The adjourned meeting of the Rosemead City Council was called to order by Mayor Cleveland at 8:05 p..m., in the Council Chambers of City Hall, 8838 E. Valley Boulevard, Rosemead, Cali- fornia. The Pledge to the Flag was led by Councilman Imperial. The Invocation was delivered by Reverend Percy Ferguson. ROLL CALL OF OFFICERS: Present: Councilmen Cichy, Imperial, Taylor, Tury and Mayor Cleveland Absent: None APPROVAL OF MINUTES: MARCH 27, 1984 - REGULAR MEETING MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN TURY that the Minutes of the City Council Meeting of March 27, 1984 be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. I. RESOLUTION NO. 84-20 - RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION AND DECLARING THE RESULTS THEREOF The following Resolution No. 84-20 was presented for adoption: RESOLUTION NO. 84-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON APRIL 10, 1984 DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS PROVIDED BY LAW MOTION BY COUNCILMAN TAYLOR, SECONDED BY COUNCILMAN IMPERIAL that Resolution No. 84-20 be adopted. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. Mayor Cleveland invited Councilman Cichy to speak. Councilman Cichy commented on the nine years that he has spent on the Rosemead City. Council, some of which had been fun and some of these years have been trying, however, the entire period had been an educational experience. He stated that the entire period has also been a growing period with.the many friends that he and his family have made. He felt that the period of time that he served on the Council with the Council- members that are present and with Councilmember Hunter will always be a lasting joyous memory as far as what has been accom- plished in order to make the next 25 years a good place for every- one to live. He thanked all the staff, the ones that have been here and gone on to better jobs, such as Bob Gutierrez & Bob Dickey, Frank G. Tripepi, Mike Burbank, Ellen and Don, and Bob Kress. He thanked all the people on the commissions and the staff and the contractors, and his family and all the many friends that he has made. 1. Administering the Oath of Office and Issuing Certificates of Election. The City Clerk, Ellen Poochigian, administered the Oath of Office to Jay T. Imperial, G. H. Pat Cleveland and Robert Bruesch, and issued the Certificates of Election. CM 4-17-84 Page kl s 4b 2. Reorganization of the City Council. The Mayor's chair was vacated and Frank G. Tripepi, City Manager who presided over the selection of the Mayor. Councilman Tury nominated Gary A. Taylor as Mayor. There being no further nominations, a unanimous ballot was cast for Gary A. Taylor as Mayor of the City of Rosemead. Mayor Taylor thanked the Council for their vote of confidence and stated that he would do his very best. Mayor Taylor opened the nominations for Mayor Pro Tem. Councilman Cleveland nominated Councilman Tury as Mayor Pro Tem. There being no other nominations, a unanimous ballot was cast for Louis Tury, Jr. as Mayor Pro Tem. 3. Appointment of Alternate to the Sanitation District. Mayor Pro Tem Tury stated that Councilman Cleveland has served the. Sanitation District for the past two years and he is still available to attend these meetings during the after- noon, therefore he recommended that he be allowed to be the Alternate Director. The following minute resolution was presented for adoption: RESOLVED, that G. H. Pat Cleveland, a member of the City Council of the City of Rosemead is hereby selected and designated as an alternate member of the Board of Directors of County Sanitation District No. 15 of Los Angeles County to act in the place of the presiding officer of the City Council during his absence, inability, or refusal to act as a member of said Board of Directors. Mayor Taylor made the appointment and Councilman Cleveland accepted it. B. RESOLUTION NO. 84-19 - CLAIMS & DEMANDS The following Resolution No. 84-19 was presented for adoption: RESOLUTION NO. 84-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS & DEMANDS IN THE SUM OF.$340,052.18 8897-8912/8921 THROUGH 9057 INCLUSIVELY MOTION BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CLEVELAND that Resolution No. 84-19 be adopted. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. C. Mayor Taylor invited the new Councilman Robert Bruesch to say a few words and welcomed him on the City Council. Councilman Bruesch stated that the real work now begins and that there are a lot of things that he would like to accomplish and he felt that it would be an interesting four years and he was looking forward to working with the other Councilmembers, and the people in the community. He introduced his father, Reverend Charles Bruesch, his brother Charles and his family, and his son, Tony. He thanked the community for the confidence and he hoped that he would live up to their hopes and desires and demands. CM 4-17-84 Page #2 4b s IV. CONSENT CALENDAR (CC-A & CC-B Deferred) CC-C AUTHORIZATION REQUESTED TO ATTEND CALIFORNIA CONTRACT CITIES ANNUAL SEMINAR IN PALM SPRINGS, MAY 17-20, 1984. MOTION BY COUNCILM that the foregoing Item Vote resulted: UPON ROLL CALL ALL The Mayor declared said CC-A INSTALLATION ~N TURY, SECONDED BY COUNCILMAN CLEVELAND on the Consent Calendar be approved. COUNCILMEMBERS PRESENT VOTED AYE. motion duly carried and so ordered. OF RED CURB ADJACENT TO WILLARD SCHOOL Mayor Taylor commented that he felt that the parking problem might have a better solution and this item could be sent back to the School PTA and ask for some input on this problem. Councilman Tury stated that he felt that the way the Traffic Commission has recommended is probably the only way to alleviate the double parking in the streets. Mayor Taylor stated that this recommendation should then be given a try and see how it works out. MOTION.BY COUNCILMAN TURY, SECONDED BY COUNCILMAN CLEVELAND that the recommendation of the Traffic Commission to install 80 feet of additional red curb on the east side of Willard Avenue in front of Willard School be approved. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. CC-B AUTHORIZATION REQUESTED TO ATTEND LEAGUE OF CALIFORNIA CITIES SPRING CONFERENCE FOR CITY ATTORNEYS IN IRVINE, MAY 2-4, 1984 Councilman Imperial stated that he pulled this because the City Clerk was listed to attend the Contract Cities Conference and the City Clerk Conference in San Diego which immediately follows and he requested that she attend only one or the other, but not both. Mayor Taylor stated that this Conference is strictly for the City Attorney. MOTION BY COUNCILMAN CLEVELAND, SECONDED BY COUNCILMAN IMPERIAL that the City Attorney be authorized to attend the Spring Conference in Irvine, May 2-4, 1984. Vote resulted: UPON ROLL CALL ALL COUNCILMEMBERS PRESENT VOTED AYE. The Mayor declared said motion duly carried and so ordered. V. MATTERS FROM OFFICIALS 1. Councilman Imperial made a comment pertaining to the Election. He expressed his appreciation to every citizen in Rosemead whether they voted for him or not. He also stated that there were some unfortunate circumstances in that election. As a result of some of those unfortunate circumstances, he may have lost some friendships. He could take no real pride in winning under those circumstances. He never thought that he had to align his self with one group or another. He never has and he never in- tends to. As a result he did receive support from all segments of the City and he did appreciate it. He felt that it was a vote of confidence for him. He again wanted to point out that he aligned himself with no group and he especially pointed out that he was not responsible for any literature that went out endorsing him except for those by his committee. He pointed out that he did not run on a slate with any other candidate. He appreciated the support that he received from those people who might have supported Mr.Bruesch. He did not appreciate a stigma that was attached to him because his name came out as an endorsement... He did not have anything to do with anyone else's campaign or any literature that came out that made it look that way. He stated that Rosemead is a cohesive City where all people should work together, but there is a trend that gets worse with each campaign, and this Council should investigate that trend and see what can be done about it. CM 4-18-84 Page #S 2. Councilman Tury expanded on the fact that campaign literature went out illegally without the name of the person responsible. Nameless, faceless people sent out literature against an incumbent Councilman, against School Board candi- dates.and went as far as endorsing Council candidates under the name of Rosemead Citizens for Honest Representation. Thru the efforts of concerned citizens, the names of these people may soon surface. He requested from the City Attorney a written opinion of what election laws were broken, and what can be done about it. 3. Councilman Tury stated that he had received several complaints that people did not receive their sample ballots. He stated that this was reasonably wide spread, and he requested from the City Clerk copies of the mailing lists and copies of the mail billings and try to trace what could have caused this problem. Something obviously went wrong, and we should find out what went wrong. 4. Councilman Bruesch expressed his appreciation to Frank G. Tripepi, City Manager and the City staff for the orientation meeting which made the transition a bit smoother. 5. Frank G. Tripepi, City Manager, congratulated Council- man Bruesch on his election, and he stated that staff is here to serve the Councilmen and he looks forward to doing that. 6. Mayor Taylor inquired about a certified letter which was to be sent to Mr:. Noura. Frank G. Tripepi, City Manager, stated that it had been sent and a copy had been provided for him. Mayor Taylor stated that he needed another copy of that letter and requested that another letter be sent tomorrow certified with a return receipt and one sent to his attorney. 7. Mayor Taylor stated that a report was to have been forthcoming regarding the Community Block Grant regarding the rebate and the subsidy program. Inquired if that report had been prepared. Frank G. Tripepi, City Manager, stated that he would have it.by the next Council Meeting. 8. Mayor Taylor inquired about the Dial A Ride reports. Frank G. Tripepi, City Manager, stated that they would hope- fully be ready by the next meeting also. VI. ORAL COMMUNICATIONS A. Bonnie Culbertson, Manager of the Rosemead Chamber of Commerce, congratulated Councilman Cleveland and Councilman Imperial and welcomed Councilman Bruesch.and informed him that the Chamber is available for any assistance he might need.
