The Meeting was called to order by Mayor Tury at 8:05 p. m., in the Conference Room of City Hall, 8838 E. Valley Boulevard, Rosemead, California. ROLL CALL OF OFFICERS: Present: Councilmen Bruesch, Cleveland, Imperial, Taylor and. Mayor Tury Absent: None 1. AUTHORIZATION TO CLOSE OUT 1976 STATE GRANT PROJECT AND REMAINING FUNDS MOTION-BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL that a concrete slab and shade structure similar to the existing units on the west side of the building at Rosemead Park, as well as ancillary sidewalks and mow strip be provided with the State held retention of $12,225. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. 2. GENERAL PLAN GOAL STATUS John Carmona, Planning Director, introduced Laura Hudson, project manager of Cotton-Beland Associates &..Donald.Cottoh,prin- ciple of the firm. He stated that input from the Council is needed at this point regarding the General Plan of Rosemead, commented on what the process is. He stated that the Rosemead General Plan consists of three separate parts, the Background Report which is a factual report, the Policy and Goal Section, and a Master Environmental Assessment. Donald Cotton presented a summary of some of the findings to this point in time, and stated that some of these findings indicate to us that there are actions that might be taken. In terms of those actions there are options or alternative plans which would be discussed. So far a background report has been put together which covers existing land-use and zoning and the relationship between the two. He stated that there are objec- tives or goals for the City for the next 10 or 15 years that the Council would want to establish. These goals would give him di- rection as well as providing a policy statement on the part of the Council as to what some of the concerns are, and what can be done to deal with those concerns. From these choices,a single choice will then become the revised General Plan which would then become the subject for other hearings before it is adopted. Laura Hudson, Project Manager, presented a brief overview of the General Plan goals. Some of the subjects discussed were the population growth and the type of housing that would be needed considering some of the changes in the population, land use which would protect existing single family neighborhoods throughout the City, access and circulation of vehicular and pedestrian traffic thoughout the City, and to ensure that all adequate parking for employees and visitors in commercial and industrial developments, infrastructure which would encourage the systematic upgrading and continual maintenance of water and sewer lines.so that they can meet the existing and projected demands, development of parks and recreation areas at the neigh- borhood level and to develop landscaping standards for public and private development that will increase the greenspace in the City,'and to encourage economic development by the upgrading or replacement of substandard or outmoded industrial or commercial buildings, by expanding opportunities for development around and adjacent to existing developments, encouraging commercial develop- ment at freeway interchanges and intersections of major arterials. Study Session CM 6-18-85 Page H1 After the presentations the City Council was in agreement in the general philosophy of keeping the single family, low den- sity as criteria in the residential zones of the City. and that there-would be-.no incentive to have a lot of multiple housing units since there is no property tax derived for the City. It was im- portant to the Council that the revised General Plan did not in- clude Rush Street being put through as an east/west access. An alternative to flag.lots was encouraged by the Council although it was not suggested to do away with them. The possibility of Senior Housing was also discussed and an investigation of this was directed. It was suggested also that some of the commercial areas be changed to light manufacturing. A suggestion of a buffer be added to light manufacturing zones when they abut residential areas. Additional parks in the southeast portion of the city would be desirable. Laura Hudson presented the alternatives of Land Use Maps to the Council and these alternatives were discussed. Donald Cotton stated that after hearing the suggestions and directions of the Council he has a better understanding of what the Council's feelings are, and he will come back with additional information and alternatives. Councilman Taylor requested a copy of the Sanitary Sewer Study done by Willdan Associates. Frank G. Tripepi, City.Manager, stated that the Council will receive copies of that. There being no further business to be handled at this adjourned meeting, the meeting was adjourned to the next re- gular Meeting on June 25, 1985 at 8:00 p. m.
