SUBJECT: 9432 - 9438 VALLEY BOULEVARD
SUMMARY
On December 7, 2005, the property at 9432 - 9438 Valley Boulevard was declared
substandard by the Building Official. After nearly eleven months, compliance has still
not been achieved.
Staff Recommendation
Staff recommends that the Board find the property substandard and order all
substandard conditions be removed and/or corrected by December 1, 2006. However, if
permits are obtained, and sufficient progress is achieved by December 1, 2006, the
abatement date may be extended to January 2, 2007.
ANALYSIS
The subject property consists of three tenant-occupied units located in the C-31D zone
with a lot size of 10,445 ± square feet.
The case chronology is as follows:
• October 4, 2005 - "Please" letter and Los Angeles County record search
information sent to property owner.
November 8, 2005 - Inspection: no progress.
• December 7, 2005 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. A 15-day certified letter was mailed to the property owner and posted at
the property.
• January 29, 2006 - Inspection: no progress.
February 28, 2006 - Inspection: no progress.

• March 26, 2006 - Inspection: no progress. Building inspector phoned property
owner requesting compliance.
• April 25, 2006 - Inspection: no progress.
• June 4, 2006 - Property owner submitted site plan to Planning Department in an
attempt to legalize the unpermitted patio cover.
• June 15, 2006 - Planning Department denied the project due to the non-
conforming status of the property.
• June 19, 2006 - Building inspector granted a 30-day extension to allow sufficient
time for the property owner to remove the patio cover and the plumbing to the
unpermitted laundry facilities.
• June 30, 2006 - Property owner submitted a letter to the Planning Department
appealing the denial.
July 6, 2006 - Planning Department again denied the project.
• July 24, 2006 - Inspection: no progress.
• July 27, 2006 - Building inspector sent follow-up letter requesting compliance
and advising property owner that a Hearing before the Property Rehabilitation
Appeals Board would be scheduled if significant progress was not achieved
within 30 days.
• August 30, 2006 - Inspection: no progress.
• October 2, 2006 - Inspection: no progress.
To date, no permits have been obtained, and no progress has been achieved in
correcting the list of defects.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
A Notice of Hearing was mailed and posted on the property on October 11, 2006. All
interested parties have been notified.

Access to interior of 9432 was not gained.' Therefore, additional substandard conditions and
building code violations may become evident during subsequent site visits.

Re: the property of #9434 Valley Blvd
We are regretful to learn that Rosemead city planning Dept. rejected our plan for a .
patio cover on the east side of the property. Before the property was purchased two
year ago, we performed a through check with the county and worked with agent/legal
deparment to assure the property has all of the necessary permits. Now, we contacted
the previous owner again and learned the patio built in that year did not require any
permit. We also contacted the county and they once again confirmed that the patio did
not need any permit. The county suggest that we make this info available and further
discuss with city. ,1
Reasons that we hope to maintain this patio:
1. It covers excessive sunshine/heat.
2. It maintains the clean of the property & avoids excessive bird crap.
Please note: the patio is connected to the back yard as part of garden and is an open
space which provides no enlargement to the area. (17.12.060 B). In addition, the patio
was not modified (continued "as is" ) without any physical change (17.12.060A).
We would hope your reevaluating this situation and keep the patio as it is.

rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days aftereceipt of this notice.
