The Adjourned Meeting of the Rosemead City Council and the Garvey School District Board was called to order by Mayor Pro Tem Tury at 7:00,p. m., in the Conference Room of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The pledge to the Flag was led by Councilman Bruesch. The Invocation was delivered by Councilman Cleveland. ROLL CALL OF OFFICERS: Present: Councilmen Bruesch, Cleveland, Imperial and Mayor Pro Tem Tury. Absent: Mayor Taylor (Excused) Carl Van Winkle, President of the School Board called the roll and those present were: John Nunez, Robert Miranda, and James Smith. Tony Garcia arrived later. Also present were: Dr. Andrew J. Viscovich, Deputy Superintendent Roger Temple, Assistant Superintendent Dr. Lane Teaney, and Secretary to the Superintendent Earleen Greene. Mayor Pro Tem Tury stated that this meeting was brought about so that both the School Board and the Council could dis- cuss some of the things that are taking place in the City re- lating to the School District. Mayor Pro Tem Tury stated that the first thing he wanted to discuss was the year round school issue and had not known anything about it until he had gotten calls from some of the citizens regarding the use of Garvey Park. He added that he had received calls inquiring the whereabouts of crossing guards for the summer school session, and since the city had not been advised of the year round session, no one had planned for cross- ing guards. He stated that the Council had been hesitant on the exclusive use of that area of the Park.because they have not received a total package as yet. There has been talk of a 30 foot strip and other things, but there has been no communica- tion with the Council. He stated that the Council would be more than willing to work with the School Board; however, they would like to be advised of some of these actions that do directly affect the City facilities. He added that he was concerned that the Fern School Sports Complex might run into the same problems. Mayor Pro Tem Tury stated that there should be more joint meetings and it might alleviate the lack of communications between the two bodies. John Nunez inquired what the problem was in allowing the school to use the park between 8:00 a.m. and 3:00 p.m. Mayor Pro Tem Tury stated that there is no problem during that time normally; however, in the summer time many students are on vacation and would like to use the parks. Councilman Bruesch inquired exactly where the dividing line between school property and park property is. Dr. Viscovich explained with a diagram on the wall of the boundaries of the school. Mayor Pro Tem Tury inquired if the boundary lines could be readjusted. Dr. Viscovich stated that he was truly sorry that this has :become such an issue at this level. He stated that prior to any of the schools being placed on year round calendar, the Executive Manager of each City had been contacted and discussion regarding this matter, both singularly and collectively along with the Parks &;Fecreation-Directors of each City had been con- tacted. CM 8-30-84 Page #1 Dr. Viscovich stated that sometime in January this issue was brought before the management of the three cities in which Garvey School District operates, and in March, he met with the Parks & Recreation Directors of the three cities with respect to the proposed plans and interference with summer programs. He added that knowledge of the year round schedule may not have reached the Council; however, both the board and management have been informed prior to this action being taken. Dr. Viscovich stated that the crossing guard issue which was brought up does not involve the City of Rosemead because Rosemead does not pro- vide crossing guards for that area, and if they did they would have asked for some help. He stated that under the terms of the agreement he felt that they had been working appropriately with the Parks & Recreation Director in all of the issues. He stated that during the six years that he has been with the Garvey School District some type of summer school has been operated at Duff just about every summer, and sessions finish about 12:00 noon or 1:00 p. m., and they had no indication that any continuation of what has been done would be an interference. He presented a history of the school and park property which was County property and the use of the park was to be used jointly by the City and the School. He felt that joint meetings with the Council would be very helpful to counteract the communications gap and these meetings should be continued. Mayor Pro Tem Tury stated that he agreed that would be helpful and they could possibly have quarterly meetings with the school district board. He felt that by next summer these issues could be resolved with a total package from the school district with boundary adjustments. Dr. Lane Teaney inquired who should work on the property swap to readjust the property boundaries. Mayor Pro Tem Tury stated it would probably be Frank Tripepi or Don Wagner. Robert Kress, City Attorney, stated that what is necessary is a document from the District stating exactly what they want. Such as, "we would like to change the border here, we would like to put a fence here, we would like not exclusive use but priority use of this ball diamond during these hours, school is anticipated to run year round". Councilman Imperial stated that he had had the feeling of being pushed and he did not like that, and as far as exclusive use of the parks, he has problems with that. He felt that the parks of this City belong to everyone of the. constituents which the Council represents, and he felt that there could be a happy medium arrived at. He agreed with priority use by the School District not exclusive use. Mayor Tury inquired about Fern Sports Complex and what is going on. Councilman Bruesch stated that area of the City needs more open area for park space and that should be the ultimate goal, and he felt that the Fern School Sports Complex was a good start. Councilman Imperial inquired what has been done about the proposal that had been,prepared for the school district. Dr. Lane Teaney stated that arrangements are being made for County Counsel to meet with the City's Counsel to go over the agreement which had been presented to the district. Robert Kress, City Attorney, stated that he is ready to meet with any Counsel; however, as to the basic terms of the agreement the lawyers cannot make those decisions. CM 8-30-84 Page #2 Dr. Viscovich stated that Deputy County Counsel, Nancy O'Hara has gone over the agreement and has made some formal response, and he stated that Miss O'Hara would be happy to work with the City Attorney. He stated that the Board has had some time to review the proposed agreement for the Fern School Sports Complex, and some of the matters that need response. He stated that-the' District would like to enter into an agreement with the City for the Fern School playground which is the south 410 feet, known as Rebel Field, the District has a considerable long term invest- ment in public funds in the purchase, development and maintenance of the field. The Board believes that the cost of the development for extended athletic recreational uses enhances the general wel- fare of the City and therefore, the cost of development should be born by the City. In terms of maintenance the District believes that any physical improvement in the field for greater use such as Pop Warner, AYSO and many others that use it informally would mean additional maintenance cost beyond what is necessary for school site physical education instruction, and there does not feel that it should be responsible for the extraordinary mainten- ance. Such as the transition from baseball, soccer and football. Dr. Viscovich stated that the City may put up any kind of improve- ment on School property, and then the District can either pay back or lease back those improvements. Mayor Pro Tem Tury stated that the agreement which had been presented to the District has room for negotiation and requested a formal response regarding the Fern Sports Complex. Councilman Imperial stated that he felt that negotiations should be held with the District's Board not by staff. John Nunez commented on the Klingerman Bridge and that it could be a hang out for gangs. Mayor Pro Tem Tury stated that the dirt road that goes to the bridge is going to be widened and placed as close to the wash as possible to get rid of any undesirables. John Nunez inquired when it would be completed. Donald Wagner, Assistant City Manager, stated that it should be complete by the end of September. Councilman Bruesch suggested that Deputy Baltazar and the PTA's could spread the idea of "neighborhood watch program". Deputy Bal- tazar would be willing to meet with PTA's to establish the program around the schools. Tony Garcia stated that he noticed a need for crossing guards around Garvey and Willard Avenue, Walnut Grove and Fern area, and around the Edison Company, and San Gabriel Boulevard and.Graves. Mayor Pro Tem Tury stated that one of our problems is getting people to take that job. Possibly, the School District could get some mothers to take that job, and the City would certainly be cooperative if there is a genuine need for crossing guards. Dr. Teaney stated that on the Newmark project titles to 2 of the 22 sites have been acquired and there are 4 more in escrow and they have had authorization from the State to do some reappraisal of some of the property which had been under-valued at one time. He felt that the acquisition of property would go more rapidly in the next few months. The final plans and specifications for the construction of the new school are in the office of the State Architect. If they are o.k. with no major revisions, they should have authorization to go to bid within a month and a half. If the funding is still there, by November or December contracts should be awarded and there should be a ground-breaking ceremony sometime in December or January. The vacation of that street should be proceeded with the City on the completion of their contract. They have contracted with the City and the City Engin- eering people for the design of the cul-de-sac at the end of Newmark Street and the widening of Egley Street to the school property. These cannot actually be built until property has been acquired ownership of property along Egley Street. CM 8-30-84 Page #3 Councilman Bruesch commented on Willard School and its need for additional water supply, and inquired if Willard School was interconnected with other Water Districts in case a fire were to break-out so that they could have adequate water supplies.or is Amarillo the soul supplier. Dr. Teaney stated that he did not know and they have not had any imput from Fire Officials regarding Willard School. The imput has been only in connection with construction of the new school, and in that case they have talked to officials of Monterey Park which has a Municipal Water Company and they have good sized eight inch lines running down New Avenue which is some 250 - 300 feet from the Newmark School property. The possibility would be to bring in water from New Avenue to the Newmark Street development. Mayor Pro Tem Tury inquired about the parking problem at Willard and if there were a way to alleviate it. Dr. Teaney stated that the plan is to take the playground area just south of the school and put about 25 new parking spaces in there with fencing designed to channel kids so that they cannot go through the parking lot. The fencing channeling will deposit the kid out on the sidewalk in an area between driveways and with the opening of street side parking for pick up and drop off and with the painted red curbs, the parents will not be on the school grounds trying to drive in and pick up their kids. Tony Garcia commented on student safety patrol that could be used to control the parking of some of the parents. He also inquired about the zone change between Walnut Grove and Fern which would change the zone from R-2 to R-3. Mayor Pro Tem Tury stated that the General Plan had called for high density for years, and one of the other lots had called for a zone change and according to law if it is in the General Plan, the staff decided to request a zone change for the entire area from Fern to Garvey and from Walnut Grove to La Presa. Councilman Bruesch stated that one of the lots are applying for a Conditional Use Permit to have a Day Care Center. Dr. Viscovich stated that the impact of multiple housing on the school district will be obvious. Emerson and Willard Schools are on double session and the children will start school at 7:25 a.m. and one group will go home at 4:30 p. m. A year from now they will start at 7:15 a.m. and go home at 4:40 p. m. Fern School was on double session for a while and Williams also touch and go and Duff has been converted to year round. He stated that schools will start with at least 7,000 youngsters and will continue to grow. Councilman Bruesch suggested that :when the General Plan Consultants, Cotton and Associates revise the General Plan that public imput would be appreciated and these concerns could be brought up at the four public meetings that will be held. Robert Miranda inquired if a date had been set on any of those public meetings as yet. Mayor Pro Tem Tury stated that no dates had been set but would probably be at the end of the year. Dr. Viscovich invited Mayor Pro Tem Tury to a Meeting with the initial meeting with all of the school staff on September 10, 1984 at 9:00 a.m. There being no further business to handle, the joint Meeting was adjourned to the adjourned meeting on September 4, 1984 at 6:00 p.m. CM 8-30-84 Paee N4 Respectfully submitted:
