MINUTES OF THE REGULAR MEETING
ROSEMEAD CITY COUNCIL

The Regular Meeting of the Rosemead City Council was called
to order by Mayor Tury at 8:05 p. m., in the Council Chambers of
City Hall, 8838 E. Valley Blvd., Rosemead, California.
The Council Meeting was recessed in order to complete the
Rehabilitation Appeals Board public hearings which had been
noticed to be heard this evening.
The Rosemead City Council Meeting reconvened at 8:30 p. m.,
in the Council Chambers of City Hall.
The Pledge to the Flag was led by Councilman Taylor.
The Invocation was delivered by Reverend Tom Phillips.
ROLL CALL OF OFFICERS:
Present: Councilmen Bruesch, Cleveland, Imperial, Taylor
and Mayor Tury
Absent: None
APPROVAL OF MINUTES: MARCH 5, 1986 - ADJOURNED MEETING
MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL
that the minutes of-the adjourned-meeting of March 5, 1986'be
approved. Vote resulted:
UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE.
The Mayor declared said motion duly carried and so ordered.
APPROVAL OF MINUTES: MARCH 11, 1986 - REGULAR MEETING
Councilman Taylor stated that the address given on page N6
should be changed to 3612 Ellis Lane instead of 3312 Ellis Lane,
and that the names of the four girls who were presented commenda-
tions should be included in the minutes.
Councilman Bruesch requested that "San Gabriel Blvd." should
be changed to Whitmore Street on the first page, third paragraph
from the bottom.
Mayor Tury suggested that these minutes be deferred to the
next meeting..
There being no objection, it was so ordered.
III. LEGISLATIVE
A. RESOLUTION NO. 86-14 - APPROVAL OF ZONE VARIANCE #85-123
AT 3123 ROSEMEAD PLACE
Councilman Taylor requested that this Resolution be held
over to the next Council Meeting in order to have more informa-
tion regarding the current status of the condition of the house
and current photos of the house.
There being no objection, it was so ordered.
B. RESOLUTION NO. 86-17 - CLAIMS & DEMANDS
Councilman Taylor requested information regarding warrant
No. 16181 to So. California Edison Company-and questioned why
the property owners would be paying for the street light.
Don Wagner, Assistant City Manager, stated that the property
owners were being charged because the installed lights were decora-
tive as "requested-by-the property owners. The cost of "standard"
lights are covered by So. Calif. Edison.

Councilman Taylor inquired how many marbelite poles have been
put in the City.
Don Wagner, Assistant City Manager, stated that this was the
first and since he has been with the:City.
Councilman Imperial stated that there had been others about
five years ago.
Councilman Taylor requested a memorandum regarding the policy
and where these poles have been installed.
The following Resolution No. 86-17 was presented for adoption:

IV. CONSENT CALENDAR (CC-A and CC-C Deferred)
CC-B ACCEPTANCE OF BIDS AND AWARDING OF CONTRACT FOR SCHOOL
CROSSING FLASHING BEACON (DEL MAR/HIGHCLIFF)
MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN IMPERIAL
that the Contract for the School Crossing Flashing Beacon at Del
Mar and Highcliff be awarded to the low bidder, S & W Electrical
Contractors in the amount of $12,235.00 be approved. Vote resulted:

CC-A APPROVAL OF SAN GABRIEL SCHOOL DISTRICT SUMMER LUNCH
PROGRAM
Councilman Taylor commented that he was surprised that the
San Gabriel School District is offering this program to the Rose-
mead youngsters, and questioned why the Rosemead School District
or Garvey School District does not provide it.
Michael Burbank, Parks & Recreation.Director, stated that
the Rosemead School District does not have the funds for a summer
lunch program, and the Garvey School District does have a similar
program but the funds had already been allocated elsewhere.
Councilman Taylor requested more information regarding the
reason that San Gabriel School District is able to provide this
service and get these funds and why the Rosemead School District
does not.
Councilman Imperial requested that there be back-up material
presented with the item in the future prior to voting on anything.
Councilman Taylor agreed with Councilman Imperial regarding
the need of back-up material.
MOTION BY MAYOR TURY, SECONDED BY COUNCILMAN BRUESCH that
the Agreement between the San Gabriel School District and City of
Rosemead to provide a daily lunch program at Rosemead and Garvey
Parks, Emerson, Rice, Willard, Williams and Fern Schools be ap-
proved. Vote resulted:
AYES: Councilmen Bruesch, Cleveland, Imperial, and Mayor
Tury
NAYES: None
ABSTAIN: Councilman Taylor
ABSENT: None
Whereupon the Mayor declared said motion duly carried and

CC-C APPROVAL OF PLANS & SPECIFICATIONS FOR GARVEY PARK
BUILDING AND AUTHORIZATION TO SEEK BIDS
Councilman Bruesch requested that there be on-site architec-
tural"observation and this be included in the specifications so
that there will be tighter control of the construction of this
building than there was when Zapopan Community Center was being
built.
MOTION BY COUNCILMAN BRUESCH, SECONDED BY COUNCILMAN IMPERIAL
that the Plans and Specifications be approved and that authorization
be granted to seek bids. Vote resulted:

VII. MATTERS FROM OFFICIALS
A. Councilman Bruesch requested that staff check out the
tractor and trailer parked on Dorothy and Delta Avenues.
B. Councilman Bruesch commented on the trash bins in front -
cf-the ,.four elementary schools and stated that they need repair
or replacement as they leak and are smelly. He was under the
impression that the Contract with Modern Service stated that all
trash bins would be kept in good repair or be replaced, and he
requested that this be investigated.
C. Councilman Imperial requested a status report on the
problem at 4706 and 4658 Ivar, by the Alhambra Psychiatric
Hospital.
D.. Mayor Tury inquired if there has been any progress made
on the Pole Permits since the letter from Pacific.Bell;.was
received.-
Councilman Taylor requested information from the City of
San Gabriel on howilong they have waited for Falcon to install
the Cable System in their City. He requested copies of their
Council Minutes be checked.
Councilman Imperial stated that Falcon has not made a good
faith effort as they had promised so many times when they were
soliciting the Contract with the City of Rosemead.
Robert Kress, City Attorney, stated that the first step
would be to send a 30 day Notice to Falcon to cure their default
or request a public hearing.
Councilman Taylor was hesitant in sending a 30 day Notice
because Falcon could rush and put in a pole or two and once the
physical construction had begun then the City's liability would
begin. He felt that information should be gathered together and
Falcon should be contacted.and be advised of the:City':s_intention
to invokeicontractural provisions.
MOTION BY MAYOR TURY, SECONDED BY COUNCILMAN IMPERIAL that
a letter to Tom La Fourcade be sent requesting his attendance
at the next regular meeting to answer questions regarding the
delay of the project and request that construction commence
within 30 days after the meeting. Vote resulted:
AYES: Councilmen Bruesch, Cleveland, Imperial, and Mayor
Tury

ABSENT: None
ABSTAIN: Councilman Taylor
Whereupon the Mayor declared said motion duly carried and
so ordered.
E. Councilman Bruesch requested that a form letter be
prepared and sent to citizens who are upset by the possibility
of a High School being built in the City.of Rosemead, and this
letter should reflect the fact that none of the Councilmembers
are in favor of such an action.

Mayor Tury stated that he has been sending letters out to
each of the citizens who have questioned the possibility of the
construction of a high school in Rosemead.
Don Smith, 3120 Rosemead Place, stated that he had heard
that the Alhambra School District would be making a decision on
April 1, 1986.
F. Hugh Foutz, City Treasurer, reminded the City Council
about the Prayer Breakfast which will take place on April 12, 1986.
G. Hugh Foutz also commented on the eight doctors who have
arrived from Guadalajara and commented on the various hospitals
and clinics that they have toured. He also expressed the appre-
ciation of these doctors for the medical supplies that had been
donated to them by the Rotary Club.
Councilman Taylor complimented this program for the hands-on
training that is.taking place.
There was more discussion regarding the Fire Truck that is
being sent to Zapopan.
The City Council Meeting was adjourned to the next regular
meeting.
