ROSEMEAD CITY COUNCIL
APRIL 15, 1986 AT 8:00 P. M.

The adjourned meeting of the Rosemead City.Council was
called to order by Mayor Tury at 8:00 p. m., in the Council
Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead.
The Pledge to the Flag was led by Mayor Pro Tem Imperial.
The Invocation was delivered by Hugh Foutz, City.Treasurer.
ROLL CALL OF OFFICERS:

APPROVAL OF MINUTES: MARCH 11, 1986 - REGULAR MEETING
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL
that the Minutes of the Regular Meeting of March 11, 1986 be
approved. Vote resulted:

The Mayor declared said motion duly carried and so ordered.
APPROVAL OF MINUTES: MARCH 25, 1986 - REGULAR MEETING
Councilman Bruesch stated that on page #3 regarding the
trash bins, it sounds as though only one school was involved
when actually there were four schools complaining.
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL
that the Minutes of the Regular Meeting of March 25, 1986 be
approved with the clarification of the four schools. Vote re-
sulted:

I. ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Don Smith, 3120 Rosemead Place, remarked about the recent
improvement done on Earlswood Drive and about the placement of
a warning sign which is being hid by a tree and the sign cannot
be seen.
Mayor Tury stated that would be taken care of.
II. LEGISLATIVE
A. RESOLUTION NO. 86-18 - RECITING THE FACT OF THE MUNICIPAL
ELECTION OF APRIL 8, 1986 AND DECLARING THE RESULTS
The following Resolution was presented for adoption:
RESOLUTION NO. 86-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD ON APRIL 8, 1986, DECLARING THE RESULT AND
SUCH OTHER MATTERS AS PROVIDED.BY LAW
MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN
CLEVELAND that Resolution No. 86-18 be adopted. Vote resulted:

B. ADMINISTERING OATH OF OFFICE & ISSUING CERTIFICATES
OF ELECTION
The City Clerk administered the Oath of Office to Louis
Tury and to Gary A. Taylor, and issued them the Certificates

Councilman Taylor commented that this was one Election
that everyone did not want to.go through with for many reasons;
however, he wanted to thank everyone for their support and
added that although he and Mayor Tury are quite different in
their opinions,-yet they still-,have respect for each other
in the different ways that they represent the City. He added
that it has been a pleasure working with the Council and with
Mayor Tury. He again thanked those who got out and voted.
Mayor Tury expressed his appreciation to the people who have
allowed him to serve one more term and this has been one the joys
of his life, and he congratulated Councilman Taylor for winning
the election for the fourth time, and he thanked Councilman Taylor
also-for his kind words.
Mayor Tury vacated the Mayor's Seat and turned it over to
the City Manager.
Frank G. Tripepi, City Manager, stated that the chair will
now entertain a motion for the nomination of Mayor of the City
of Rosemead.
Councilman Tury nominated Jay T. Imperial as Mayor of Rosemead.
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMEMBERS that
the nominations be closed and that a unanimous vote be cast for
Jay T. Imperial as Mayor. Vote resulted:
UPON ROLL CALL ALL COUNCILMEMBERS CAST A"UNANIMOUS-.VOTE.
The City Manager stated that a unanimous.vote was cast and
that Jay T. Imperial is now the Mayor of Rosemead, and congratu-
lated him.

Councilman Tury nominated Councilman Cleveland as Mayor Pro
MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMEMBERS
that the nominations be closed and that a unanimous vote be
cast for G. H. Cleveland as Mayor Pro Tem. Vote resulted:
UPON ROLL CALL ALL COUNCILMEMBERS CAST A UNANIMOUS VOTE.
Mayor Pro Tem Cleveland expressed his appreciation for
this honor, and especially under Mayor Imperial.
Mayor Imperial stated that there would be presentations
for out-going Mayor Louis Tury, Jr., as follows:
Cass Luke, from Assemblywoman Tanner's office and also for
tonight was representing Senator Montoya with a Plaque and a
Certificate of Recognition.
Bill Crowe, representative from Supervisor Schabarum's office
presented him with a proclamation.
Chief Harold McCann, representing Fire Chief Englund and the
entire Fire Department, presented him with a proclamation.
Nita Carlton,,representing the West San Gabriel Valley Juvenile
Diversion Project, presented him with a plaque, and expressed a
special appreciation for his support.
Richard Tafoya, representative of the West San Gabriel Valley
Consortium, expressed his appreciation for the Montebello Mall,
and stated that the Rosemead City Council was very instrumental
in putting that shopping center together. He also thanked Mayor
Tury for the support he has given to the consortium that has pro-
vided jobs for over 700 people in the San Gabriel Valley.

Joan Hunter, President of the Rosemead Chamber of Commerce,
presented him with a lovely plaque for his successful year as
Mayor and his continuing support of the business community.
Pictures were taken of Louis Tury, Jr., with his family.
John Steelesmith, representative of the Southern California
Edison Company, presented him with a plaque for a year of out-
standing service and leadership.
Mayor Imperial on behalf of the entire Council presented him
with a plaque with a gavel on it, and then pictures were.taken
with all the Council.
Mayor Imperial made a presentation of beautiful red roses to
Phyllis Tury, from the City Council as an expression of their
appreciation for being such an understanding and supportive wife.
Councilman Tury again expressed his appreciation to everyone,
and especially his wife, who has been extremely patient with him.
He also introduced his sister, Susan Manfredi, who was in the
audience.
C. APPOINTMENT OF ALTERNATE TO SANITATION DISTRICT-
MOTION BY MAYOR IMPERIAL, SECONDED BY COUNCILMAN BRUESCH
that Councilman Cleveland be selected as Alternate to the
Sanitation District of L. A. County. Vote resulted:

MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CLEVELAND
that Resolution No. 86-19 be adopted. Vote resulted:

Councilman Bruesch requested a memo on Warrant No. P9907 on
page 5.
Councilman Taylor requested that the City Manager present to
the City Council a breakdown of the monthly subsidy fees paid to
Modern Service Company since the program was initiated.
Mayor Imperial directed the City Manager to do so.
Councilman Taylor clarified his request by saying he wanted
the breakdown in a chronological sequence.

CC-E MARKING & SIGNING - EARLSWOOD DRIVE/ROSEMEAD PLACE
Councilman Tury stated that he had no problem with the
Traffic Commission's recommendation, but he did have a request
that on Rosemead Place coming south, north of Earlswood Drive,
a yield sign be placed. He felt that the block wall could be
an obstruction and.cause a blind spot, and this yield sign
would give the drivers notice that they ate to yield.
MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN TAYLOR
that the Traffic Commission's recommendation for marking and
signing on Earlswood Drive/Rosemead Place be approved with,
the addition of a yield sign placed north of Earlswood Drive
on Rosemead Place. Vote resulted:

Mayor Imperial stated that Pete Parenteau from Congressman
Martinez's office was in the audience and he wanted to make a
presentation to Louis Tury, Jr.
Pete Parenteau, representative of Congressman Martinez,
expressed his apology in arriving late; however, he had seven
other cities that he had already been to this evening. He
also introduced David Hayes, a new member of the Congressman's
staff. Mr. Parenteau presented a plaque in recognition of his
being Mayor last year and thanked him for a job well done.
Mayor Imperial expressed his appreciation for honoring our
Mayor Tury.
VI. MATTERS FROM OFFICIALS
A. Councilman Taylor stated that in this mornings paper
SB 2291 was mentioned and it relates to the labeling of Alcoholic
Beverages such as they do on cigarettes. This bill deals with
the effect that alcohol has on pregnant women and the effect it
has on new-born babies. He requested a copy of SB2291.
B. Councilman Taylor also commented on AB 4146, and this
has to do with the State pre-empting the regulations of gas
stations selling alcoholic beverages. He requested a copy of
AB 4146, so that the Council could take action on those items.
C. Councilman Taylor requested that the Council set up a
meeting with the Alhambra School Board.
Frank G. Tripepi, City Manager, stated that they were in
the process of setting up a meeting with them for April 29th,
but it has not as yet been confirmed with Dr. Pippen. The
Council will be advised of the date.
D. Councilman Taylor inquired about the information which
had been requested from Falcon T. V.
Frank G. Tripepi, City Manager, stated that information is
scheduled for the next regular meeting, April 22, 1986.
Councilman Tury stated.that he was meeting with Tom LaFourcade
tomorrow and he would memo the information to the Council prior to
the next meeting.
E. Councilman Taylor requested a staff report on the Home Loan
Program regarding a Mr. Pedro Cabrera. Councilman Taylor stated
that Mr. Cabrera is owed a refund from the contractors for items
that he had paid for prior to the official contract and that he has
not been reimbursed by the Contractor. The City paid the Contractor
the total amount, and a report from staff would clarify what is

F. Councilman Bruesch requested someone from the Animal
Control be present at.the Budget Session and have a package
on how much or how little service is being received from the
Animal Control of L. A. County.
Mayor Imperial suggested that a representative attend a
Council Meeting prior to Budget Session, so that questions
can be asked and have material available for back-up.
Councilman Bruesch stated that there are other sources
for animal control and he wondered if the City was getting
the kind of services that had-been contracted for.
G. Councilman Bruesch commented on Proposition #51 which
is the "Deep Pockets" Legislation, and if the Council felt as
strongly as he does on this legislation, he wanted to direct
staff to prepare a resolution in support of.this Proposition 1151.
He suggested getting a copy of the initiative and read it over
and at the time the resolution is presented, the Council could
have a discussion on it. .
Councilman Tury felt that it would be a good idea to get
a copy of all propositions, and then could decide if.the Council
wanted to take a position on each of them on an individual basis.
H. Councilman Tury requested an up-date on the Angelus
Project.
1. Councilman Tury requested that the staff investigate into
what steps are needed to have a senior citizen housing project,
and then after seeing what all is involved then possibly the Council
could look into something like that.
Councilman Bruesch stated that he agreed with Councilman Tury
in that he felt that this community is in need of some type of senior
housing, and since demographics are changing this might be a step
that should be looked into.
Councilman Tury stated that he felt that first,all of the
ramifications should be looked into, before making a committment
to it.
Mayor Pro Tem Cleveland expressed his appreciation to the
Council for his appointment as Mayor Pro Tem.
I. Mayor Imperial commented that he was sure that everyone
was aware that Jeanette Larsen had passed away just a short time
ago, and she had been very active in the community,working at
the Rosemead High School and on the Rosemead Heritage House Com-
mittee. He felt that in view of what she has done for this com-
munity, that something should be done in her honor. He thought
a scholarship fund would be appropriate, and this fund would be
administered by Rosemead High School for at least $500.
Councilman Tury stated that he thought it was a good idea,
and,he would like the attorney to look into it to see what can
be done.
Councilman Bruesch also agreed with the idea, and he stated
that he had been priviledged to see Jeanette Larsen work with
children, both at the Heritage House and the classroom, and her
enthusiasm for local history and depth of knowledge was a real
pleasure to watch, and he felt that a scholarship in her name
would be a fitting tribute.
Mayor Imperial directed the City Attorney to look into it,
and the City Manager to see what it would entail to get it started.
