ROSEMEAD TRAFFIC COMMISSION MEETING
July 8, 2010
The Regular meeting of the Rosemead Traffic Commission was called to order by Chairman
Masuda at 7:04 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

1. RECOGNITION OF OUTGOING COMMISSIONER
Chair Masuda recognized Commissioner Deary for his service to the City of Rosemead.
2. OATH OF OFFICE
Staff administered the oath of office for Commissioner Masuda and Commissioner Wong.
3. COMMISSION REORGANIZATION
After collecting nominations, the positions of Chair and Vice-Chair were filled on a unanimous vote:
• Chairperson: Commissioner Russell
• Vice-Chairperson: Commissioner Lewin
4. PUBLIC COMMENT FROM THE AUDIENCE
Steven Ly, City Council Member, congratulated the commissioners who were appointed to the
Commission and officer positions. Mr. Ly also provided the Traffic Commissioners with a briefing
on the High Speed Rail Authority project. He informed them on proposed alignment issues and the
areas in Rosemead that are likely to be affected by these improvements. He would like the Traffic
Commission to participate in the review process and voice their opinions so the community won't
be negatively impacted by these improvements.
5. CONSENT CALENDAR
Item B from the Consent Calendar was approved and item A was removed for minor corrections.

Commissioner Masuda made a motion, seconded by Vice Chairman Lewin to approve the minutes
of the May 6, 2010 Traffic Commission Meeting and include the minor corrections. Votes resulted
in:
Yes: Masuda, Lewin, Russell, Wong, Hall
No: None
Abstain: None
Absent: None
6. OLD BUSINESS
A. NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM - PETITION PROCESS
Staff presented the Traffic Commissioners with a two sample draft petition forms that would be
used in the Neighborhood Traffic Management Program.
Chair Russell expressed her support for the program and agreed with property owner involvement
prior to installing a traffic calming device.
Commissioner Hall described her experience with property management and expressed concerns
that too often, property owners find out about neighborhood issues too late in the process. She
also suggested that a section of the petition form be modified to require that a property owner's
contact information be included as part of the petition process,
Vice-Chair Lewin indicated his to desire for renters to be included as part of the petition process
when a traffic calming device is proposed in a neighborhood. He expressed concerns related to
requiring the approval of a property owner in the petition process.
Commissioner Masuda discussed the process for verifying that a renter lives at a location and
expressed his support for involving property owners. He also suggested that only one signature
per address be collected on each petition; adding a section on the petition in other languages that
allows residents to contact the City to find more information about a potential project; and including
the spokesperson/petitioner's address to the petition form.
Commissioner Hall agreed that property owners should have the final decision on whether or not
the improvements shall be done near their property.
Commissioner Wong recommended that more research be conducted before making a final
decision. He further commented that through the petition process, we will try to find a consensus in
a neighborhood, not just the opinion of a few properties.
Chair Russell asked that staff conduct additional research and revise the petition to include a
section where property owner information could be included.
Staff will provide more information at the next meeting.

NEW BUSINESS
A. 2010-11 SAFE ROUTES TO SCHOOL (SR2S) PROGRAM, CYCLE 9
Staff provided the Traffic Commission with an overview on the 2010-11 Safe Routes to School
Program. Staff also provided several hand-outs and explained the types of devices that are
proposed for this project.
Vice-Chair Lewin recommended that staff should try to avoid installing LED signs or devices
(flashing lights) in front a residential properties.
Commissioner Wong supports the program and commented on the success of these programs in
neighboring communities. He also asked that staff look into audible pedestrian signals for inclusion
in these projects.
Vice-Chair Lewin made a motion, seconded by Commissioner Masuda to support the 2010-11 Safe
Routes to School (SR2S) Program, Cycle 9 and authorize the Chair to sign a letter of support.

5. STAFF REPORTS
Staff gave the Commissioners a briefing on upcoming agenda items and also informed them on
current and upcoming projects in the City.
6. COMMISSIONER REPORTS
Commissioner Hall expressed her concerns with the left turn signal along Rosemead Blvd adjacent
to the Target/Rosemead Place Shopping Center. She expressed concerns with the signal timing
and recommended possibly adding another left turn lane. Other Commissioners expressed
support for this idea.
7. ADJOURNMENT
The meeting adjourned at 8:35 p.m. The next Traffic Commission meeting is scheduled for August
5. 2010 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838
East Valley Boulevard.
