CITY COUNCIL
1986 AT 8:00 P.M.
The Adjourned Meeting of the Rosemead City Council was
called to order by Mayor Imperial at 8:05 p. m., in the Council
Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead,
California.
The Pledge to the Flag was led by Councilman Tury.
The Invocation was delivered by Reverend Tom Phillips.
ROLL CALL OF OFFICERS:
Present: Councilmen Bruesch, Cleveland, Taylor, Tury
and Mayor Imperial.
Absent: None
APPROVAL OF MINUTES: AUGUST 19, 1986 - ADJOURNED MEETING
Councilman Taylor requested that the Minutes reflect that
he left the meeting after his comment on page #6.
MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN BRUESCH
that the Minutes of the adjourned meeting of August 19, 1986
be approved as amended. Vote resulted:

APPROVAL OF MINUTES: AUGUST 26, 1986 - REGULAR MEETING
Councilman Taylor requested that on page #2, second para-
graph from the bottom that additional wording-be included -n-his
statement.
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN BRUESCH
that the Minutes of the meeting of August 26, 1986 be approved as
amended. Vote resulted:

PROCLAMATIONS:.
A. Mayor Imperial presented a proclamation to Lt. Commander
Jonas Goldstein in recognition of Prisoner of War and Missing in
Action Day in Rosemead which would be September 19, 1986 in remember-
ance of those still missing and to their families.
Lt. Commander Jonas Goldstein accepted the proclamation in
the name of the Director Dr. Lois Hye for the Los Angeles Regional
Office of the Veterans Administration, and expressed his apprecia-
tion to the Council.
B. Mayor Imperial presented a proclamation designating October
5.- 11, 1986 as Employ the Handicapped Week in Rosemead to Jack Hugh.
Mr. Jack Rugh expressed his appreciation to Beth Wyckoff for
her efforts and commented that on page 26 of the booklet which was
handed out,there was a picture of Councilman Taylor which was taken
in September of 1984. This booklet has been sent to the Governor
of every State. He remarked that along with the disabled, they
are working with ex-alcoholics, ex-drug addicts and ex-offenders
and commented that these kinds of rehabilitated people come within
the scope of their concern and compassion. He stated that he was
delighted to be at Rosemead City Hall again to thank the Mayor for
this Proclamation and for the opportunity to introduce the Chairman
of the Committee, Dr. Franklin Tucker.
Dr. Franklin Tucker, Chairman, expressed his appreciation for
the proclamation and remarked that this would help facilitate the attitude
change in disabled people about themselves and to help change the
attitudes about these people by employers regarding what disabled

Dr. Tucker invited the Council to attend the 34th Annual
Luncheon Program on October 1, 1986 in Monrovia.
Mayor Imperial expressed his appreciation for the invitation
and thanked him for visiting Rosemead this evening.
III. LEGISLATIVE
A. RESOLUTION NO. 86-40 - CLAIMS & DEMANDS

MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CLEVELAND
that Resolution No. 86-40 be adopted. Vote resulted:

B. ORDINANCE NO. 589 - REPEALING PROVISIONS IN L. A.
COUNTY TRAFFIC ORDINANCE PROHIBITING "FOR SALE"
SIGNS IN AUTOMOBILES
Councilman Taylor wondered what assurance would the City
have if car dealers took advantage of this amendment, and com-
mented that the reason this provision was looked into was because
some residents in the City had been fined because of a "For Sale"
sign in their vehicle. His intent was that a resident who had a
vehicle for sale occassional not be penalized, but he did not want
car dealers to be able to.take advantage of the situation.
Councilman Tury stated that he felt that a warning would be
adequate if a resident had a "For Sale" sign in his vehicle once
in awhile; however, he did not feel that a total repeal of that
portion of the Ordinance was what had been requested, only a
modification.
Councilman Bruesch agreed with Councilmen Taylor and Tury.
He had been upset with cars being parked on lots with prices listed
on them. He felt that total repeal would expose the City to even
more of that type of action: Perhaps, the-.size of the sign could
tie limited and-_only a phone number could be included on it..
Councilman Taylor stated that location would be an important
part of the limitations, and as Councilman Bruesch commented on
cars parked on vacant lots and that he was opposed to that also.
He was concerned about the resident who on rare occassion sells
his own car and did not feel that a ticket was warranted, and he
would like a modification instead of a total restriction.
Frank G. Tripepi, City Manager, stated that the section of
the Code which is being considered is the section which talks
about only the vehicles parked in the public highway, not on
private property, such as lots,do not apply to the section.
The City Manager stated that staff was perfectly comfortable in
using discretion with the law that is on the books now, and utiliz-
ing the law to take care of those who abuse it. However, he added
that if the Council still wants the Ordinance adopted and/or amended
the Ordinance can be reworded.
Councilman Taylor requested that the Ordinance be sent back for
modification because he does not want the staff to have to pick and
chose who should be fined and who should not. He stated that in
the past few weeks he has received letters from upset residents re-
garding the treatment that has been received from some of the traf-
fic controllers. He again requested that the Ordinance be modified
to possibly allow for one vehicle to be sold in a certain period

Dan Tirre, Chairman of the Traffic Commission, stated that
he felt that if this item were given to the Traffic Commission
for further investigation, possibly the Commission could come up
with a suitable recommendation on this issue.
Councilman Taylor stated that he did not have a problem with
that idea.
Councilman Bruesch suggested that they look into the size of the
sign, one sign. per. vehicle issue, and the allowable location to
park the vehicle.
Mayor Imperial directed that this item be referred to the
Traffic Commission for their input and recommendation.

CC-B AWARD OF CONTRACT FOR HOME IMPROVEMENTS/RODRIGUEZ & O'NEIL
Councilman Taylor stated that he intended to vote no on this
item.
MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN BRUESCH
that the Contract for the home improvements be awarded to the
low bidders. Vote resulted:
AYES: Councilmen Bruesch, Cleveland, Tury and Mayor Imperial
NAYES: Councilman Taylor
ABSENT: None
ABSTAIN: None .
Whereupon the Mayor declared said motion duly carried and so
ordered.
Councilman Taylor requested that the record show that his no
vote was in no way against the applicants only against the exces-
sive amount of deposits that the City must put out for each of
these loans.
CC-L REMOVAL OF TIME LIMITED PARKING ALONG VALLEY BLVD.
Councilman Taylor felt that this was opening a can of worms
if the two businesses are allowed to take away the two hour park-
ing restriction in a commercial district such as Valley Blvd.

Councilman Tury stated that he had always felt that the
2 hour parking restriction was put in for the convenience of
their customers and not have the space plugged up. He did
not see any reason for them not to be able to use those spaces
if they did not feel that it was necessary for their businesses.
Councilman Bruesch stated that he was in agreement with
Councilman Taylor for two reasons, one is that it makes enforce-
ment more difficult, and secondly, that parking on Valley still
is a problem and always will be a problem. He did not feel that
the removal of the 2 hour parking restriction would solve the
problem.
Councilman Taylor commented that about 3 months ago, Carry
Firestone, came in and requested that the 2 hour parking restric-
tion be removed from in front of the Rightmier's home on Valley
because a friend had received a fine for parking in front of
their home. He requested that this restriction be removed also.
Councilman Tury stated that,he felt that there should not be
two hour parking restriction in front of a residential home anyway,
and thought it was a good idea.
Councilman Taylor stated that by doing this it will be a.hit
and miss proposition with the people requesting removal receiving
it all along Valley Blvd., and then the commercial parking will be
lost on Valley Blvd. He remarked that the next question will be
where do we start condemning property to put in parking lots.
Councilman Tury suggested that this item be sent back to the
Traffic Commission for further study, and he requested that all of
the properties on Valley Blvd., surveyed and find out what their
opinion of the two hour parking restriction is.
Councilman Taylor suggested that the Chamber of Commerce
also be contacted to find out what their reaction would be.
Councilman Tury also suggested that Garvey be surveyed too.
Councilman Bruesch requested that the parking needs of those
two streets be looked into along with input from the Chamber of
Commerce-and the businesses and the Traffic Commission.
Mayor Imperial agreed with Councilman Bruesch and requested
that off-street parking be looked into also, and he directed the
City Manager to follow the direction of the Council and the Mayor
and come up with the facts and the figures.
V. MATTERS FOR DISCUSSION AND ACTION

Mayor Imperial stated that this item has been requested to be
deferred by Falcon.
VI. STATUS REPORTS
A. VIETNAM VETERANS
Frank G. Tripepi, City Manager, stated that there is no action
to be taken on this; and will keep the Council posted b-n that.
B. SAVANNAH CEMETERY/HISTORICAL CONSIDERATION
Frank G. Tripepi, City Manager, stated that there is no action
to be taken on this.
Mayor Imperial stated that the application for historical pur-
poses came in today for the Savannah Cemetery.

VII. MATTERS FROM OFFICIALS
A. Councilman Bruesch commented that he had received a
Resolution Against the Fair Pay Initiative which is,on the
ballot, and requested that this be placed on the Council's next
Agenda with the hope that the Resolution will be approved.
Councilman Bruesch inquired if the meeting with the residents
from Falling Leaf will be held in the near future.
Frank G. Tripepi, City Manager, stated that that meeting will
be held before the next Council Meeting. He added that it may not
be available by Thursday, but the information can be available by
next Tuesday night's meeting.
Councilman.Tury stated that he felt that it should be noted
that Falcon has started stringing some wires.
Councilman Taylor inquired if anything was accomplished today.
Councilman Tury stated that he did not know, probably nothing.
Hugh Foutz, City Treasurer, stated that the Sister City Dele-
gation will be arriving in Rosemead on September 25th and will be
welcoming them at City Hall about 4:00 p. m. and will be staying
5 days and there is a nice program planned for them while they are
here in Rosemead.
Mayor Imperial requested that the City Manager set up a Meeting
with the Rosemead City Council and the Monterey Park City Council
to address the problem of the proposed high school being built in
Rosemead.
Councilman Bruesch requested that the Meeting be adjourned
in memory of the people who lost their lives in the tragic plane
crash in Cerritos.
There being no other action to be taken, the Council Meeting
was adjourned in memory of the. people who lost their lives in the
airline accident in the City of Cerritos on August 31, 1986. The
Meeting was adjourned to the next regular meeting on September 23,
1986 at 8:00 p. m.
