MINUTES OF THE REGULAR MEETING
ROSEMEAD CITY COUNCIL
AUGUST 12, 1986 AT 8:00 P. M.
The Regular Meeting of the Rosemead City Council was
called to order by Mayor Imperial at 8:05 p. m., in the Council
Chambers of City Hall, 8838 E. Valley Blvd., Rosemead, California.
The Pledge to the Flag was led by Councilman Taylor.
The Invocation was delivered by Reverend Paul Bengtson.
ROLL CALL OF OFFICERS:
Present: Councilmen Cleveland, Taylor and Mayor Imperial.
Absent: Councilmen Bruesch and Tury (Excused Absences)
APPROVAL OF MINUTES: JULY 22, 1986 - REGULAR MEETING
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN CLEVELAND
that the Minutes of the July 22, 1986 Council Meeting.. Vote re-
sulted:
UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE.
The Mayor declared said motion duly carried and so ordered.
PRESENTATIONS: Deputies Carlos Madrid and Wesley Pettus
Mayor Imperial read Resolutions honoring Deputy Sheriff
Wesley Pettus and Deputy Sheriff Carlos Madrid for saving the
life of a Rosemead woman by performing cardio-pulmonary resus-
itation on her and presented the plaques to them.
I. ORAL COMMUNICATIONS
A. Holly Knapp, 8367 E. Whitmore St., inquired when the
guardrail that had been approved would be installed.
Councilman Taylor requested a written report as to the
reason the guardrail has not been installed as yet.
Donald Wagner, Assistant City Manager, stated that it was
his understanding that the material has been ordered; however,
he would give her a call in the morning regarding the status of
the guardrail.
Mayor Imperial requested a memo to the Council regarding
the status of the guardrail.
Holly Knapp stated that she wanted to say something regarding
the indictment of Louis Tury, and_wanted.it in the record that there
are many people in the community that are feeling supportive and
that wish him well, and regard him highly, and who feel that he
has been a wonderful Councilman and has done a lot of good in this
City; and at this point in time, they want to show him their support
and that they wish him well.
Mayor Imperial stated that the Council appreciates her senti-
ments, and the Council as a whole supports Mr. Tury for all the
hard work that he has done for this City with honesty and integrity,
and he and his family can walk any place in this City with their
heads held high.
II. PUBLIC HEARING
A. PUBLIC HEARING TO CONSIDER THE ADOPTION OF THE L. A.
COUNTY 1986 FIRE CODE
. Mayor Imperial stated that the Public Hearing was open and
inquired if there was•,anyone who would care to speak regarding
this matter.

No one came forward, and the Public Hearing was closed.
The following Ordinance No. 588 was presented for adoption:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ADOPTING BY REFERENCE THE COUNTY OF LOS
ANGELES FIRE CODE, 1986 EDITION
MOTION BY COUNCILMAN CLEVELAND, SECONDED BY COUNCILMAN
TAYLOR that Ordinance No. 588 be adopted. Vote resulted:

The Mayor declared said motion duly carried and so ordered.
III. LEGISLATIVE
A. RESOLUTION NO. 86-38 - CLAIMS & DEMANDS
Councilman Taylor inquired about Warrant No. 10083 in the
amount of $7000 transferred to the Sister City Account.
Hugh Foutz, City Treasurer, stated that the City of Zapopan
sent the City of Rosemead $7,000 to buy a Fire Truck, and the
Sister City Committee put the check in.their account and wrote
the check to the people who owned the vehicle. He added that
arrangements are being made to get that Fire Truck down to Zapopan
sometime in November.
The following Resolution No. 86-38 was presented for adoption:

VII. MATTERS"FROM OFFICIALS
Councilman Taylor stated that he had received complaints
regarding the property on Rio Hondo and Valley which is on the .
southwest corner. He stated that there were 10 to 15 inoperative
vehicles all parked at that corner. He felt that it should be
checked into.
Mayor Imperial commented that he had noticed that the lot,
was empty Saturday morning and by Saturday evening it was full.

Councilman Taylor requested that a Signal on Lower Azusa
and Encinita be placed on the Agenda so that it can be up-dated.
Councilman Taylor requested that Juan Nunez comment on some
items that he had brought to the attention of the Council several
months ago.
Juan Nunez, 2702 Del Mar, stated that there was a guide-anchor
at the corner of Strathmore and Graves. He also noticed another
guide-anchor on Del Mar just south of Williams School which sits
inside the sidewalk, and he could not understand why that job was
approved that way. This could be a hazzard and could cause a fall.
Councilman Taylor stated that the reason he wanted Mr. Nunez
to comment on these items tonight was because there was a claim
against the City because there was a sidewalk 1/4 inch to 1/2 inch
out of.level, and the other claim which was presented to the Council
this evening was a youth who climbed over the fence At Garvey Swim-
ming pool and hooked his arm on top of the chain link and he is
suing the City for that. He stated that he appreciated Mr. Nunez
and the fact that he brings these things to the attention of the
Council and although the items may seem petty, but they are not
as far as the City's liability.
Juan Nunez commented that several months ago he had mentioned
that a cover plate(yard box cover) at the Library was needed, and
up to a week and a half ago it still had not been taken care of.
He added that he had called the City about a month ago regarding
a hole in the street, at Evelyn and Garvey, and it is still there.
Mayor Imperial requested a status report on all these items
and when they will be resolved and why that hole has not been re-
paired in that period of time.
Councilman Taylor stated that the cover plate at the Library
may be the responsibility of the County.
Mayor Imperial stated that the staff can come back to the
Council if need be and possibly something can be negotiated with
the County to get it taken care of.
B. Mayor Imperial requested a status report on the Caltrans
yard at Walnut Grove and Hellman, and he felt that it is looking
worse than it ever has.
Mayor Imperial also requested that the owner of-the gas station
across the street be contacted to fence the property off or maintain
it. He felt that it was getting to look as bad as the Caltrans yard.
VI. STATUS REPORT
A. PETITION AGAINST THE WIDENING OF FALLING LEAF AVENUE
. Donald Wagner, Assistant City Manager, stated that cards
have been sent to all the affected homeowners on Falling Leaf
informing them of a meeting to be held at City Hall on Wednesday,
August 13, 1986. He stated that 10 cards had been returned and
most of those cards are in favor of widening the street.
. Councilman Taylor stated that at the last meeting there was
a petition presented to the Council from at least 30 people on
Falling Leaf that were opposed to the widening.and the decision
will be up to the people who attend the meeting tomorrow night.
Donald Wagner, Assistant City Manager, stated that it will
be placed on the next Council Agenda.

VIII. ORAL COMMUNICATIONS
A. Juan Nunez, 2702 Del Mar, inquired what could be done
about parties that are being held late at night. He stated that
he realized that there was an ordinance that is in effect; how-
ever, it does not work. He has called the Sheriff's department
regarding the loud music and noise; and the deputies will arrive
and tell them to leave, but as soon as the officers leave they
just start up again. He commented that at 2717 there was a party
that lasted until Midnight on July 26th, and then again on the
27th, they had speakers out in their backyard listening and watch-
ing the soccer game, and then on August 3rd, at 2634 Del Mar they
had a mariachi band that played until 2:30 in the morning, at
2717 Del Mar there was a party from 9:00 to 11:45 and in all cases
the sheriffs have been called. He felt that it was fine for people
to have parties and have fun; but they should hire a hall if they
are going to disturb their neighbors in the late night hours.
Councilman Taylor suggested that Mr. Nunez make two phone
calls to the Sheriff's Department if the noise goes on after they
have been there once. The first visit by the Sheriff's deputies
is to give them warning but the second visit requires a citation.
Mayor Imperial directed Deputy Baltazar to stop by at these
addresses and notify the people that there have been complaints
regarding their loud parties,and that they should restrain their
activities. He requested Mr. Nunez give these addresses to Don
Wagner so that they can be.handled.
There being no other business to handle, the Council Meeting
was adjourned to August 19, 1986 at 7:00 p.m. to meet with the
Planning Commission for a review of the General Plan.
