RE: APPROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY AND
COMMUNITY DEVELOPMENT COMMISSION FOR TRAFFIC SIGNAL
INSTALLATION/MODIFICATIONS, TRAFFIC SIGNAL CONTROLLER
UPGRADES AND PEDESTRIAN PUSH BUTTON REPLACEMENT
Attached for the Commission's review is a cooperative agreement between the City and the
Community Development Commission for the subject project.
Costs for the portion of the project that includes the traffic signal modification at Valley
Boulevard/Mission Drive/Rio Hondo Avenue and pedestrian push button replacement have
been budgeted by the City in the amount equal to Proposition C and CDBG grant funding
obligated for the project. The Proposition C and CDBG grants are in the amounts of
$75,000 and $75,000, respectively. The remaining costs for the installation of the traffic
signal at Hellman Avenue/Eastbound 1-10 Freeway Offramp and the traffic signal controller
upgrades have been budgeted by the Community Development Commission.
RECOMMENDATION
It is recommended that the Commission Development Commission approve the attached
agreement.

AGREEMENT BETWEEN THE ROSEMEAD COMMUNITY
DEVELOPMENT COMMISSION AND THE CITY OF ROSEMEAD
FOR TRAFFIC SIGNAL INSTALLATION/MODIFICATIONS,
TRAFFIC SIGNAL CONTROLLER UPGRADES AND
PEDESTRIAN PUSH BUTTON REPLACEMENT
THIS AGREEMENT is entered into this 13th day of September, 2005, by and
between the CITY OF ROSEMEAD (hereinafter "CITY") and the ROSEMEAD
COMMUNITY DEVELOPMENT COMMISSION (hereinafter "COMMISSION').
WHEREAS, pursuant to Health and Safety Code Section 33000 et seq., the City
Council of the City of Rosemead established the Rosemead Community Development
Commission under authority of the California Community Redevelopment Law; and
WHEREAS, pursuant to Health and Safety Code Section 33000 et seq., the City
Council of the City of Rosemead, by enactment of Ordinance No. 340, on June 27, 1972,
and Ordinance No. 809, on June 27, 2000, has established the Rosemead Redevelopment
Project Area Nos. 1 and 2, respectively; and
WHEREAS, CITY and COMMISSION have a common interest in and wish to
facilitate redevelopment within the City and to provide for the cooperation of CITY and
COMMISSION in carrying out redevelopment activities; and
WHEREAS, CITY and COMMISSION both desire to perform the construction
described herein.
NOW, THEREFORE, the parties agree:
Section 1. Each party shall have access to the services and facilities of the other
party and its staff. Each party shall also cooperate with the other in providing for
redevelopment activities within CITY.
Section 2. CITY shall supply to COMMISSION such information and reports as
from time to time the COMMISSION may require.
Section 3. CITY will assist COMMISSION in the planning, financing, acquisition,
construction and maintenance or operation of redevelopment activities undertaken by the
COMMISSION within CITY in accordance with applicable state and federal law.
Section 4. CITY and COMMISSION shall jointly undertake the planning,
engineering and construction of traffic signal installation/modifications, traffic signal
controller upgrades and pedestrian push button replacement. CITY shall be "Lead
Agency", as defined in Public Resources Code Section 21067.
Section 5. COMMISSION shall pay the cost of the construction and engineering
for the construction of the improvements benefiting Project Area Nos. 1 and 2. The total
COMMISSION obligation for the project shall not exceed Two Hundred Forty Thousand
($240,000). The CITY shall pay the cost of the construction and engineering of the
improvements in the amounts equal to Proposition C and CDBG grant funding obligated for
the project. The total CITY obligation for the project shall not exceed One Hundred Fifty
Thousand Dollars ($150,000).
IN WITNESS WHEREOF, the parties hereto have executed this Agreement on the
date first written above.
