The Regular Meeting of the Rosemead City Council was called to order by Mayor Imperial at 8:05 p. m., in the Council Chambers of City Hall, 8838 E. Valley Blvd., Rosemead, Calif. The Pledge to the Flag was led by Councilman Bruesch. The Invocation was delivered by Reverend Carlos Perez. ROLL CALL OF OFFICERS: Present: Councilmembers Bruesch, Cleveland, Taylor, Tury and Mayor Imperial. Absent: None APPROVAL OF MINUTES: AUGUST 12,.1986 - REGULAR MEETING MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN CLEVELAND that the Minutes of the August 12, 1986 Council Meeting be approved. Vote resulted: AYES: Councilmen Cleveland and Taylor and Mayor Imperial NAYES: None ABSENT: None ABSTAIN: Councilmen Bruesch and Tury Whereupon the Mayor declared said motion duly carried and so ordered. Councilman Bruesch requested that the record show that the reason for his abstention was that he was not at that meeting. Councilman Tury also stated that was his reason for his abstention vote. III. LEGISLATIVE A. RESOLUTION NO. 86-39 - CLAIMS & DEMANDS RESOLUTION NO. M-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $344,645.84 NUMBERED 10109-10128/17421 THROUGH 17527 INCLUSIVELY MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN BRUESCH that Resolution No. 86-39 be adopted. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Councilman Tury requested the back-up information on warrant No. 17440. IV. CC-B AWARD OF CONTRACT FOR NEW TELEPHONE SYSTEM Councilman Bruesch inquired if this package included the maintenance agreement and charges. Frank G. Tripepi, City Manager, stated that it would be covered under the warranty for the first year, and a service contract would be considered after that period. Councilman Bruesch inquired if the maintenance contract would be over $2,100 a year. Mr. Tripepi stated that it would be $2184 per year. MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN TURY that the Contract for the new telephone system be awarded to Harris Lanier the low bidder. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. CC-E ENGINEERING PROPOSAL FOR A INFRASTRUCTURE MANAGEMENT PLAN Councilman Taylor stated that he was not opposed to the program as such; however, he feels uneasy about voting for a $120,000 contract without soliciting bids from other engineering firms. Councilman Bruesch inquired if there was any reason why this could not be handled in an individual fashion instead of having voluminous reports to be studied and acted upon. Councilman Tury stated that the scope of this work and all the various parts of it have been needed for a long time. He added that he had no problem with soliciting bids if the rest of the Council would want to do that; however, Nilldan has done the major portion of this and has most of it on record already. He felt that although $120,000 sounds like a lot of money,consider- ing the scope of the work and information that the City will re- ceive, this bid would be considered a bargain: Councilman Bruesch stated that he agreed with Councilman Tury; but the only thing he was referring to was the amount of material that would have to be studied at one time since this is only one report out of the 11 aspects of this plan. He felt that it was toe much to handle all at once. - Councilman Tury stated that- this -plan-- wil-1 -not- be--something that the Council will have to memorize. It would probably be a tool to use for specific projects. He remarked that there has been a problem, for example, regarding sewer over-loads for many years. He felt that if a whole new group of people were brought in who were not as familiar with the City, this plan would pro- bably cost more, and stated that the City has received excellent service from Willdan. Councilman Taylor commented that a.lot of the items listed in this report have already been done.by_willdan;such--as item #9, Traff.ic'signals, .Sewers.& Water Reports. He felt that a lot of these items are redundant even though they are listed on the plan. MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN BRUESCH that the Willdan Engineering proposal for Infrastructure Manage- ment Plan be approved. V. MATTERS FOR DISCUSSION & ACTION A. REPORT ON PROPOSED TRAFFIC SIGNALS AT LONER AZUSA ROAD AND'ENCINITA AVENUE Ed Cline, Traffic Engineer, stated that this particular intersection is experiencing somewhat of an accident problem. He felt that an upgrading of that particular intersection would help improve the signal visibility and also a left-turn channel- ization in order to eliminate some of these left-turn accidents. Councilman Taylor inquired if there would still be two pas- sing lanes plus the left-hand turn. Ed Cline stated that there would be. Councilman Taylor stated that at this time he was not in agreement with redoing the street and the drainage; however, he did feel that the signals should be updated and the left-turn channelization should be added. Councilman Tury stated that the dip in the street was a hazzard. Councilman Bruesch agreed that the dip along with the'ponding was a hazzard, and he felt that should be part of the improvement of that intersection. MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN BRUESCH that the entire recommendation be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. VII. MATTERS FROM OFFICIALS A. DISCUSSION OF POLICY REGARDING DUTIES OF COMMUNITY SERVICE OFFICERS Councilman Taylor stated that he had some people in his neighborhood who had a van for sale and had parked it in the street and before he had a chance to pull it up in his drive- way he was ticketed. He stated that there have been other incidents throughout the City of this type of citing, and it is a $28.00 ticket. lie thought the City had some discretion in these matters, and inquired who kept records of these cita- tions. Frank G. Tripepi, City Manager, stated that any.officer can write these tickets as well as the Community Service Officers) and also the Parking Control Officers. Councilman Taylor stated that he could understand the citing of the vehicles if people were abusing the process; however, if it is something that is done on rare occassions, there should not be tickets issued. Mayor Imperial stated that this was not a Municipal Ordinance, but a part of the California Vehicle Code. Councilman Taylor stated that Sections of the Vehicle Code could be excluded as was done in the Fire Code Ordinance. Mayor Imperial stated that he would like a written legal opinion from the City Attorney regarding the legality of doing what was requested by Councilman Taylor regarding the sale of vehicles in the City of Rosemead. cm 8-26-86 Page =3 B. RECOGNITION OF THE VIETNAM ERA VETERANS Mayor Imperial stated that throughout the years Americans have fought and died for this Country and he felt that something is owed to the Vietnam veterans because they have been slighted. He read the names of.the following men who gave their lives in vietnam that were from the City of Rosemead: Clyde Moses Ridgway,. Dale L. Blume, Michael D. Craig, John Edwin Lewis, and Johnny Earl Tivis. He requested that the Council give a vote of confidence to construct some kind of a monument in front of City Hall for the Vietnam vets. Councilman Bruesch inquired if a plaque with those names enscribed on it would be what the Mayor wanted. Mayor Imperial stated that he wanted something that would be easily visible and that would show our pride in the men who lived in our City and who gave their lives for their country. He also wanted to dedicate the monument not only to the people who died in the Vietnam War, but to those who served in the Vietnam War. He also wanted a special day declared by the City of Rosemead when this monument is ready to honor the Vietnam Veterans. Councilman Tury stated that he was very supportive of the suggestion; however, he did know that there was a monument already available honoring the veterans of the City, and a plaque could be installed on the monument that is already there. Mayor Imperial stated that he would like a separate. monument honoring the Vietnam vets, and requested the Council's permission to direct staff to come back with a report at the next meeting to decide what.is wanted and on what day will the special recog- nition of the Vietnam Veterans. There being no objection it was so ordered. C. Councilman Bruesch requested that staff check the re- cycling of the traffic signals at Garvey and San Gabriel and at San Gabriel and Rush. He felt that there was a discrepency in the timing. D. 'Councilman Bruesch inquired if there had been any pro- gress on the Savannah Cemetary being made a State Historical Site. Frank G. Tripepi, City Manager, stated that the staff is working on it. E. Councilman Bruesch stated that he was shocked to see one of the parking officers using the sidewalk for turning his vehicle around because the driveway was blocked. lie requested that a memo go out to the parking officers that they should use driveways and parking lots and streets, but not sidewalks. Mayor Imperial directed the City Manager to talk to the parking control officers. F. Councilman Tury stated that he was very pleased that the Fern School Sports Complex Agreement was approved, and that it .,ill provide some needed recreation facilities in a part of town that is really lacking them. He was proud that both the City Council and the Garvey School District Board could get to- gether and finally approve an agreement. G. City Treasurer Hugh Foutz stated that he felt that the Vietnam Memorial was a very important issue, and added that the Vietnam Monument in Washington, D. C. has been quite a con-_ tribution to the understanding of the Vietnam issue. He wanted to see something very magnificient built in the City of Rosemead honoring these veterans of the Vietnam War. H. City Treasurer Hugh Foutz stated that 25 delegates of the Sister City program from Zapopan will be arriving in the Citv of Rosemead on September 25th and will be staying a week. Most of the hospitality has been arranged. He mentioned that the Zapopan Club in Rosemead raised 5327.50 in a yard sale and would be given to their City hospital and the service clubs in town will match that amount of money. C)1 8-26-86 Page ;4 Hugh Foutz stated that a Kiwaniis Club would be established in Zapopan in order to create a continuing communication for the professional and ethical exchange of cultural information. Rose- mead Kiwaniis Club is going to be instrumental in that process, and he wanted the community to be aware and serve in that volunteer spirit. I. Hugh Foutz stated that 8 teachers will arrive from Spain to work as teachers in the Garvey School District, and he thought it would be nice if Rosemead would participate in some type of hospitality. Ile remarked that these teachers have never been here before and it would be appropriate to have some kind of a welcom- ing committee to help them to feel welcome in this community.. He suggested that maybe the local PTA's could be involved with the com- munity's support. J. Hugh Foutz commented on the inquiry by Councilman Bruesch re- garding the Savannah Cemetary historical certification, and he had not seen any effort about that. He has the certificate forms, but he has not been able to-'do'-the research himself; however, if there is any one who is researching this project, he would be happy to help and support that effort. Councilman Bruesch stated that two years ago there was a meeting of the Historical Society here at the Rosemead Community Center, and at that time there was a gentleman who gave a report on cemetaries, and that would be the type of data that would be needed for the State. If the name of the man could be given to the staff, he might help the.City in preparing the application. Mayor Imperial stated that two years ago he had said that he would take the information available regarding the Savannah Cemetarv to Sacramento to get that site recorded as a State His- . torical Site. He wanted to talk to the Cemetary Board and possibly become a member of this board to usher this thing along. He re- quested that Mr. Foutz get together with the staff and he directed the City Manager to pursue this issue. He added that Assemblywoman Sally Tanner sent out a packet dealing with grants for historical items, and.requested that be pursued and have the information avail- able.by the next Council Meeting. Councilman Bruesch stated that his support could be counted on, and he felt that if the school districts were contacted, they also would be supportive. Hugh Foutz stated that Savannah Cemetary has veterans of every war buried there. He added that it was the first cemetary at the end of the Santa Fe Trail, and it does need some attention. He sug- gested that a monument be placed in the present building that houses a well, which is not now operative, because it did not have the pro- per certification, and houses some ground equipment and has a steel door on it. He stated that the building is very old and has been partially reconstructed in order to provide its security. It is an eyesore and it needs some community support to replace it. Mayor Imperial stated that once this process is started, and once staff checks into the special grant programs that have been offered by the State, we will have all the answers. His major con- cern regarding this site is that with some future Councils that this site does not end up as some shopping center. Hugh Foutz stated that he could understand the Mayor's senti- ments regarding the Cemetary site. In regards to the Vietnam Vet- erans, he wanted to know if it would be possible to include the South San Gabriel area veterans on the plaque. Mayor Imperial stated that he had no problem with that request, and directed staff to find out those names. The Council Meeting was adjourned to September 9, 1986 at 8:00 p. M.
