SUMMARY
On January 4, 2006, the property at 9520 Steele Street was declared substandard by
the Building Official. After nearly a year, compliance has still not been achieved.
Staff Recommendation
Staff recommends that the Board find the property substandard and order all
substandard conditions be removed and/or corrected by December 1, 2006. However, if
sufficient progress is achieved by December 1, 2006, the abatement date may be
extended to January 2, 2007.
ANALYSIS
The subject property consists of an owner-occupied single-family dwelling located in the
R-1 zone with a lot size of 8500± square feet. The property contains a vacant illegal
garage conversion to which 240 square feet has been added. There is also a second
garage on the property which was to have been removed in 1976 when the now-
converted garage was built.
The case chronology is as follows:
• November 8, 2005 - "Please" letter and Los Angeles County record search
information sent to property owner.
December 12, 2005 - Inspection: no progress.
• January 4, 2006 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. A 15-day certified letter was mailed to the property owner and posted at
the property.

• January 17, 2006 - Property owner at City Hall and spoke to staff from both
Building and Planning Departments. The list of defects was discussed and
explained.
• February 16, 2006 - Inspection: no progress.
• March 20, 2006 - Inspection: no progress.
April 18, 2006 - Property owner submitted plans to Planning Department for
review.
April 20, 2006 - Property owner at City Hall. She advised staff that she would be
out of town for a month. Since Planning Department had not yet had a chance to
review the plans, an extension was granted.
• May 18, 2006 - Property owner picked up corrections from Planning Department.
Staff explained the landscape requirements.
• May 25, 2006 - Owner obtained a rehabilitation permit to make the required
repairs and to restore the property to its original condition.
• June 27, 2006 - Inspection: no progress.
• July 26, 2006 - Inspection: no progress.
• August 24, 2006 - Inspection: no progress
• September 12, 2006 - Inspection: no progress.
Although a permit has been obtained, no progress has been achieved in correcting the
list of defects. All substandard conditions and zoning violations remain.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.
A Notice of Hearing was mailed and posted on the property on October 11, 2006. All
interested parties have been notified.

The City Building Official has determined by inspection that the following property is substandard,
as defined in Section 9905 of the City of Rosemead Building Laws, because of the defepts listed on
the attached letter.
THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday October 24. 2006, at 6:30 p.m., in
the City Hall, 8838 E. Valley Boulevard, Rosemead, California, a HEARING WILL BE
CONDUCTED before the City of Rosemead Rehabilitation Appeals Board on this matter.
All persons who desire to be heard shall appear before the above Board at said time and place to

1. According to plans and permits the original garage was not removed after the rear garage
was built. (As required by permit # 4070, issued 2-26-76)
• Front garage must be demolished as per pennit 94070.
2. The rear garage has been altered and is being used as a second unit without approvals or
permits and must be restored to its approved condition and use.
• Remove all non-penmitted interior partition walls from garage.
• Remove all non-permitted drain, waste and vent piping, plumbing fixtures, and gas
piping from the garage.
• Remove all exposed, open and unsafe electrical wiring, outlet and light boxes,
receptacles, switches, and light fixtures.
• Remove all additional square footage not approved by the-Planning Department.
Garage approved for 20' x 20' only.
• Install operable garage door.
3. Several patio covers have been installed without the required approvals and permits.
4. Remove excessive concrete as indicated the by the Planning Department, and install the
required landscaping as site plan approved 5-24-06.
5. Properly abandon laundry facility at building exterior and relocated inside dwelling.
Access to interior of all structures was not gained. Therefore, additional substandard conditions and
building code violations may become evident during. subsequent site.visits.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 ofthe Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that if von are rentino this rot ertv to others the Citv may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If.you disagree with the findings, or cannot comply with the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 8838 East Valley Boulevard, Rosemead, California 91770.
For additional information or assistance, you may contact the inspector whose name and phone number appears on
the attached list of defects. The required pennits may be obtained from 7:00 AM to 11:00 AM, Monday through
