This proposal is being submitted in response to your Request for Proposals (RFP) and is based on our knowledge of the CDBG and HOME Programs and our experiences in serving the City of Rosemead and other communities across California. As you know, Willdan is a full - service community development firm. We provide a wide variety of residential and commercial rehabilitation, economic development, and grant II administration services to .cities and redevelopment agencies throughout California. Currently, we are administering housing and /or commercial rehabilitation programs in the Cities of Artesia, Clear lake, Irwindale, La Mirada, Lakeport, Rosemead, San Gabriel, I I Tehama, Westlake Village, and Woodland, the Town of Apple Valley, and the County of Placer. Willdan is also providing CDBG administrative services to the Cities of Anaheim, Artesia, Calimesa, Corona, Goleta, Hawaiian Gardens, La Puente, Rosemead, San Buenaventura, San Gabriel, Woodland, and the County of Placer. „ As specified in your RFP, our proposal includes the following information 1. A description of Willdan's related work experience, particularly in the field of CDBG and HOME program administration, demonstrating experience in overall grant management, the administration of a wide array of CDBG /HOME funded projects, and familiarity with U.S. Department of Housing and Urban Development (HUD) program requirements. June 24, 2004 Page 2 2. A discussion of the roles and qualifications of the project team members including resumes for each of the persons to be assigned to the City. 3. Client references with brief descriptions of the services provided, and the names and telephone numbers for contact persons. 4. A statement of understanding and description of the methodology for carrying out the assignment. 5. A cost estimate for each of the major functions to be performed, including Commercial Rehabilitation, Residential Rehabilitation, and Code Enforcement/ . Compliance Programs, as well as overall administration of the City's CDBG and HOME Programs. 6. Evidence of financial capacity. 7. Evidence of insurance. The proposed work program has been tailored to meet the anticipated needs of the City. This experience has provided the firm with broad, in -depth corporate expertise in CDBG and HOME Program management and in implementing many types of CDBG and HOME funded projects in cities with unique avid different needs. Our housing and community staff have the full support of our corporate resources, including plan check and building and safety services, in developing {� solutions to unique situations, or implementing new programs or projects. Our involvement with a variety of programs provides our personnel with the background necessary to evaluate program accomplishments and recommend strategies which have been successful under similar circumstances. Due to our long -term involvement in administering programs that are CDBG /HOME funded, we have developed a thorough understanding of the program requirements and have established sound practices and uniform procedures to maintain a high..level of productivity. We have developed good working relationships with the various funding agencies, including the Federal Department of Housing and Urban Development (HUD) .and the State Department of Housing and Community Development (HCD). We regularly attend workshops and seminars sponsored by these agencies to remain II current with.their regulations. Our community development staff is well - qualified based on their education, career training, and work experience. In addressing specific requirements of your RFP, a more detailed description of Willdan's relevant experience is as follows: Experience in Performing Overall CDBG /HOME Program Management and Implementing CDBG /HOME Funded Activities R� Willdan has performed overall CDBG /HOME program management since 1979, beginning with the City of Rosemead. The firm has provided these grant management services to 47 cities and three (3) counties in California. Willdan staff is currently performing general CDBG /HOME program administration for the Cities of Artesia, Hawaiian Gardens, La Puente, Rosemead, San Buenaventura, and San Gabriel. Willdan has administered housing /commercial rehabilitation programs for public agencies since 1979, also beginning with the City of Rosemead. Our staff has operated such programs using a combination of CDBG, HOME, and redevelopment agency funds. Since 1979, we have administered all or some aspects of housing /commercial rehabilitation programs for 50 cities and four (4) counties in California. Willdan is �l currently assisting with the administration of property rehabilitation programs in the Cities of Artesia, Clearlake, Irwindale, La Mirada, Lakeport, Rosemead, San Gabriel, Tehama, and Woodland, the Town of Apple Valley, and the County of Placer. E� WILLD,AN 1 CDSG AND HOME PROGRAM SERVICES Willdan has performed code enforcement/compliance since 1979, when the firm added Building and Safety Services to its continually expanding list of capabilities. Since then, the firm has provided these services to 14 communities in Arizona, California, and Nevada. Willdan is currently administering code enforcement/compliance programs for pi the Cities of Hawaiian Gardens, Rosemead, and Soledad in California, as well as North Las Vegas, Nevada. Experience Assisting or Administering CDBG /HOME Programs for Rosemead T Willdan has performed overall management of the City's CDBG Program since 1979, and has been responsible for the general administration of the City's HOME Program since its inception in 1996. Our staff has also been responsible for administering a T CDBG funded housing rehabilitation program, CDBG and Redevelopment Agency 'I= funded commercial rehabilitation programs, a CDBG funded code enforcement /compliance program, and a HOME funded first -time Homebuyers program. In addition, we have prepared the City's 5 -Year Consolidated Plans, Annual Funding •i Plans, and Consolidated Annual Performance and Evaluation Reports (CAPERS). The City has received national distinction for its use of CDBG funds in the form of Best Practices Awards from HUD. Experience with HUD's Integrated Disbursement and Information System (IDIS) Willdan has considerable hands -on experience with IDIS. - Our project team members have attended HUD training on the use of IDIS and are highly experienced in at setting up projects and reporting on project/program accomplishments in IDIS, as well as submitting draw down requests for the reimbursement of expended funds. Our designated Project Manager has served as IDIS Administrator for the Cities of Baldwin iL Park, Monterey Park, Pomona, Rosemead, and San Buenaventura, while other team members have similarly served the Cities of La Habra, Paramount, and Woodland Experience Preparing Consolidated Plans, Action Plans, and CAPERs Willdan has prepared Consolidated Plans, Action (Annual Funding) Plans, and CAPERS since the inception of these planning /reporting requirements by HUD. Willdan has been responsible for preparing, all of these documents for the City of Rosemead. Other agencies that we have assisted in preparing these documents include the Cities of Anaheim, Goleta, Bellflower, Paramount, Simi Valley, San Buenaventura, Palmdale, La Habra, Woodland, Fountain Valley, and Rancho Cucamonga, as well'as the County of Orange. As the following resumes illustrate, each team member has extensive experience in developing and implementing CDBG /HOME funded programs. This team approach is being taken for the specific purpose of maximizing the efficiency and effectiveness of the services being provided. Staff members are assigned duties based on their specific skills and level of expertise, which increases the overall productivity and level of service. The.combination of team members also provides the City with adequate staff coverage to meet both normal daily and any fluctuating program demands. Our team members are as follows: 1. Mr. Albert V. Warot, Project Director, .will provide corporate oversight of the project team, assign staff duties, and serve as the liaison between Willdan and the City of Rosemead. 2. Ms. Lisa A. Baker, Grants Administrator, will be responsible for the specific tasks identified under CDBG and HOME Administration, and coordinating these activities with the staff assigned to the operation of the residential and commercial rehabilitation, and code enforcement/compliance programs. 3. Mr. Micheal J. Neal, Community Development Planner, will be responsible for oversight of the CDBG funded public service programs, assist with the preparation of required reports, participate in community outreach efforts, and administer the City's residential property improvement programs. 4. Mr. Patrick Goode, Community Development Planner, will be responsible for oversight of the City's commercial property improvement programs, assist with the preparation of required reports, and participate in community outreach efforts. 5. Mr. James Donovan C.B.O., Code Enforcement Supervisor, will coordinate and direct the inspections for code enforcement cases, and supervise the completion of the tasks identified under Code Enforcement/Compliance. 6. Ms. Carol Godlewski, Housing Rehabilitation Specialist, will assist Mr. Neal with the administration of the City's residential property improvement programs. 7. Mr. Virgilio A. Vita Jr., Labor Compliance Officer, will be responsible for ensuring compliance with the Davis -Bacon Act and other federal labor standards, as applicable. I 8. Mr. Dean C. Sherer, AICP, Environmental Review Specialist, will coordinate with all other. government agencies in providing environmental clearance for CDBG and HOME funded projects. — A VVIILLDAN CDBG AND HOME PROGRAM SERVICES 9. Mr. Eduardo Vega, Community Development Planner, will be available to assist with the preparation of required general administration reports, and the i administration of the City's residential and commercial rehabilitation programs, as needed O I 10. Ms. Rose Arguello will also assist Mr. Donovan with the implementation of the code enforcement/compliance program in CDBG eligible areas throughout the C ity. 12. Ms. Mona Christian, Administrative Assistant, will be available to assist the Grants Administrator and other staff with the maintenance of essential files and the preparation for HUD monitoring, as needed. W WILLDAN SavingP hc<pemr.. 0 CDBG AND HOME PROGRAM SERVICES ALBERT V. WAROT Vice President As Vice President for the Willdan Group of Companies, Mr. Albert V. Warot is responsible for corporate oversight of the firm's planning operations. He has more than 32 years of professional planning experience that has involved public and private sector employment. His experience spans all aspects of planning, including current, advance, and environmental planning, as well as housing and community development. To his credit, Mr. Warot received the Distinguished Leadership Award in 1993 from the Los Angeles Section of the American Planning Association. Specific project experience includes: HOUSING AND COMMUNITY DEVELOPMENT • City of San Gabriel — Mr. Warot is currently assisting the City with the administration of its CDBG Program. • City of La Puente - Mr. Warot is currently assisting the City with administration of its CDBG Program. He also managed the updating of the Housing Element of the City's General Plan, which was certified by HCD. • City of Bell Gardens -. Mr.' Warot has assisted the City with the administration of its annual Community Development Block Grant as needed. He has been responsible for training City staff in the administration of the grant, providing direction in the formulation and implementation of projects, and satisfying federal reporting requirements. The City has been recognized by the County's Community Development Commission for overall program performance and for the Project of the Year in the Urban County of Los Angeles. • City of Westlake Village — Mr. Warot managed the updating of the City's Housing Element, which the State Department of Housing and Community Development (HCD) has certified as complying with state law. • City of Calimesa — Mr. Warot managed the updating of the City's Housing Element, which has been certified by HCD as complying with State taw. • City of Cudahy - Mr. Warot assisted the City with the administration of its CDBG Program. • City of Calexico - Mr. Warot managed the updating of the City's Housing Element, which has been certified by HCD as complying with State law. • City of La Mirada — Mr. Warot has managed the last two updates of the City's Housing Element. In both instances, the updated elements were certified by HCD. • City of Brawley - Mr. Warot managed the preparation of the updated Housing Element of the City's General Plan, which was certified by HCD. -� City of Agoura Hills - Mr. Warot conducted a community development needs assessment that resulted in the establishment of a CDBG funded housing rehabilitation program. He also coordinated the preparation of guidelines and all other materials needed for the operation of the program. -r� f County of Sutter - Mr. Warot assisted the County of Sutter with the preparation and processing of an Affordable Housing Program Ordinance. The ordinance, which is a measure for implementing W I LLDAN 9 t CDBG AND HOMEPROGRAM SERVICES policies of the County's General Plan, requires that a stipulated percentage of the units in all new residential developments containing 10 or more units be affordable to low and moderate income households. In preparing the ordinance, Mr. Warot worked closely with an advisory committee representing a cross - section of housing and development interests in Sutter County. • City of Susanville - Mr. Warot assisted the City in procuring $1 million in State CDBG funds for housing rehabilitation purposes. • City of Colusa - Mr. Warot was responsible for oversight of a $1 million housing rehabilitation program. As a prerequisite to using State CDBG funds, Mr. Warot updated the Housing Element of the City's General Plan, a process that was completed in a period of 5 months, including certification by HCD. He also prepared a successful application for $500,000 in State CDBG funds for continued operation of the program.- • County of Colusa - Mr. Warot prepared a successful application for $432,000 in State CDBG funds for the rehabilitation of substandard housing and the renovation of the Pierce High School swimming pool in the community of Arbuckle. • City of Oroville - Mr. Warot served as the project manager for the updating of the Housing Element of the City's General Plan. The entire process, including a series of public workshops /meetings and certification by HCD, was completed in a period of 7 months. The City received a Blue Ribbon Communities Award from HCD in 1993 for the commitment made in the element to the provision of housing for all economic segments of the community. • City of Jackson - Mr. Warot headed a consulting team responsible for assisting a local non - profit housing corporation with the preservation of 30 units of "at- risk" housing. This was the first project in the country to be successfully carried out under the provisions of the Low- Income Housing Preservation and Resident Homeownership Act of 1990. • County of Los Angeles - As Chairman of the City Advisory Committee for the L.A. Urban County CDBG Program, Mr. Warot was the spokesperson for the 48 cities that comprise the country's largest urban county program. He served in this position for several years while representing the County's First Supervisorial District as CDBG Coordinator from the City of Rosemead. • City of Torrance - As the Associate Planner in charge of community development, Mr. Warot was responsible for administering an annual CDBG entitlement of $1.3 million, a rental assistance program involving 254 Section 8 certificates, and the implementation of a redevelopment program consisting of three project areas. Baker has managed or assisted with a wide array of housing and community development activities. She has formulated affordable housing strategies, designed and implemented property improvement programs, managed the operation of affordable housing, and ;a undertaken the provision of affordable housing utilizing redevelopment agency funds. As a result of this experience, she possesses well - developed managerial skills ranging from personnel administration and financial management to project development and contract negotiation. Ms. Baker is computer literate with word processing and spreadsheet programs. She is fluent in oral and written Spanish, and is familiar with French and American Sign Language. To her credit, she has served as a guest speaker and moderator for a number of national NAHRO and American Planning Association conferences. She was responsible for preparing and processing the City's Consolidated Plan and its 2004 Annual Action Plan, supervising staff and satisfying federal reporting requirements. • City of Rosemead, Grants Coordinator - Since late 1994, Ms. Baker has been managing the City's Annual Community Development Block Grant (CDBG) and HOME Programs. She has been responsible for preparing and processing the City's Consolidated Plans, formulating the City's Annual CDBG Funding Plans, and satisfying other federal reporting requirements. • City of San Buenaventura, CDBGIHOME Advisor — Since 2000, Ms. Baker has been providing technical assistance and monitoring services required for the administration of the City's CDBG and HOME Programs. • City of Baldwin Park, Interim Housing Manager /Grants Coordinator — As Interim Housing Manager, Ms. Baker oversaw the day - to-day operation of the Baldwin Park Housing Authority's Section 8 Program. As Interim Grants Coordinator, she also oversaw an array of Community Development Block Grant (CDBG), HOME, and Redevelopment Agency funded activities. • City of Fountain Valley, Housing Coordinator - As Acting Housing Coordinator, Ms. Baker was responsible for administering the City's CDBG and HOME Program funded activities. The specific activities are: CDBG /HOME program administration; residential rehabilitation; commercial rehabilitation; and code enforcement/compliance. We understand that the �] responsibilities of the consultant will entail the full administration of these programs 4J including, but not limited to, grant, application and management, preparation of all required grant activity and planning reports, project clearance and implementation, day- to -day record keeping, documentation of compliance with federal regulations, and attendance at public meetings. In order to allow City staff to direct their attention and efforts to the many other tasks required of them, Willdan will administer these programs so as to minimize demands upon the time and effort of City staff. These cost estimates are based on the level of effort to be devoted by each team member, and their associated hourly billing rates. The anticipated level of effort, in turn, is based on our experience in administering the City's CDBG /HOME Programs since 1979. CDBG Administration Our cost for CDBG Administration in Fiscal Year 2004 -05 will not exceed $138,308, which represents approximately 10 percent of the City's annual CDBG allocation of $1,394,618. This will allow the City to use an additional $140,616 for in -house administrative expenses or other eligible programs while still meeting the 20 percent maximum limit established by HUD for general administrative cost. I HOME Administration 1 �, L Our cost for the general administration of the City's HOME grant in Fiscal Year 2004 -05 is included in the abovementioned cost for CDBG Administration. Our cost for the delivery or management of specific HOME funded projects, such as first -time homebuyer assistance, will not exceed $56,857. Housing. Rehabilitation Services Willdan's. cost for the administration of the City's CDBG funded housing rehabilitation program will not exceed $64,000 in accordance with the HUD guideline for rehabilitation program delivery cost. Commercial Rehabilitation Services Willdan's cost for administering the City's CDBG funded commercial rehabilitation program during the 2004 -05 fiscal year will not exceed $35,926. Similar to the housing rehabilitation services being offered by Willdan, this fee is within the activity delivery cost guideline established by HUD for property improvement programs. With regard to the Rosemead Redevelopment Agency's funded commercial rehabilitation, Willdan will administer this program during Fiscal Year 2004 -05 for a cost not -to- exceed $30,385. Code Enforcement/Compliance Our cost for administering the City's CDBG funded code enforcement/compliance program during the 2004 -05 fiscal year will not exceed $179,360. This fee includes the delivery of services within the Zapopan Target Area and other CDBG eligible areas throughout the City.
