ROSEMEAD CITY COUNCIL
NOVEMBER 13, 1984 AT 8:00 P. M.
The Regular Meeting of the Rosemead City Council was called
to order by Mayor Taylor at 8:07 p. m., in the Council Chambers
of City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Cleveland.
The Invocation was delivered by Reverend Tom Phillips.
Mayor Taylor requested that Reverend Phillips remain at the
microphone as the City Council had a presentation for him. The
City Council presented him with a 25th Anniversary Watch commerat-
ing Rosemead's 25th birthday.
Reverend Phillips expressed his appreciation for the lovely
watch, and the honor bestowed on him.

APPROVAL OF MINUTES: OCTOBER 23, 1984.- REGULAR MEETING
Mayor Taylor requested that on page #5 just above Item E.,
the word ".from" should be changed to "to", and the word "draft"
should be added before "report".

that the Minutes of the October 23, 1984 Council Meeting be approved

I. ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Juan Nunez, 2704 Del Mar, inquired how the sale of the
25th Anniversary Booklet is going.
Mayor Taylor stated that about half of the books have been
distributed and there are about 2500 left.
B. Gene Boyd, 3603 N. Earle, expressed his appreciation to
the Council and the City Manager for taking care of a situation
on Olney Street and since the 3 lights have been put in there, the
lover's lane has all but disappeared.

CC-B INTERSECTION MODIFICATION AT WALNUT GROVE & SAN GABRIEL BLVD.
Mayor Taylor stated that he was not prepared to vote on this
item at this particular time. He stated that at present, there is
a "no right turn on red" and the recommendation is to remove it with
the exception of from 7:00 - 9:00 a.m., and the rest of the time a
right-hand turn will be allowed at anytime. There has been a problem
at that intersection for several years and now with the Edison Health
facility being constructed on Walnut Grove there will be additional
traffic to be concerned with.
Councilman Bruesch .stated that he also had reservations regard-
this intersection and-when the mall opens up there will be an increased
traffic flow. He felt that the "no right turn".should be maintained.
Councilman Imperial stated that in view of the Council's conver-
sation he would like to recommend. that this item be referred to the
Traffic Commission for further review.
CC-F PARKING CITATION FINES
Juan Nunez, 2704 Del Mar inquired how the amount of the parking
citation fines are arrived at.
Frank G. Tripepi, City Manager, stated that it is $18 for
street sweeping violators, and.presently parking in more than one
space is an $8 fine and parking in the parkway is an $8 fine.
Mr. Nunez inquired if the assessment of fines were similar
throughout the San Gabriel Valley.;
Frank G. Tripepi stated that the fines for parking in more than
one space and parking in the parkway are lower than in the other
cities surveyed.
Mr. Nunez inquired what the fine was for parking too close to
a fire hydrant.

Lt. Volker Niewisch stated that it was a $50 fine.
Mr. Nunez inquired if the area in front of the fire hydrant
could be marked red, and stated that many people in his area would
not realize the distance to park from a fire hydrant.
Mayor Taylor agreed that most people would not know exactly
how far away to park from a fire hydrant, and that it used to be
painted red. He felt that parking in the parkway was one of the
most down-grading things in the City, and something should be done
about it and parking in the front yards.
Robert Kress, City Attorney, stated that the Code Enforcement
Officer has asked people to move their cars when they are parked
in the front-yards; however, it is not a violation of the present
municipal code but it is a violation in the new not yet adopted code.
Mayor Taylor stated that one item could be pursued and there is
no need to wait for the approval of the entire new code, and he re-
quested that the City Manager place this item on the next agenda. He
felt that the fees for the $8 violations should be raised to $15.
Councilman Bruesch agreed that those two fines should be raised.
He commented on someone taking an engine out of their car on the City
street, and that violation should be addressed in the new ordinance.
Councilman Imperial stated that he thought that there was an
ordinance that would cover that problem.
Robert Kress, City Attorney, stated that he was not sure about
that; however, he did know that there were ordinances that covered the
business aspect of working on cars in the street. He stated that he
would check the Municipal Code and the Vehicle Code to find out about
repairing of the family vehicle and parking on front lawns, and come
back with an ordinance that would cover both of those violations.
Frank G. Tripepi, City Manager, stated that he thought there was
a section in the vehicle code that provides that repairs done on a
public street are only allowed on an emergency type situation, and
citations have been issued for other than emergency repairs being
made in public right-of-way. He stated that if that section is still
in the code, copies would be given to the Council.
Councilman Cleveland inquired if there were citations issued
for overtime parking in limited areas, and he stated that there had
been complaints on Valley on the 9100 block regarding overtime park-
ing. He requested that this area be checked on.
Mayor Taylor requested that the parking citation fines be raised
from $8 to $15 for parking in more than one space and parking in the
parkway, and inquired if there were any other thoughts or ideas on
this subject.
Councilman Imperial stated that he was consistently upset about
the people who are not handicapped and that park in those handicap
stalls, and then when a handicapped person comes along the space is
not available. He felt that there should be a get tough policy with
that kind of a situation. He also complained about those who parked
in the firelane in front of the liquor store across the street from
City Hall.
MOTION BY MAYOR TAYLOR, SECONDED BY COUNCILMAN BRUESCH that the
Parking Citation Fees be changed from $8 to $15 for parking in more
than one space and for parking on a parkway and the Street Sweeping
Citation be allowed to remain at $18 and the staff be authorized to
notify the Rio Hondo Municipal Court. Vote resulted:

CC-G AUTHORIZATION REQUESTED BY CITY CLERK TO ATTEND CCCA
LEGISLATIVE CONFERENCE IN SACRAMENTO (VERBATIM)
Imperial: Mr. Mayor, I requested that being that
at the pleasure of the City Council specifically,
would have for Conferences, what have you, be put
Agenda. One of my reasons for it, is that I like
there is a need for her to go'there or not and ho
what have you she can derive from this particular

Imperial: Well, yes, she has requested it, specifically. I know
I am one of these individuals that would like to have our City Clerk
here. I think there is a need for her to be here but also I realize
that if there is a need for her to be at this Conference and that if
it would be a loss for the City for her not to go then I would agree
with that. This is the reason for my question.
Mayor: We have the City Council, the City Manager, the Executive
Assistant, the City Attorney authorized to go.
Imperial: I understand that Mr.. Mayor.
Mayor: Mrs. Poochigian, do you have any comments on what Mr. Imperial
is asking for the City Clerk?
Clerk: I was told that I was suppose to ask separately if I wanted
to go to this Conference and that is why I did. I have been going
for the past 8 years and I have been going to Sacramento:. I guess
mostly it is informative to me as I go to the Secretary of State's
Offices each time and I have attended conference, which as you all
well know is mostly meeting with the legislators. I don't have any
imput with them other than becoming acquainted with them and listen-
ing to some of the speaches and things that are taking place. I do
attend those things. I have found that this is not only educational
but very interesting. I have enjoyed it. It is something that I
feel, well it is our State Capitol. I can't say anything other than
that I felt that it was helpful. I felt that it was educational and
I felt that it was interesting. If you think that I should go, I
would love to go, but if you think it is necessary,I would be happy
to stay and do what I do normally.
Imperial: I am not trying to determine at this point whether it is
necessary. I am trying to determine whether, in your opinion it is
worthwhile.
Mayor: I feel kind of uncomfortable in the sense that if the City
Manager is gone,.the Executive Assistant is gone and the City Attorney
is gone, my own personal opinion is that 80% of the people that come
in here first want to talk to someone at the desk or the City Clerk.
Correct me if I am wrong, but that is where most of the information
comes from. Is that true, Ellen? What days are we talking about?
The 15th, 16th and 17th, do you know what days those are?
Tripepi: I think it is Tuesday, Wednesday and Thursday. It starts
on Tuesday.
Bruesch: That's a holiday.
Mayor: January 15th is a Holiday? Oh, well we are not in the right
club.
Imperial: In answer to that, in all fairness to the situation, I
would like to respond. We have a City Manager, Mr. Tripepi, and we
also have an Assistant City Manager, Mr. Wagner, and we have a
what is Tim's title, Administrative Assistant. Alright we have an
Administrative Assistant and all three of these people are in a
chain of command. They are knowledgeable in what is transpiring
in the City. I would be the first one to raise hell to find all
three of these people gone. In fact I am a little bit unhappy
when I come in here and find Mr. Tripepi gone and Mr. Wagner not
here for any period of time. So I think we are pretty well covered

Imperial: Continues: in that situation and I can't equate the two.
We have one City Clerk and that is my reason for asking. We have one
City Clerk. We have an individual that takes on some of her duties
as an additional duty, but not really assigned as an understudy or
anything like that, and that is the reason for my question. I would
feel the same way if Mr. Cardona left and there was only-and Linda
Christianson was not there as an understudy to him as an assistant.
So I am, not in reference to any particular part of the staff that is
...that doesn't have an assistant. In this case, I think that Ellen
does not have an assistant, and that is the reason for my question
so I think we are mixing apples and oranges so to speak when we talk
about the City Manager or Planning Department.
Cleveland: Mr. Mayor, I know that there is always some benefit to
be derived from these conferences, and if most of the City Clerks
from other. Cities attend and there is quite A number of them, I
think that our City Clerk should have the same opportunity. If there
is anything available there, she would be available to receive it.
I just can't feel there isn't a benefit from attending these confer-
ences. I think we should permit her to go.
Mayor: I think there is some benefit Mr. Cleveland, and most of
them I personally cannot attend, but I do make a point to direct
the City Attorney or whoever may be going to certainly pick up some
literature. In some cases, they have cassette tapes which are much
longer lasting because they can be played over rather than just an
oral conversation with-whoever is going, not just the City Clerk.
A lot of time it is a good visit. I have to agree that there could
be some social aspect to it, but when it gets down to the nitty-gritty
I like to see something in writing where we can refer back to it so
we can say here's where it was at. This is the Conference or this is
the particular book that it was in. So I think the information can
be obtained in other ways.
Bruesch: One thing that is coming up, that I know is going to be
directly affecting all City Clerk's is the current move to study
and restrict the use of Absentee Ballots. I know the League of
California Cities has a study group from throughout the State studying
this with.the idea that they are coming up with some legislation in
the next year, in 1985. I for one would like to keep abreast of that
situation..
Imperial: Mr. Mayor, as for the conversation of the Council, I think
you have made a believer out of me. I think that you are absolutely
right. I think Ellen should attend this conference. I can 100%
agree with and I am glad to hear what you and Councilman Bruesch have
just said, there is some good that is deriven from anything that is
put on where you can go and get.an education'. I can certainly agree
with that and that is what I have been saying all along and in this
case I was asking a question, and I would like to point at a Conference
that was denied in Indianapolis where the Council, any Councilperson
that wished to go was not allowed to do so. I would like to point out
one thing, and I am not going to make a debate of this. That thing is
this, that any Councilman in this City is voted on at large and he has
to answer to the people and the taxpayers in this community and I think
that we ought to look at some kind of a situation, we fund the projects,
during our annual budgets we set aside funding for this, and I think
if a Councilman would like to go to one of these things, I don't know
if that should be a vote of the complete Council, but a request from
that Councilman to be able to attend. I can certainly agree with you.
You made a believer out of me, and I want to thank you very much.
Mayor: That was easy.
Cleveland: Do you want to make the motion.
Imperial: I am not going to make that motion, but I am glad to hear
the Mayor and Mr. Bruesch say that. Thank you very much. I appreciate
it.

the CCCA Conference in Sacramento from January 15-17, 1985. Vote

Imperial: I would like the record to show that I have been thoroughly

Conference is a necessity for the City Clerk to go to. Thank you.

VI. MATTERS FROM OFFICIALS
A. Councilman Bruesch inquired how many cable proposals have
been received as of today.
Frank G. Tripepi, City manager, stated that the proposals will
not be coming in until the last day or hour.

B. Councilman Bruesch inquired about the unaudited statement
that had been received. He stated that there are two items on the
statement that show a 546% over budget and the other is a 619% over
budget. One was the Maintenance District #1 and the other is the
contribution of Redevelopment. He inquired if it was a normal pro-
cedure or if it was just some quirk that took place this month.
C. Mayor Taylor inquired if the City Manager had a chance to
check the minutes for the last five years on the Sheriff's complaints.
Frank G. Tripepi, City Manager, stated that they were still work-
ing on that and it should be completed by the next meeting.
Mayor Taylor commented that Commander Kirtley would be attending
the next meeting.
Frank G. Tripepi, City Manager, stated that if the Council desires
this could be handled.in a closed session and Commander Kirtley will be
here at the next meeting to inform you formally of what action was
taken and discuss it further with the Council.
Mayor Taylor requested that Commander Kirtley be requested.for
a written report that would not infringe on anyone's rights or violate
a persons rights. He also requested that anything that was not confi-
dential be included in some type of public statement that the issue
has been resolved as far as the Sheriff's Department is concerned.
D. Councilman Bruesch stated that there. was some type of flooding
on Angelus and there was a call for sandbags. He inquired if that
was really a problem because of the rain last night, and hoped that
it would not turn into a situation like a few years ago where they
were sandbagging almost every rain that came down.

E. Frank G. Tripepi, City Manager, stated that he had received
a request by telephone from Group W Cable to extend the bid opening
date of the Cable T.V. Proposals. They requested an extension of the
date from December 3, 1984 to December 17, 1984.
Mayor Taylor inquired if there would be a problem with the change
of dates.
Robert Kress, City Attorney, stated that there was time to notify
all those persons who have received proposals and if the Council wishes
to allow the additional two weeks, everyone could be notified in a
timely manner.
Councilman Imperial stated that in order to get everyone's bids,
he would have no problem with the extension since once the City has
Cable it will be with the City for a long time. He felt that every-
thing that can be done to get the best for the City should be done.

that the date to open the Cable Proposals be extended to December
17, 1984. Vote resulted:

F. WEST SAN GABRIEL VALLEY CONSORTIUM AGREEMENT
Mayor Taylor stated that the West San Gabriel Valley Consortium
Contract was in effect since 1976; however, we were not party to the
agreement at that time. The City of Rosemead did join the Consortium
in 1979 and the Consortium had requested that the City of Rosemead
execute the up-dated Agreement because two additional cities had
joined the Consortium.
MOTION BY COUNCILMAN IMPERIAL, SECONDED BY COUNCILMAN CLEVELAND
that the revised Agreement with the West San Gabriel Valley Consortium
be executed by the Mayor. Vote resulted:

VII. STATUS REPORTS
A. Councilman Imperial stated that he had requested this infor-
mation to see what could be done about the soundwall construction in .
the City of Rosemead without waiting for Caltrans and its priorities.
He felt that it was too expensive for the City to construct the sound-
wall, and it would be better to follow the previous route and that
would be to see what kind of pressure could be put on the legislators
for our area to get the.job done a little quicker.
Councilman Bruesch agreed with Councilman Imperial, and he felt
that would be a considerable loss of interest to invest that kind of
money. He felt that it was ridiculous to have that gap in the sound-
wall, and pressure should be placed on the legislators in Sacramento.
Mayor Taylor inquired if the current priority list was available?
He inquired if Rosemead was #6 on the list.
Frank G. Tripepi, City Manager, stated that he believed that was
about the number the City had the last time he saw the list. Unless
the project becomes funded and approved for a budget year, it is a
little different situation.
Mayor Taylor requested a copy of the current priority list for
the City Council.
B. SHERIFF'S INVESTIGATION/CURB ADDRESSES
Mayor Taylor inquired if there were any other complaints from
other Cities., and requested that be checked into.
C.:. K-MART PRICING
Frank G. Tripepi, City Manager, stated that any person purchasing
in the local K-Mart in Rosemead has proof of lower price in the K-Mart
in Temple City, the manager will honor that price. CM 11-13-84

Mayor Taylor stated that it was even clearer than that. He
stated that the Manager would meet the price the lowest price of
its competitor or another K-Mart not only the one in Temple City.
VIII. ORAL COMMUNICATIONS
A. Juan Nunez, 2704 Del Mar, questioned the value of the
CETA workers and felt that they were not being trained adequately.
Mayor Taylor stated that this Consortium was not the same pro-
gram as the CETA Program. This program has been rated N1 for several
years, and he requested a copy of the consortium's rating for the past
three years for the Council and for Mr. Nunez.
IX. CLOSED SESSION
.The City Council recessed to a Closed Session.
The City Council reconvened from a Closed Session.
The City Attorney stated that the City Council met in a closed
session to discuss some litigation that had been filed against the
City and received the report from the City Attorney, and a further
report from the City Attorney will follow in writing. He stated
that this litigation involves the matter of the American Youth
Sports Foundation, a California Non-profit Corporation vs. a number
of cities in Los Angeles County, including the City of Rosemead.
X. Councilman Bruesch.stated that he had noticed at the corner
of Del Mar and Garvey Avenue at the Pic'n'Sav and Smarty Pants that
there have been five armed robberies there in the last four months.
He inquired if it would be possible to have patrol cars in that
particular area.
Frank G. Tripepi, City Manager, stated that historically, every
year armed robberies pick up during the Holiday Season, and he stated
that the Sheriff's Department is well aware of the situation and there
are efforts being made to set up some different teams for surveillance
in that area.
There being no further business to handle, the City Council
adjourned the Council Meeting to November 27, 1984 at 8:00 p. m.

The Special Meeting of the Rosemead City Council was called
to order by Mayor Taylor at 8:00 p. m., in the Conference Room
of City Hall, 8838 E. Valley Blvd., Rosemead, California.
Present: Councilmembers Bruesch, Cleveland, Imperial, Tury
and Mayor Taylor
Absent: None
The City Councilmembers reviewed the information that Beth
Wyckoff had prepared for the Annual Calendar for 1985, and made
suggestions and a few minor changes. The consensus of the Council
was that Ms. Wyckoff had done an'outstanding job.
There being no other item to be handled at the Council Meeting,
it was adjourned to the next regular meeting of November 13, 1984
at 8:00 p. m.
