JULY 17, 1984 AT 8:00 P. M.

to order by Mayor Taylor at 8:05 p. m., in the Conference
City Hall, 8838 E. Valley Blvd., Rosemead, California.

This adjourned meeting was primarily held as a study session
regarding Cable Television, and the consideration by the Council
of what type of cable services that they would prefer, Franchised
or Municipally owned.
Robert L. Kress, City Attorney, explained in considerable de-
tail the many facits of Cable television, and commented on the
recent legislative actions taken by the FCC with the support of
the Supreme court which allows cities only a maximum of 5% for
franchise fees. He also presented to the Council two franchise
agreements. One was the California Cablesystems which covers
five cities, Bell Gardens, Downey, Paramount, Lynwood and Santa
Fe Springs.
The Councilmen discussed the pros and cons of franchise
agreements compared to municipally owned cable. The over-all
concensus was that although the franchise service does not allow
control over the programing, it would be financially safer.
Councilman Tury inquired about the possibility of a joint-

Robert Kress, City Manager, stated that would be something
new and doubted if there would be much interest by companies to
bid on such a venture.
Councilman Imperial's concern was primarily that the senior
citizens and handicapped not be over-looked and that there could
possibly be some subsidizing by the City so that they could have
cable,1 also.
Mayor Taylor requested reports from the adjoining cities
regarding some of the problems that they have had with their
franchises and the service rendered to the citizens.
Councilman Imperial stated that if the majority of the
Council is favoring a franchise, then the Council should go
ahead in that direction.
Mayor Taylor inquired if the Council would want to make any
corrections or changes in the agreements that had been presented
to them so that they could be included in the request for proposal.
Councilman Tury stated that the City was very fortunate to
have one of the best attorneys in the field working on this. He
stated that he supported the municipally owned cable service,
however, he realized that the majority of the Council feels dif-

Councilman Bruesch stated that he felt that the proposal
should be general, but also it should have some specific requests
in it, such as the discounts for the senior citizens or handicapped.
Councilman Tury stated that he would also like included what
the cost would be to the average subscriber, and what the cost of
those subsidations would be.
Robert Kress, City Attorney, stated that for starters the
underlying Ordinance should be prepared and presented so that
proposals can be requested. If there should be only one company
bidding on the proposal, the Council may still want from that
company all the same information that would have been requested
from many.
Councilman Tury stated that since this was an adjourned
meeting and not a special meeting, he wished to request that
the Duff Elementary School/Garvey Park situation be placed on
the Agenda for discussion.
Mayor Taylor requested information for the next agenda re-
gardinig the Noura incident. He wanted to know.what options the
City Council has now to instigate their own investigation of
what went on.
Councilman Bruesch inquired if the Angelus Street would
be on the Agenda, since there has been another incident.
The Clerk stated that this will be on the next Agenda.
Councilman Imperial stated that he would like whatever in-
formatlion is available on the 1959 decision that made Brighton
Streetl zoned parking.
Mayor Taylor stated that on the Noura incident he wanted to
know That the statute of limitations are on this incident.
Robert Kress, City Attorney, stated that would not be some-
thinglthat will.be available by Thursday when the Agenda is
delivered, however, he will try to have it for the Council by
Tuesda,y,.th'e night of the meeting.
Councilman Bruesch stated that the Rosemead Little League
won district 1119 championship and Rosemead is the host City for
the sectional playoffs. This is the first time in ten years.
