CDC - Item 3 - Approval of Virginia St. ImprovementsTO: HONORABLE CHAIRMAN AND MEMBERS ROSEMZOMMUNITY DEVELOPMENT COMMISSION FROM: BILL CR EXECUTIVE DIRECTOR DATE: NOVEMBER 5, 2002 RE: APPROVAL OF ENGINEERING PROPOSAL FOR VIRGINIA STREET IMPROVEMENTS Attached for your consideration is an engineering proposal from Willdan for engineering design, hydrology study, design and construction survey, utility coordination, right-of-way engineering and acquisition, monument restoration, preparation of an initial study/negative declaration, contract administration, construction observation, and federal labor compliance services for the reconstruction of Virginia Street from Denton Avenue to the west end and the construction of a new Strathmore Avenue from Virginia Street to Garvey Avenue. Virginia Street is in great need of rehabilitation; however, the work has been deferred pending the resolution of how to realign the street outlet for the neighborhood, and allow the Los Angeles Dealer Auto Auction (LADAA) to consolidate their parcels for a more efficient and less disruptive operation. You will recall that one option studied was to extend Virginia Street to the west, to outlet on Brighton Avenue. This was not an acceptable option to the local residents and, therefore, was dropped. Since then, LADAA has acquired several more parcels to their west, over which a new outlet from Virginia Street to Garvey Avenue can be constructed. This new street will align with Strathmore Avenue. LADAA will dedicate the necessary right-of-way for the new Strathmore Avenue to the City, who will in turn vacate Denton Avenue subsequent to construction. This will allow for the LADAA to consolidate the majority of their operations to the east of the new Strathmore Avenue; hence, significantly reducing conflicts and disruptions to the neighborhood as they now occur on Denton Avenue. COMMISSION AGENDA N OV 12 2002 ITEM No. November 5, 2002 Page 2 On October 14, 2002, staff conducted a neighborhood meeting to present the issues associated with the project and the proposed alignment of Strathmore Avenue, and to solicit their input. Overall, the project as proposed was well received and the consensus was to pursue the project. Attached is a copy of the sign-in sheet of those in attendance and a copy of the presentation made by the City Engineer. The majority of Virginia Street lies within an existing 40-foot public right-of-way, within which the street will be reconstructed. The westerly portion of Virginia Street is a private street and the area over which the new Strathmore Avenue will be built is owned by LADAA; therefore, the City of Rosemead is required to acquire the right-of-wayto construct the proposed street improvements on Virginia Street and Strathmore Avenue (see attached map and exhibits). The proposed rights-of-way are 40 feet wide on Virginia Street and 47 feet wide on Strathmore Avenue. The right-of-way acquisition will involve partial takes from a total of ten (10) parcels of property along Virginia Street and the new Strathmore Avenue, where 6 out of the 10 parcels are owned by the Auto Auction. The proposed street improvements on Virginia Street and Strathmore Avenue are as follows: • Virginia Street: Construction of a 34-foot wide street; this will allow two lanes of traffic and parking on the one side (north). • New Strathmore Avenue: Construction of a 36-foot wide street; this will allow two lanes of traffic and parking on both sides of the street. Installation of new curb and gutter, driveway approaches, sidewalk (north side only on Virginia Street; both sides on Strathmore Avenue), and handicapped access curb ramps in compliance with the Americans with Disabilities Act (ADA) requirements. • Installation of new street lights with marblelite (concrete) poles and underground conduits. The new street lighting system will be owned, operated, and maintained by Southern California Edison (SCE). • Construction of a storm drain line to collect storm water runoff from Virginia and Strathmore Streets. The new storm drain line will be connected to the existing storm drain system on Garvey Avenue. Upon completion of the storm drain line, the system will be transferred to the Los Angeles County Flood Control District for operation and maintenance. In addition, the project will include the closure of Denton Avenue at Garvey Avenue once construction of Virginia and Strathmore Streets is complete. The remaining portions of Denton Avenue will be removed by LADAA. The total construction cost for this project is estimated to be $450,000, and the estimated contract period is 40 working days. Non-construction related activities are currently programmed in the Community Development Commission's Fiscal Year 2002-03 budget. The project, s construction costs and the federal labor compliance fees will be funded by the Community Development Block Grant (CDBG) funds. Construction of the project is November 5, 2002 Page 3 anticipated to occur in the late Summer or Fall of 2004. The proposed fees are as follows: • Hydrology Study $ 3,900 • Design Surveying $ 7,300 • Right-of-Way Map $ 4,300 • Preliminary and Final Design $ 32,150 • Utility Coordination $ 4,600 • Right-of-Way Engineering $ 12,000 • Right-of-Way Acquisition $ 21,000 • Initial Study/Negative Declaration $ 2,400 • Monument Restoration $ 2,400 • Construction Surveying $ 6,650 • Contract Administration $ 5,900 • Construction Observation $ 29,000 • Federal Labor Compliance $ 6,850 TOTAL (FIXED FEE) $ 138,450 The total fee, excluding hydrology study, right-of-way map, utility coordination, right-of-way engineering and acquisition, initial study/negative declaration, monument restoration, and federal labor compliance is in conformance with that portion of the City's agreement with Willdan which pertains to design engineering services. RECOMMENDATION It is recommended that the Community Development Commission approve the attached engineering proposal and direct staff to begin the preparation of the necessary plans and specifications. SCOPE OF SERVICES We propose to provide the following basic services for the project: Hydrology Study 1. Provide a visual survey to establish hydrologic contributory areas. 2. Perform hydrologic calculations necessary to determine flow rates and collection points. 3. Submit hydrology study to Los Angeles County Department of Public Works (LACDPW) for approval. Design Survey 1. Perform research at Los Angeles County and the Rosemead Redevelopment Agency for survey information. 2. Establish record centerline along the proposed construction zones. 3. Obtain existing elevations utilizing electronic field data collection methods at 25-foot intervals to establish accurate profiles. 4. Obtain topographic feature locations for a complete and accurate representation of existing conditions within the public right-of-way and on private property in areas necessary for reconstruction and to match existing conditions. Right-of-Way Map 1. Develop base right-of-way map: a. Plot existing survey data. b. Conduct field verification of survey data. October 30, 2002 Page 3 2. Show all property lines, assessor parcel numbers, and house addresses along Virginia and Strathmore Streets. 3. Plot proposed street alignments for Virginia and Strathmore Streets. 4. Define and plot proposed right-of-way line along Virginia and Strathmore Streets. 5. Show right-of-way area to be acquired from each property on Virginia and Strathmore Streets. 6. Provide right-of-way map to the Agency for review and approval. 7. Upon approval by the Agency, provide the Agency with the original Mylar of the right-of-way map. Preliminary Design Phase 1. Review compiled data. 2. Develop base drawings. a. Plot existing survey data. b. Identify and plot apparent substructures. C. Conduct field verification of survey data. 3. Perform hydraulic calculations necessary to fully design the storm drain improvements. 4. Provide complete plan and profile sheet for the proposed storm drain line. The design will follow the LACDPW standards and requirements for MTD processing. 5. Develop preliminary street improvement plans at a horizontal scale of 1"=20'. 6. Develop preliminary street lighting improvement plans. 7. Develop preliminary cost estimates. 8. Submit preliminary storm drain plans to LACDPW for review and comment. 9. Submit preliminary street lighting plans to SCE for review and comment. 10. Submit preliminary design plans to all affected agencies and utility companies for review. October 30, 2002 Page 4 Final Design Phase 1. Based on the Agency's, LACDPW, SCE, and utility companies' comments and requirements, revise plans. 2. Prepare detailed final plans and attend coordination meetings, as necessary, with County, and utility companies at various times during the design phase to obtain additional input and review work. 3. Prepare specifications and contract documents to conform to applicable requirements of the Rosemead Redevelopment Agency. 4. Prepare final project cost estimates. Utility Coordination 1. Submit copies of plans to all affected utilities and agencies. 2. Coordinate potholing investigations to verify depths of potentially conflicting utilities. 3. Coordinate with utility companies to provide for any proposed utility improvements prior to construction. 4. Send notification to affected utility companies, other agencies, contractor, and Agency staff, and attend and coordinate the preconstruction conference. Right-of-Way Engineering 1. Review assessor map(s) of the project area. 2. Attend a coordination meeting with Agency staff, title company, and right-of-way acquisition agent. 3. Review preliminary title report(s), provided by the Agency, and other documents in sufficient detail for preparation of legal description. 4. Compute the easement takes parcel and prepare a hard-line calculation map. 5. Prepare a legal description and exhibit for the easement parcel take. 6. Prepare the deed documents for easement to be acquired. 7. Provide the Agency with prints, copies, transparencies of legal descriptions, deed forms, and exhibits. October 30, 2002 Page 5 Right-of-Way Acquisition 1. Review title report (provided by the Agency), and other documents in sufficient detail in preparation for negotiations with property owners and other parties to obtain interest in the real property as required by the Agency. 2. Prepare, upon approval by the Agency, a right-of-way agreement and review easement deed. Have each property owner execute and approve agreement and deed. 3. Meet with each property owner at appointed times, convenient for the owner, to present offers, explain the acquisition process, and gather information. Follow-up and negotiate with each property owner to resolve any problems and arrive at a mutually agreeable settlement (a maximum of three personal contacts with each property owner is included in order to obtain required executed documents). If additional visits are required, services will be performed on a time-and-material basis. 4. Coordinate acquisition with Agency staff and property owners. This includes prompt transmittal of executed documents (notarized deeds, acquisition agreements, etc.) to the Agency for acceptance and processing. 5. Recommend condemnation action, if necessary, and submit required justification in writing to Agency Attorney. However, our primary goal will be to reach a successful acceptance of the offer with each property owner. We will work with the Agency staff in recommending alternative approaches to achieve acceptance. Initial Study/Negative Declaration 1. Prepare the Initial Study/Negative Declaration and Notice of Completion (NOC) for review by the Agency. 2. Following approval of the document by the Agency, distribute the document and NOC to agencies with jurisdiction over resources affected by the project, adjacent jurisdictions, the local library, the State Clearinghouse, and individuals requesting copies of the document. 3. Prepare a Notice of the Availability (NOA) of the document for publication by the Agency in the local newspaper. 4. Following the mandated review period for the document (21 days for projects which do not affect State agencies, such as Caltrans), prepare responses to any comments received on the document. October 30, 2002 Page 6 5. If the need for any mitigation measures is identified, prepare a Mitigation Monitoring Program, as required by CEQA. 6. Submit the final Initial Study/Negative Declaration containing all comments received, responses to comments, and any Mitigation Monitoring Program for Agency approval. 7. Attend public meetings/hearings on the environmental documentation for the project, as requested by the Agency. 8. Prepare the required Notice of Determination (NOD) for filing. Monument Restoration 1. Set centerline ties for existing centerline monuments found with no existing ties. 2. Replace centerline ties disturbed by construction. 3. Reset centerline monuments and provide the Agency with updated set of centerline tie notes. Construction Survey 1. Provide construction staking on 25-foot intervals at a uniform offset. 2. Provide grade sheets. Contract Administration 1. Hold pre-bid conference to clarify new HUD's minority participation requirements and answer inquiries from contractors. 2. Provide the Agency with 30 sets of plans and specifications for bidding. 3. Assist the Agency in securing bids and awarding project. 4. Attend preconstruction conference and prepare minutes. 5. Provide contract administration for proper enforcement of the contract plans and specifications. 6. Provide engineering support, as needed, to make as-built revisions to the original plans. October 30, 2002 Page 7 7. Provide the necessary consulting services required to coordinate the efforts between the Agency and the contractor. 8. Review and approve progress payment requests. 9. Answer inquiries and complaints for the Agency relating to the project. Construction Observation 1. Provide the necessary weekly, monthly, and final reports, as needed. 2. Provide daily construction observation during the construction period. 3. Provide copies of daily construction observation reports on a weekly basis, if requested. 4. Provide necessary coordination with other agencies to provide final inspection of the project. 5. Perform as-built corrections on original drawings. 6. Provide report to the Agency following final inspection stating that the project has been completed, and provide necessary data for the Agency acceptance of the project. Federal Labor Compliance 1. Attend pre-bid conference to clarify new minority participation requirements. 2. Present the CDBG requirements to the contractor at the preconstruction conference. 3. Monitor requirements and submittal of miscellaneous federal compliance documents from contractor and subcontractors, for Affirmative Action and Equal Employment Opportunity. 4. Forward all required documentation to HUD, including required notifications. 5. Monitor compliance with labor laws, Clean Air Act, Federal Water Pollution Control Act, and federal, state, and local safety laws. 6. Monitor Section 3 HUD 1968 of contractor participation. Monitor weekly payroll documentation on a continuous basis, including but not limited to, fringe benefit statements, apprentice documents, special payroll deductions, and other required supporting documents. Documents will be thoroughly checked to meet all Davis-Bacon regulations and miscellaneous HUD requirements. 8. Follow up by certified mail and telephone assistance on delinquent submittals and coordinate with Agency staff to withhold funds, if required. 9. Conduct random employee interviews, as required, by HUD and verify results and follow up on any discrepancies. 10. Make recommendations of special actions to be taken if contractor does not cooperate in labor compliance. 11. Prepare and transmit, by certified mail, all necessary notifications on behalf of Agency. 12. Prepare complete files of federal compliance documentation with the content and format preferred by HUD. 13. Perform a complete final review of federal compliance files to ensure compliance with HUD requirements. Compensation for weekend inspection and inspection beyond the allocated working days and hours of the construction contract will be on a time- and-materials basis. The cost for testing materials, such as compaction testing, will be provided through a separate contract with a testing laboratory.
