LAZZARETTO, CITY MANAGEf DATE: JUNE 27, 2006 11((,,!!// SUBJECT: 3461 BARTLETT AVENUE SUMMARY On January 17, 2006, the property at 3461 Bartlett Avenue was declared substandard by the Building Official. After nearly seven months, compliance has still not been achieved. Staff Recommendation Staff recommends that the Board find the property substandard and order all substandard conditions be removed and/or corrected by August 1, 2006. However, if plans are submitted, permits are obtained, and sufficient progress is achieved by August 1, 2006, the abatement date may be extended to September 1, 2006. . ANALYSIS The subject property consists of an owner-occupied single-family residence located in the R-1 zone with a lot size of 7865 ± square feet. There is also a dilapidated guesthouse on the property. It is uncertain whether the guesthouse can be rebuilt, as plans have never been submitted for Planning Department review. The case was initiated in November 2005 and compliance has not been achieved in nearly seven months. The case chronology is as follows: • November 28, 2005 - "Please" letter and Los Angeles County record search information sent to property owner. December 29, 2005 -Inspection:. no progress. • January 17, 2006 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. A 15-day certified letter was mailed to the property owner and posted at the property. APPROVED FOR REHAB BOARD AGENDA: - ITEM NUMBER: • City Council Meeting June 27, 2006 Paae 2 of 2 0 • January 19, 2006 - Joint inspection with Building and Planning Departments. Interior access was gained. Planning Department staff discussed findings with Rick Lam, the property owner's architect. • February 23, 2006 - Building inspector spoke to Mr. Lam. Mr. Lam indicated he would be submitting plans to Planning Department so that a decision could be made as to the disposition of the guesthouse. April 10, 2006 - Inspection: no progress. • May 17, 2006 - Inspection: no progress. Inspector left business card with property owner's mother. • June 8, 2006 - Inspection: no progress. To date, no plans have been submitted, no permits have been obtained, and no progress has been achieved in correcting the list of defects. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. A Notice of Hearing was mailed and posted on the property on June 13, 2006. Addition at front of guest house was constructed without without the required approvals and permits. Electrical and plumbing to the guest house requires to be upgrades. Carport/Patio Cover Substandard Conditions Carport has been altered without the required permits and approvals. 2. Patio cover has been constructed without the required permits and approvals. A permit record search from Los Angeles County is recommended. Enclosed are instructions on where to obtain this information. Access to the entire interior of guest house was not gained. Therefore, additional substandard conditions and building code violations may become evident during subsequent site visits. PERMITS ARE REQUIRED for repairs and may be obtained at the Building Department from 7:00 A.M. to 11:00 A.M., Monday through Thursday, and from 4:00 P.M to 6:00 P.M., Thursdays.
