The subject property consists of three single-family dwellings. The property is zoned R-2 with a
lot size of 14,876 t square feet. The front unit was believed to have been owner-occupied, and the
other two units are tenant-occupied. The case was initiated in March 2005, and compliance has not
been achieved in nearly seven months.
The case chronology is as follows:
• March 23, 2005 - "Please" letter and "bulky item" trash notice mailed to property
owner.
• April 28, 2005 - Inspection: no progress.
• May 9, 2005 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. A 15-day
certified letter was mailed to the property owner and posted at the property.
• May 17, 2005 - Property owner, Kenny Nguyen, obtained a building rehabilitation
permit. He informed staff that he resides in Maryland.
• June 16, 2005 - Inspection: no progress.
• July 7, 2005 - Building inspector sent follow-up letter requesting compliance.

deteriorated. A "For Sale" sign was posted on the property.
• August 29, 2005 - Inspection: no progress.
• August 31, 2005 - Building inspector left message for real estate listing agent.
• September 27, 2005 - Inspection: no progress.
To date, no progress has been achieved in correcting the defects, and there has been no response
from the property owner.
A Notice of Hearing was mailed and posted on the property on October 11, 2005. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard conditions
be removed and/or corrected by December I, 2005. However, if sufficient progress is achieved by
December 1, 2005, the abatement date may be extended to January 3, 2006.

the attached letter.
THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday. October 25. 2005. at 7:00 p.m., in
the City Hall, 8838 E. Valley Boulevard, Rosemead, California, a HEARING WILL BE

Access to interior of each unit was not gained. Therefore, additional substandard conditions and
building code violations may become evident during subsequent site visits.
PERMITS ARE REQUIRED for repairs and may be obtained at the Building Department from
7:00 A.M. to 11:00 A.M. Monday through Thursday, and from 4:00 P.M. to 6:00 P.M., Thursdays.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 of the Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that ifvou are renting this property to others the City may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
allowed for interest tares depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot complywith the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 8838 East Valley Boulevard, Rosemead, California 91770.
For additional information or assistance, you may contact the inspector whose name and phone number appears on
the attached list of defects. The required permits maybe obtained from 7:00 AM to 11:00 AM, Monday through
Thursday, and from 4:00 PM to - 6:00 PM on Thursdays.

Landscaping, pedestrian walkways, vehicular access ways shall collectively occupy not less
than fifty (50) percent of required yard setback areas. Property lacks the required landscape
and hard scape causing water not to drain properly.
Access to interior of each unit was not gained. Therefore, additional substandard conditions and
building code violations may become evident during subsequent site visits.
PERMITS ARE REQUIRED for repairs and may be obtained at the Building Department from
7:00 A.M. to 11:00 A.M. Monday through Thursday, and from 4:00 P.M. to 6:00 P.M., Thursdays.
