Rehab Appeals Board - Item 2A - Minutes 6-27-06L 0 MINUTES OF THE REGULAR MEETING ROSEMEAD BUILDING REHABILITATION APPEALS BOARD June 27, 2006 Chairman Imperial called the regular meeting of the Rosemead Building Rehabilitation Appeals Board to order at 7:15 p.m. in the conference room of City Hall, 8838 E. Valley Boulevard, Rosemead, California. Chairman Taylor led the pledge to the flag and Boardmember Clark led the invocation. ROLL CALL OF OFFICERS: Present: Boardmembers Clark, Imperial, Tran, Vice-Chairman Nunez, and Chairman Taylor Absent: None 1. PUBLIC COMMENTS FROM THE AUDIENCE None 2. CONSENT CALENDAR A. Approval of Minutes November 22, 2005 - Regular Meeting January 24, 2006 - Regular Meeting March 28, 2006 - Regular Meeting April 25, 2006 - Regular Meeting Boardmember Tran made a motion, with a second by Boardmember Clark to approve minutes listed above. Vote resulted: Aye: Clark, Imperial, Nunez, Taylor, and Tran No: None Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. B. Status Reports 1. Substandard Buildings & Properties 2. Building Rehabilitation Appeals Board 3. City Prosecuting Attorney Referral Update Rehab Minutes _06_27_06 Page 1 of 3 • 0 Chairman Taylor requested clarification as to why a particular red tag property was singled out in the City Manager's newsletter. Executive Director Lazzaretto indicated it was to alert the council to the action taken, as the owner is an active community member. Chairman Taylor stated sensitive information should not be identified by property owner in the weekly newsletter. Boardmember Clark suggested Councilmembers be notified by phone, rather than in print, of rehabilitation matters that require a special alert. Chairman Taylor requested a staff report to explain staff interaction and action with the owner of the Ivar St. property. . Boardmember Tran requested a copy for the rest of the council as well. 3. MATTERS FROM THE CHAIRMAN and BOARD None 4. MATTERS FROM THE EXECUTIVE DIRECTOR and STAFF A. HEARING ON PROPERTIES 1. 3461 Bartlett Avenue On January 17, 2006, the property at 3461 Bartlett Avenue was declared substandard by the Building Official. After nearly seven months, compliance has still not been achieved. Recommendation:. That the Board find the property substandard and . order all substandard conditions be removed and/or corrected by August 1, 2006. However, if plans are submitted, permits are obtained, and sufficient progress is achieved by August 1, 2006, the abatement date may be extended to September 1, 2006. Staff met with the property owner at 3461 Bartlett Ave to make compliance recommendations. The owner accepted the recommendations and indicated no one from the property would be in attendance at the hearing. Rehab Minutes _06_27_06 Page 2 of 3 0 Boardmember Tran made a motion to accept staff recommendation that the Board find the property substandard and order all substandard conditions removed and/or corrected by the timeline referenced in the staff recommendation with a second by Vice-Chariman Nunez. Vote resulted: Aye: Clark, Imperial, Nunez, Taylor, Tran No: None Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. 5.
