CC - 04-22-86r~ APPROVED CITY Or ROSEMEAD DATE 5 i3 -d~6 BY- MINUTES OF THE REGULAR MEETING ROSEMEAD CITY COUNCIL APRIL 22, 1986 AT 8:00 P. M. The Regular Meeting of the Rosemead City Council.was called to order by Mayor Imperial at 8:00 p. m., in the Council Chambers of City Hall, 8838 E. Valley Blvd., Rosemead, California. The Pledge to the Flag was led by Councilman Bruesch. The Invocation was delivered by Reverend Charles Bruesch. ROLL CALL OF OFFICERS: Present: Councilmen Bruesch, Cleveland, Taylor, Tury and Mayor Imperial Absent: None PROCLAMATION: HIRE A VETERAN WEEK Mayor Imperial presented a proclamation to Manuel Almeida declaring May 4th through May 10th as Hire a Veteran Week, and pictures were taken with the City.Council. Manuel Almeida, Representative of the EDD Office of the State of California, expressed his appreciation to the Rosemead City Council for the support they have given to Veteran Services in whatever way that they can. He commented that the Veterans Job Training Program has been extended for an additional year, and employers who avail themselves of these veterans, will get a reimbursement of 50% of their.wages for up to nine months. I. ORAL COMMUNICATIONS FROM THE AUDIENCE A. Juan Nunez, 2702 Del Mar, has noticed things that the City or a Contractor may be liable.for. He stated that he had called the.City Hall about an Electrical Box which was open on Del Mar at Garvey,about a week ago, and up until now it is still open other than a cardboard that was placed in the door. He also commented about the guidewire at Garvey at Del Mar he had spoken about at a previous meeting. He mentioned that on the corner of Kelburn and Garvey there is a box that belongs to the telephone company and people walking by could trip on it. The City or the Contractor could be sued if someone was hurt. He stated that he had seen a sign at Charlotte and Garvey that had legs that were extending out and a car could hit those legs and damages would be solicited. Mayor Imperial requested that Mr. Nunez make a list of all these things and staff would check them out. Mr. Nunez stated that he had reported these. items, but no one followed through on them. Mayor Imperial stated that he would personally like to know when no one follows through. Councilman Taylor requested a written memorandum on those items after staff has checked them out. He inquired who did the safety inspection for the contractors, and commented that the two by four legs on the sign were protruding out from the curb and when driving by a car could have been damaged. Donald Wagner, Assistant City Manager, stated that he had the sign removed since the Redevelopment project had been com- pleted. Councilman Taylor stated that when Mr. Nunez brings to our attention even some small problem, it should be checked out. Mayor Imperial stated that he has asked the City Manager to prepare a memo regarding these items and what their status is and if they were not taken care of adequately, the reason for that. RESOLUTION NO. 86-20 - CLAIMS & DEMANDS RESOLUTION NO. 86-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF $165,023.47 NUMBERED 9917-9929/16381 THROUGH 16555 INCLUSIVELY MOTION BY COUNCILMAN CLEVELAND, SECONDED BY COUNCILMAN BRUESCH that Resolution No. 86-20 be adopted. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Councilman Bruesch inquired about Warrant No. 16554 for two traffic radar units for $3,600, and wanted to know for what and how they are going to be used. Frank G. Tripepi, City Manager, stated that they will be used to enforce the radar speed limits, and these are two new units that will replace existing units. Councilman Taylor requested a copy of Warrant No. 16405 to the Ingleside Mental Health Center, and inquired if the January billing was for one month. Frank G. Tripepi, City Manager, stated that a copy of the detail sheets would be provided. IV. CONSENT CALENDAR (CC-A, CC-C, CC-D, & CC-H Deferred) CC-B COMMERCIAL TIME LIMIT PARKING/2600-2616 STINGLE AVE. CC-E CLAIM AGAINST CITY ON BEHALF OF ROBERT RECK CC-F CLAIM AGAINST CITY ON BEHALF OF TIM BEVAN CC-G AUTHORIZATION TO SEEK BIDS FOR 20TH HANDYMAN PROJECT CC-I CONSIDERATION OF BID PROPOSALS/CITY HALL PHONE SYSTEM MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CLEVELAND that the foregoing items on the Consent Calendar be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. CC-A GENERAL PLAN - AMENDMENT TO CONTRACT Councilman Bruesch stated that since there will be a lot of documentation during the next couple of months regarding the General Plan, he would like an up-dated time-line of when these documents will be produced so that he can devote the proper amount of time required to study them. He felt that it would be helpful to plan ahead.to be able to give adequate time to the project. Mayor Imperial stated that there should be no problem with that request. MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN TURY that the amendment to the General Plan be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Councilman Taylor inquired if the maps that are being proposed to be made up at the extra cost, are going to be for the presenta- tion or for the permanent maps. John Carmona, Planning Director, stated that the maps being proposed are the permanent maps, and they will reflect the changes that the Council had requested. CM 4-22-86 Page N2 Councilman Bruesch inquired if it was common practice to round out figures to the nearest thousand as on page three of the staff report, and stated that there is a difference of approximately $800 in the estimated costs, from the right-hand column and the other column. He felt that it should be estimat- ing on the left-hand column and not the right-hand column. CC-C AWARD OF CONTRACT/SHOPPER SHUTTLE Councilman Bruesch stated that he was still worried that the air-conditioning on the buses are still optional in the passenger compartment. Tim Kerr, Executive Assistant, stated that the City's intent is to purchase vehicles with air-conditioning units in the front and the back. Councilman Bruesch stated that there would be an additional cost of $1150 added to the low bid of $29,610 for each bus, and inquired if those items were part of the bid package. Councilman Tury stated that there is almost a $10,000 dif- ference between the low bidder and the 2nd low bidder so even with the $1,150 additional cost, it is still the low bid by far. Councilman Bruesch wondered if the other bidders had included those two items in their bid or were they also optional items. Tim Kerr stated that he did not specifically recall if the air-conditioning.unit were included in their bids. He stated that he would have to go back and compare the three'other bids. Councilman Taylor stated that Councilman Bruesch'S question is similar to the telephone bids.. He added that those six or seven bids were totally mixed up. Every telephone company bid was different on what was being proposed. However, he stated that he agreed with Councilman Tury in that the low bid was $63,000 and the next low bid was $73,000, so even if you went back and tacked $1100 on it, it would not make any difference. MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN TURY that the Contract for the two buses._be.awarded to Creative Trans- portation Systems, Inc. Vote resulted: AYES: Councilmen Bruesch, Cleveland, Tury and Mayor Imperial NAYES: None ABSENT: None ABSTAIN: Councilman Taylor Whereupon the Mayor declared said motion duly carried and so ordered. CC-D ENGINEERING PROPOSAL FOR TRAFFIC SIGNAL DESIGN AT LOWER AZUSA ROAD AT ENCINITAS AVENUE AND TEMPLE CITY BOULEVARD AT LOFTUS DRIVE Councilman Tury requested that this item be pulled for re- evaluation and further study. He wondered if the City was going to pay for the entire projector only the engineering proposal. Frank G. Tripepi, City Manager, stated that his understanding was that the Agency vote was that the entire project be constructed with City funds since it was a distance from the project area. Councilman Taylor stated that it was his full intent that the Agency funds not be taken so far out of the project area. Councilman Tury stated that he felt that this was a policy statement and he questioned if the City should go ahead with this project at this time at all, and he felt that the project should be re-evaluated under those circumstances. Mayor Imperial stated that this item be deferred for further study and re-evaluation. Councilman Tury requested that this could be placed on the City budget in the next month or two. CM 4-22-86 Page #3 . • CC-H LEAGUE OF CALIFORNIA CITIES NEW MAYORS AND COUNCIL MEMBERS CONFERENCE, MAY 14-16, 1986, BURLINGAME, CA. Councilman Tury stated that since this conference is for new Mayors or new Councilmembers, and the City of Rosemead does not have any, he did not feel that it was important to attend this conference. Councilman Taylor stated that he had signed up for this conference ten years ago, and he would like to be signed up again and have the.packet sent to City Hall. He did not intend attending this conference, but he did want to be signed up to get the packet. MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN TAYLOR that authorization be granted to any Councilmember who wants to attend the League of California Cities New Mayors and Council- members Conference in Burlingame, from May 14-16, 1986. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. VII. MATTERS FROM OFFICIALS A. REAPPOINTMENT OF TRAFFIC COMMISSIONER GLENN CLANTON B. REAPPOINTMENT OF PLANNING COMMISSIONER HOWARD MATTERN MOTION BY COUNCILMAN CLEVELAND, SECONDED BY COUNCILMAN TURY that Glenn Clanton be reappointed as Traffic Commissioner and that Howard Mattern be reappointed as Planning Commissioner, each for the two year term. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Glenn Clanton expressed his appreciation for the reappointment to the Traffic Commission and stated that he would do his best. C. FALCON CABLE T.V. Councilman Tury stated that he did have a meeting with Mr. Tom LaFourcade, and he requested that a study session be set for tomorrow night to be handled as a separate item. Councilman Bruesch requested that the time of the meeting be 8:00 p. m., since he did have a prior committment earlier that evening. Mayor Imperial stated that the Falcon Cable T.V. item will. be discussed at 8:00 p. m., on April 23, 1986. D. Councilman Bruesch stated that there was a traffic pro- blem on Hellman, east and west of Del Mar. He felt that there should be a restriction placed on parking during the rush hours. Councilman Bruesch stated that he had had 'a request for a guardrail where Delta goes around Zapopan Park. There was another incident where a car went off the road there. Apparently, there is a problem of high speed on Delta and when they hit that curve they don't make it. He requested that the Traffic Engineer and the Traffic Commission look into the possibility of erecting a guardrail on that corner. Councilman Taylor supported Councilman Bruesch's recommendation, and commented that he would show the Council the side of his car that was hit by the drunk driver who did not make that turn. Mayor Imperial directed the City Manager for a report on that incident. E. Councilman Taylor inquired if there was any information regarding the Alhambra School Board Meeting with the Council. Frank G. Tripepi, City Manager, stated that there was a tenta- tive date set for April 29th. CM 4-22-86. Page 114 Councilman Taylor requested a follow-up on an alternate date with the Alhambra School Board if they are not able to make the April 29th eeting. He also requested district maps for all of the grammar schools in the Alhambra District and the number of students attending in each school so that the Council can evaluate how they came to the conclusion that the school should be in Rosemead. He added that the Alhambra School District has stated that the City of Rosemead has all the information that is available, but the City of Rosemead has never received any of this information. F. Councilman Taylor commented on the request that he had made at the last Council Meeting for the staff to prepare a memo on the trash subsidy fees and he requested that this item be placed on the next-Council Agenda with a full explanation to the Council of how the fee increases are determined. He stated that there has been a 100% increase in the subsidies in the past 18 months. Councilman .Bruesch requested that the justification of these increases be included in the agenda item. Councilman Cleveland stated that with the increases of the dump fees, the City will have to assume a greater portion of the costs, and that he had additional information from the Sanitation District.regarding dump fee increases. Frank G. Tripepi, City Manager, stated that all these in- creases are per the contract, and they are all documented and shall be provided to the Council. Councilman Taylor stated that he did not'dispute the fact that the dump fees are being increased; however, he did want a breakdown of what the actual charges are. Mayor Imperial stated that staff has been directed to pre- pare this item for the next agenda.
