MINUTES OF THE ADJOURNED MEETING BY
ROSEMEAD CITY COUNCIL
MARCH 5, 1986 AT 7:30 P. M.
The adjourned meeting of the Rosemead City Council was
called to order by Mayor Tury at 7:35 p. m., in the Conference
Room of City Hall, 8838 E. Valley Blvd., Rosemead, California.
The Pledge to the Flag was led by Councilman Cleveland.
The Invocation was delivered by Councilman Bruesch.
ROLL CALL OF OFFICERS:
Present: Councilmen Bruesch, Cleveland, Imperial, Taylor
and Mayor Tury
Absent: None
President of the Garvey School District, Gil Barron, intro-
duced the members who were present as follows:
Dr. Viscovich, Jim Smith, Robert Miranda, Virginia Gutierrez,
and Dr. Lane Teaney. Dr. Judy Chu would be arriving late.
Mayor Tury welcomed the Garvey School District Boardmembers,
and commented that this meeting was primarily to come to some
agreement on the Fern School Complex proposal and stated that
the City had inserted some changes in the Fern Complex Agreement.
He stated that the word portable had been inserted on item 3
on page 2.
President Barron inquired if specifications had been prepared
for those kinds of bleachers.
Michael Burbank stated that they would be five tiered and
aluminum, and Stadium Unlimited would be the manufacturer.
Mayor Tury stated that it would be desirous to have from 2:00
p. m. to 3:30 p.m. to perform infield maintenance by the City staff.
This has been included in item 4 on page 2.
Dr. Viscovich stated that school is not closed until 2:45 so
the last period of the day would not be able to P.E.
Mayor Tury stated that would only involve the ball diamonds.
Dr. Viscovich stated that he would like to discuss this item
with the Principal of the Fern School.
Mayor Tury stated that item 6 on page 3 has inserted that the
cost of repair or replacement caused by vandalism to jointly used
facilities,excluding lighting, shall be shared by District & City.
President Barron inquired if they could receive a projected
cost of that item.
Mayor Tury stated that vandalism has not been a very large
problem.
Mayor Tury stated that there were some major changes in
item 16 on page 5, which states that the City would like to
have the maintenance responsibility, and the District would
furnish all the water. He commented that the annual facility
operation cost would be approximately $82,000, and the City is
requesting that the District pick-up $13,250 of that expense.

Virginia Gutierrez inquired what the approximate cost of
the water would be.
Mayor Tury stated that the District is now paying for the
water and the cost should not be different.
Dr. Teaney stated that he thought it was approximately
$6,000 a year.
Mayor Tury stated that item 17 on page 6 states that the
City would have the option to remove any equipment purchased
and installed by the City and to restore the site to its
original state.if the District should terminate this agreement
within 15 years.
President Barron did not realize that this agreement could
be terminated at any time.
Mayor Tury stated that this agreement could be terminated
on the 30th day of June of any year upon either party giving
written notice not later than the 15th day of March of such
year.
Mayor Tury stated that item 19 on page 7 was added to the
agreement which states that in the event the site is acquired
by the Alhambra School District.
President Barron stated that he did not feel any objection
to item 19.
Dr. Viscovich stated that the Garvey School District Board
members unanimously voted against the Fern School being acquired
by the Alhambra School District.
President Barron stated that the only issue that he was not
sure about was the issue of the closing of the field between
2:00 p.m., and 3:30 p.m. He felt that that particular item
should be clarified and that.there is room for adjustment of
that time.
Councilman Bruesch stated that most of the teachers use
the morning periods to teach Math and English and Reading and
the afternoon periods are used for P.E. That.would mean that
most of the P.E. classes are squeezed into the period from
12:30 p.m. to 2:45 p. m.
Councilman Taylor inquired if those P.E. classes could
get started earlier and thereby accommodating the students,
and if these P.E. classes are using the baseball diamonds.
President Barron requested a list of the types of facilities
that are being considered for the site which could be involved
in vandalism.in order to evaluate the cost'of repair or replacement.
Michael Burbank, Parks & Recreation Director, stated that
there would be two backstops, aluminum poles to hold the light
standards, bleachers, and restroom and storage buildings.
Councilman Taylor stated that the reason that the City is
requesting that the District share in the cost of vandalism
because the City is not totally responsible and the District
is not totally responsible.
Virginia Gutierrez requested that these costs be brought
to the District's attention prior to the work being done.
Mayor Tury stated that would be done.
Michael Burbank stated that if it is minor, routine vandalism
those things would be done in-house.

Michael Burbank stated that if the:yo were the type of damage
incurred by the facility to require a Contractor to repair it,
then the District would be requested to share in the expenses.
Jim Smith commented about the Lions Clubhouse and suggested
that it be removed and possibly a Tot Lot could be placed in
that area instead.
Mayor Tury felt that it would be a good idea to have a place
for tots to play on that particular site.
Councilman Bruesch inquired what was meant by portable bleachers.
Michael Burbank stated that meant bleachers that could be moved
from one spot to another.
Jim Smith inquired about how many bleachers are being considered.
Mr. Burbank stated that he was not sure; however, he felt that
the Rebel's,,needs would determine how many would have to be pur-
chased. He added probably about 10 bleachers would be needed.
Councilman Bruesch inquired if there was a chance to have
a track area.
Mr. Burbank stated that there had been some discussion on
that subject and he thought when there is an architect in-house
and getting the schematic prepared, possibly a track could be
placed around the perimeter.
Councilman Imperial inquired about the Rebel's facilities.
Jess Gonzales stated that the Rebels have one building which
includes restrooms and snack area and an equipment room.
Mayor Tury stated that he would have no problem with up-
grading their facilities although the buildings seem substantial
and there does not seem to be anything wrong with them. There
would be no change for the Rebels with the District or the City
or the use.of the facility, and they have priority of use.
. Virginia Gutierrez requested clarification on what was meant
by all other materials in item 4.
Michael Burbank stated that all other materials would mean
bases, pitching rubbers, and that type of things.
The size of the Lions House was questioned.
Dr. Viscovich stated that it was a two or three bedroom house
that was 30 or 40 years old, and was owned by the Lions and the
property on which it stands is owned by the School District.
Virginia Gutierrez stated that the Rebels are now using that
house as a meeting place for the parents.
Jess Gonzales stated that it is used during their season
for meetings.
Virginia Gutierrez stated that it should be made accessible
to other parent groups also.
Jess Gonzales stated that the Rebels were using the Lions
Clubhouse with the permission of the Lions Club.
Councilman Bruesch inquired about the kind of landscaping
that is being considered on that site.
Michael Burbank stated that the only area that would be
landscaped would be from the snackbar to Klingerman and every-
thing else would be primarily in grass.
Councilman Bruesch stated that he would like to have some
landscaping of bushes, trees and picnic tables and benches.

Jim Smith inquired if there would be something going on
everyday as at Garvey Park.
Michael Burbank stated that after this site is developed
the Recreation Program would be operating 365 days a year. He
added that the Little League and BOYS would use the two fields
for practices and for games and that would take some of the
load off of Garvey Park.
Councilman Taylor inquired if there was any problem with
the City taking care of the grass.
Gil.Barron stated that the City would have total responsi-
bility of taking care of the grass at the Fern site.
Councilman Bruesch inquired about the watering system and
wanted to know if it was a moisture sensitive sensors or just
a time clock.
Michael Burbank stated that probably a moisture-miser would
be put in. This is a water sensing device.
2. DUFF ELEMENTARY SCHOOL/GARVEY PARK
Mayor Tury stated that the Council has received some concerns
from the staff relative to the Duff Elementary School Agreement,
and if the Council agrees with the solution to some of these con-
cerns the agreement will be redrafted and forwarded to Dr. Visco-
vich for the Board.
Dr. Viscovich inquired since Duff School is a flag lot,if
the City would consider trading off the stem of the flag and
kind of squaring off both of the properties.
Mayor Tury stated that he felt that Dr. Viscovich and the
City Manager can get together and resolve the minor changes.
3. GARVEY SCHOOL DISTRICT CROSSING GUARDS
Gil Barron stated that the District is going through changes
in the boundaries, and there is much concern about how many
students would be crossing Walnut Grove and San Gabriel Boulevard
and Hellman Avenue and Garvey.
Councilman Taylor inquired when these revisions would be
completed.
Mr. Barron stated that the District is in the process now.
Dr. Viscovich expressed his appreciation for the crossing
guard that will eventually be at the Duff School and stated
that the parents were very pleased. He stated that since the
School District is building a new school and is progressing
fairly well, there will have to be a change in the boundary
structure of the present 12 schools. These schools have to
be filled as completely as possible, with a racial, ethnic
balance and the safety of youngsters also has to be considered.
There will be many more youngsters crossing Garvey, Del Mar,
San Gabriel, and Walnut Grove. He added that there will be
an increase from 1300 youngsters crossing main streets to
1900 youngsters. Dr. Viscovich stated that on the 18th of March
some recommendation for boundaries have to be made to the Board.
Mayor Tury stated that the City Council in the past has tried
to make crossing guards available. He commented that each crossing
guard costs approximately $6,000 per year to the City. He in-
quired if Lottery money could be used to subsidize crossing guards.
Dr. Teaney stated that the lottery money has stipulations on
the use of it and it has to be used to further.the educational
needs of the youngsters.
Mayor Tury stated that $47,000 is being spent this year and
of that $15,000 is on hardware, so approximately $32,000 is for
crossing guards.

Mayor Tury stated that the Council would be sensitive to
the needs of the school children.
4. HIGH SCHOOL
Robert Miranda inquired if Alhambra chose to place the new
high school on site "C" and the Garvey School District chose
to take legal action against Alhambra School District, would
the City of Rosemead consider joining in the effort.
Councilman Taylor stated that he would join in legal action
against site "C".
Mayor Tury stated that with the information that has been
made available to the City, the Council is not convinced that
any site within the City of Rosemead is necessary, and strongly
suggest that the Alhambra School District find a site outside
the City of Rosemead.
Councilman Bruesch stated that the City is in the process
of getting a General Plan, and that General Plan reflects the
philosophy of this Council which has been existent for the past
number of years which is slow-growth. The Council will not
allow a condominium on every corner. He stated that the Council
does not feel that the residents of Rosemead should pay the penalty
for the poor planning of other communities.
Councilman Imperial stated that the City has made it's posi-
tion very clear in where we stand--no new high school within the
City of Rosemead. He did not want to commit the City to any
joint legal action with the Garvey School District.
Councilman Taylor requested a point of clarification since
the City Council had taken a stance that they would take legal
action.
Councilman Imperial stated that he had some concerns about
any joint actions with any other body.
Councilman Taylor inquired if he would take Council action
against the Alhambra School District if a site were chosen in
the City of Rosemead.
Councilman Imperial stated that he would absolutely take
legal action.
. Mayor Tury stated that the time to take legal action is
after the site has been selected.
5. Robert Miranda suggested that the next time that the Garvey
School District meets with the City Council that the Council be
the School Districts guests.
Mayor Tury stated that that would be fine, but to make it
some time after April 8, 1986.
Gil Barron requested that staff get together and iron out
the adjustments on the Agreements.
There being no further business to consider, the Council
Meeting was adjourned to March 11, 1986 at 8:00 p. m.
