At the September 27, 2005 City Council meeting, the City Council concurred with the
Traffic Commission's recommendation to install a new traffic signal at the
intersection of Del Mar Avenue and Highcliff Street and to install left turn phasing in
the northbound and southbound directions at the intersection of Del Mar Avenue and
Graves Avenue, and unanimously voted for installation of said traffic signal
improvements.
Attached for your consideration is an engineering proposal from Willdan for
engineering design, utility coordination, contract administration, and construction
observation services necessary to complete the project.
The total construction cost for this project is estimated to be $230,000, and the
estimated contract period is 30 working days.
The proposed fees are as follows:

It is proposed that this project be funded utilizing Community Development
Commission funds. Therefore, it will be necessary to appropriate the necessary
funds for the project from unappropriated Community Development Commission
funds.
RECOMMENDATION
It is recommended that the Rosemead Community Development Commission
approve the attached engineering proposal, direct staff to begin the preparation of
the necessary plans and specifications, and appropriate the necessary funds from
unappropriated Community Development Commission reserves.

Subject: Proposal for Professional Engineering Services
for Traffic Signal Installation at Del Mar Avenue and Highcliff Street
and Traffic Signal Modification at Del Mar Avenue and Graves Avenue
Dear Mr. Crowe:
As requested, we are pleased to be given the opportunity to submit this proposal to provide
traffic engineering design, utility coordination, contract administration, and construction
observation services for the subject project.
The project includes installation of a new traffic signal at the intersection of Del Mar
Avenue and Highcliff Street. In addition, the project includes modifications to the existing
traffic signal at the intersection of Del Mar Avenue and Graves Avenue to add left-turn
phasing in the northbound and southbound directions.
SCOPE OF SERVICES
We propose to provide the following basic services for the project:
Preliminary Design
Confer with Agency staff to review, in full detail, the requirements for the project.
Review available information and data assembled by Agency staff.
Develop base drawings, including collecting and plotting of field data, and the
identification and plotting of substructures and utilities.
Prepare traffic signal plans for the intersections of Del Mar Avenue and Highcliff'
Street and Del Mar Avenue and Graves Avenue.
4. Prepare signing and striping plans.
Develop preliminary project cost estimates.
6. Submit preliminary design plans to all affected agencies and utility companies for
review.

Final Design Phase
1. Based on comments received from the Rosemead Community Development
Commission and utility companies, revise plans.
2. Prepare detailed final plans and attend coordination meetings, as necessary, with
Agency personnel at various times during the design phase to obtain additional
input and review work.
3. Prepare specifications and contract documents to conform to applicable
requirements of the Rosemead Community Development Commission.
4. Prepare final project cost estimates.
Utility Coordination
1. Submit copies of plans to all affected utilities and agencies.
2. Coordinate with affected utility companies to provide for any utility relocation to
accommodate new traffic signal pole and foundation installation.
3. Send notification to affected utility companies, other agencies, and contractor, and
attend and coordinate the preconstruction conference.
Contract Administration
1. Assist the Rosemead Community Development Commission in securing bids and
awarding project.
2. Attend preconstruction conference and prepare minutes.
3. Provide contract administration for proper enforcement of the contract plans and
specifications.
4. Provide engineering support, as needed, to make as-built revisions to the original
plans.
5. Provide the necessary consulting services required to coordinate the efforts
between the Agency and contractor.
6. Review and recommend progress payment requests.
7. Answer inquiries and complaints for the Agency relating to the project.
Construction Observation
1. Provide the necessary weekly, monthly, and final reports, as needed.

2. Provide daily construction observation during the construction period.
3. Provide copies of daily construction observation reports on a weekly basis, if
requested.
4. Provide necessary coordination with otheragencies to provide final inspection of the
project.
5. Perform as-built corrections on original drawings.
6. Provide report to the Agency following final inspection stating that the project has
been completed, and provide necessary data for the Agency acceptance of the
project.
Our proposed fees are as follows:
• Preliminary and Final Design $18,900
• Utility Coordination $3,950
• Contract Administration $3,500
• Construction Observation $19,000
Total Fixed Fee $45,350
The total estimated construction cost for the project is $230,000. The construction contract
period is estimated to be 30 working days. The design fee is based on the fee curve
schedule from the American Society of Civil Engineers. The total fee, excluding utility
coordination, is in conformance with that portion of the City's agreement with Willdan which
pertains to design engineering services. Compensation for weekend inspection and
inspection beyond the allocated working days of the construction contract will be on time-
and-materials basis.
