP CONTROL AT RAMONA BOULEVARD AND HART
AVENUE
Staff presented the Traffic Commission with a briefing on the warrant study and field observations
at the intersection of Ramona Blvd and Hart Avenue. Staff also provided the Commission with a
list of recommendations to improve conditions at the location.
Commissioner Hall would like staff to replace the stop sign west of Ramona Blvd before entering
the shopping center and to also install a "Dead End" sign on Hart Ave.
Staff informed the Commissioners that they will be fixing and/or replacing the regulatory and speed
signs along Ramona Blvd and Hart Ave.

Chairman Masuda suggested in adding an intersection T west of Ramona Blvd or install lines
showing that it curves at the end of the street.
Commissioner Lewin made a motion, seconded by Commissioner Hall to approve staff's
recommendation of the installation of advanced warning intersection signs and speed limit signs at
this location. After installation, this site will be monitored for 6 months to determine effectiveness of
the improvements. The commission also asked that increased traffic enforcement take place at the
location.

B. BICYCLE TRAFFIC ON CITY SIDEWALKS
Staff presented the Traffic Commissioners with a draft policy on proposed bicycle guidelines that
were developed using the input given by the Commissioners at last month's meeting.
Commissioner Hall would like to have a study done before establishing the proposed guidelines.
Vice Chairwoman Russell recommended having a bicycle fair to give out information and make
people aware of bicycle safety and rules.
Commissioner Lewin suggested that bicycle safety be promoted for at least a year before
establishing an ordinance or formal policy regarding bicycle traffic.
Staff will talk to Chief Murakami to get some suggestions and ideas for a future Traffic Commission
meeting.
C. REQUEST TO REVIEW TRAFFIC CONDITIONS AT 8510 AND 8470 EAST EARLE
AVENUE
Staff provided the Traffic Commission with a briefing on some traffic concerns that the principals
from Sanchez Elementary School and Temple Intermediate School would like the City to improve.
Commissioner Deary informed staff that making the alley a one-way street would be inconvenient
for the residents living along the alley. He suggested adding the one-way street only during certain
hours and not throughout the entire day.
Staff informed the Commission that before making any decisions they will send out notifications to
inform the residents to get their input.
Rene Hernandez, principal at Sanchez Elementary School presented the Traffic Commissioners
with some safety concerns surrounding the schools. Mr. Hernandez also provided the
Commissioners with a list of items that he would like them to take into consideration. He also
informed the Commissioners that he is making arrangements with the Chief of Police to assist him
in traffic enforcement efforts.
Commissioner Lewin indicated that he visited the site and he didn't see any type of traffic control
done by the school officials.

Mr. Hernandez informed the Commissioners that the school staff is not allowed to assist with traffic
control due to liability issues.
Commissioner Russell suggested for staff to repaint the red curbs, fix school signs, and do
restriping of the roads. She also likes the idea of have law enforcement going to the school
periodically.
Staff responded that these items will be completed during the school's spring break, April 12-15.
Commissioner Deary agrees with most of the suggestions given by Mr. Hernandez, but he doesn't
agree with issuing more traffic citations. He believes that with the effort of the City and the school
working together they can make it work.
Commissioner Lewin concurred with Commissioner Russell on having increased law enforcement
at the school. He would also like for staff to relocate the school crossing sign on the east bound
side of Fern and move it near the crosswalk at Willard.
Commissioner Russell suggested reevaluating the entire Fern Avenue area and analyzing the
existing traffic conditions at this location. She would also like for staff to bring back any input they
may have for improvements.
Chairman Masuda requested a copy of the letter sent to the parents from Mr. Hernandez.
Staff will have the area analyzed and bring it back to the Traffic Commission at its next meeting.
4. STAFF REPORTS
Staff provided the Traffic Commissioners with updates on city projects, agenda items, and future
agenda items.
5. COMMISSIONER REPORTS
Chairman Masuda informed staff that the delineators installed at Rosemead Place are affective
and drivers are slowing down.
6. ADJOURNMENT
The meeting adjourned at 8:57 p.m. The next Traffic Commission meeting is scheduled for May 6,
2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East
Valley Boulevard.
