The Adjourned Meeting of the Rosemead City Council was called to order by the Mayor at 8:30 p. m., in the Conference Room of City Hall, 8838 E. Valley Blvd., Rosemead, California. The Pledge to the Flag was led by Councilman Cleveland. The Invocation was delivered by Councilman Bruesch. ROLL CALL OF OFFICERS: Present: Councilmen Bruesch, Cleveland, Imperial, Tury and Mayor Taylor Absent: None Mayor Taylor stated that this Meeting was held to consider Dedicated Law Enforcement Services for the Budget Year 1985-86. Frank G. Tripepi, City Manager, stated for some time the City Council has been discussing and indicating an interest in the idea of going from a Regional Law Enforcement Program which we now have, known as Conflex, to what is called a Dedicated Law Enforcement Program. He commented that Dedicated meaning vehicles that are assigned to the City of Rosemead spe- cifically and not shared with any other jurisdictions except for emergency or a back-up arrangement for a serious incident. He added that a lot of staff work has been done with the Temple Sheriff's Department in preparing the information for the Council's consideration. He felt that the proposed deployment schedule would provide the smoothest transition from the present Conflex Service to the Dedicated Service. He stated Law Enforcement has always been one of the high priorities by this Council in the approval and adoption of the budget, and they have never sacri- ficed law enforcement for the dollars in the budget. Conflex has been in Rosemead for a number of years, and he felt that this may be a good time to move from the Conflex to the Dedicated system. He stated that approximately $2,500,000 is in the present budget, and the Captain was requested for some options that would not only keep Rosemead at approximately the same cost, but would give at least the same and possibly more coverage. He felt that this was accomplished in the proposal being considered at this time. Captain Jim Callas introduced Lt. Bill Mangun, and Lt. Volker Niewisch. Lt. Bill Mangum pointed out the areas that are covered by the Conflex service, and stated that other than the unincorporated County areas, there were five cities, Duarte, Bradbury, Temple City. Rosemead, and South El Monte. He stated that this system has oper- ated out of Temple Station for the past 12 years.with four of the contract cities along with the unincorporated areas.. Temple City is the only one in the areas that has not been involved with this particular program, all the rest of them have been involved in the regional policing program, called Conflex, which means Consoli- dated Flexible deployment. He explained what it would mean to Rosemead to change from the Conflex program to a completely Dedi- cated program. He stated that of the four cities involved in the Conflex service Rosemead contributes 51% and the other three about 49%. Part of the service to Rosemead is divided between Dedicated service, 54% and Conflex service, 46o.at a total contribution of $2,494,500. Since 1975 the service to Rosemead has progressively leaned toward the dedicated mode. He pointed out the workload indicators and what is being projected to the end of this fiscal year, and what the monies are being expended for. Councilman Imperial requested that this information be put in memo form and be given to the Council. Adj.CM 4-2-85 Page #1 o • Councilman Bruesch commented that he would like a breakdown of the success and recovery of some of the Part I crimes, and the arrest rate does not give a value on the conviction rates and wondered if there was any way to come up with that type of infor- mation. Lt. Mangun stated that some months after the fiscal year, an annual report is received from their record bureau that talks about the success and recovery of property not by City, but by total in the Station. Mayor Taylor stated that possibly the conviction ratio could be gotten from the District Attorney's office. Lt. Mangun stated that the proposed budget for the Dedicated Service would cost $2,561,335 at the 1984-85 expenditure levels. The service hours are very close, 41,083 hours now and proposed is 41,240 hours. Councilman Tury inquired if the 41,083 hours were actual hours that were spent in Rosemead this year, and how the Conflex cars were factored into that number. Captain Callas stated that the Conflex cars are factored in by the percentage of time that that car was obligated to the City of Rosemead. He.stated that in the fiscal year of 1983-84 the hours exceeded the Rosemead Contract requirement by lk%. Lt. Mangun stated that the maximum deployment of cars would be 18 and that would be no change from the present service. Councilman Bruesch inquired if the cost is all inclusive of all the services being rendered to the City? And asked if it included the crossing guards. Captain Callas stated that it included everything except the crossing guards. Lt. Mangun stated that the difference in cost is roughly $66,000. Captain Callas stated that this proposal reflects the best deployment scheme based upon present needs, and added that occas- sionally they will be required to alter deployment if there is a sudden increase in a specific activity that needs to be addressed. Mayor Taylor stated that the biggest complaint that has been received from the residents in the community is response time and not having cars to make those response calls. With the Dedicated Service there should be better control of the cars within the City, and is primarily the only reason for the change. He inquired if the stipulation that the cars could be pulled out and sent where there is a greater need was in the proposed contract? Captain Callas there are really two incidences that a Dedi- cated Rosemead unit would be dispatched some place else. That would be in a life-threatening emergency and if an officer re- quested emergency assistance, and the closest unit would be dispatched. He added that those would not be common occurrences. Mayor Taylor inquired what the clear distinction would be between the contract with Rosemead going to Dedicated Service? Captain Callas stated that the cars would be exclusively assigned to the City of Rosemead and there would not be any day to day reciprocity built into the program as there is with Conflex now. Mayor Taylor inquired how this would be monitored. Adj.CM 4-2-85 Page #2 Captain Callas reports given to th Deputies daily work that there would be assured the Council augment, supplement stated that it could be monitored through the a City Manager, and they monitor it through the sheet, and supervision in the field. He stated a period of adjustment for the deputies. He that the Dedicated program of Rosemead will not or, in fact, police any other jurisdiction. Councilman Imperial inquired how the County area would affect the City of Rosemead? Captain Callas stated that in terms of emergency response in the sense of reciprocity it would be very valuable to Rosemead be- cause there are cars that work the unincorporated areas also and will respond in an emergency basis in Rosemead or South E1 Monte or Duarte.and visa-versa in those life-threatening situations a Rosemead car would be sent. That reciprocity would remain no matter if the City had Conflex or Dedicated.Service. Councilman Bruesch was bothered by the longevity of officers in the City of Rosemead, and inquired if there would be any change in staffing with the Dedicated Service? Captain Callas stated that he could not say that the average stay of an officer in Rosemead would increase. He felt that fact was not a negative situation. He felt that stability was good; however, you need an infusion of people who are enthusiastic and able to do a.good job. Councilman Tury also felt that it was very important that the officers have some sense of belonging to a community, and requested that to whatever extent the longevity of the officers can be increased in Rosemead,it would be appreciated by the Council. Councilman Imperial stated that his reason for leaving Conflex is because he felt that there was no control factor by this City. He felt that if the City goes to a Dedicated Service it should be a service that can be considered more like our own Police Department, and that the deputies out there could feel the responsibility of this City. He suggested that each car that is dedicated to the City of Rosemead have the insignia of Rosemead on-the side of it. He felt that there should be some control by the City over what is policing the community, and he did not feel that the City has had that and that is what he wants. It may be that more money will have to be spent to get that and that should be checked into to see what has to be done to get that. He felt that every officer should have a sensitivity to the City and every deputy should be a public relations man. Mayor Taylor inquired if there were any other cities that had their names on the cars? Captain Callas stated that there were none out of Temple City Station. Councilman Tury also felt that it was important that the insignia of the City of Rosemead be on the cars. Captain Callas stated in order to increase the visibility of the deputies in terms of the community, the department now publishes a quarterly newsletter.in which a new deputy is intro- duced. A biography of him is given and the fact that he works in the City of Rosemead and that these are facts about him. He stated that the City contributes $350 for printing costs, and is distributed to the block captains. Frank G. Tripepi, City Manager, stated that this information could be placed on a.page of the newsletter and put it out to the community. Mayor Taylor inquired if there were any specific directives or desires of the Council as far as the Dedicated Service.Con- tract. Adj. CM 4-2-85 Page #3 ►1 • . w MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN IMPERIAL that the City of Rosemead change to Dedicated Law Enforcement Service and that Rosemead insignias be placed on the cars and this be approved in concept. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE.' The Mayor declared said motion duly carried and so ordered. Captain Callas stated that two months notice was required by the Sheriff's Department to make the change. Mayor Taylor requested copies of the Conflex Contract and the Dedicated Service Contract in order to compare the difference. Councilman Tury stated that he had asked about having our own parking control, and that the City of Los Angeles is phasing out the scooter parking controls and going to cars. He had re- quested of the City Manager to find out what the availability of a couple of those would be. He also requested that the insurance company be written to in order to see what effect that would have on the City's insurance. This would be an option to be brought up at Budget time. Councilman Cleveland stated that he was very happy with the decision to go to the Dedicated Law Enforcement Services for the City of Rosemead. Councilman Imperial stated that he intended to get the level of.service that the City of Rosemead needs. Councilman Bruesch hoped that by going to Dedicated Service there will bean elimination of the lack of sensitivity by the Sheriff's Department. Juan Nunez, 2704 Del Mar, inquired if the "storm trooper" tactics would be eliminated by going to.the dedicated service? Mayor Taylor stated that some of those tactics could happen any where and that is not a common place activity. Councilman Imperial stated that he has personally requested that three police officers not be allowed to work in the City of Rosemead, and he would be very upset to see them working here on the street of Rosemead. He stated that the City Council is ob- serving those situations and so is Captain Callas. He added that whether the City has the Temple City Sheriff's Department or the City has its own Police Department, there are those kinds of in- dividuals, and those are kind that we don't want here. Councilman Tury stated that the Sheriff's department gets 3,000 arrests and there are only three or four complaints a year, and that is not really a bad record.
