Subject: Authorization to Seek Bids for Garvey Avenue Community Center
and Senior Housing Project for Furniture, fixtures and equipment
Onyx Architects has completed formulating the specifications and bid documents for
the furniture and equipment to be acquired for the Garvey Avenue Senior Citizen
Housing and Community Center project. The bid documents and contract are based
on the American Institute of Architects form for contract provisions applying to
furniture, furnishings and equipment. This contract along with a description of the bid
items is attached for Commission review and approval.
The only significant changes to the AIA documents includes clarifying a payment
schedule that is based upon items received and accepted as opposed to a percentage of
completion with a 5% retention until completion of the work. Additionally, the
insurance provisions were amended to reflect the Joint Powers Insurance Authority
standards rather than the AIA standards. Commission Counsel also recommended that
a faithful performance bond in an amount equal to 100% of the bid amount be
required.
Also attached is a memorandum from the City Clerk outlining the individual steps and
scheduled dates for advertising and receiving bids. Currently, the bid opening date is
scheduled for April 11 and the date that the bids would be awarded is April 23, 2002.
The actual bid specifications include the items to furnish the common areas of the
Senior Housing Project and do not include any items within the privately controlled
spaces. With respect to the Community Center, the documents specify all of the items .
of furniture for the center and exclude only small items such as cooking utensils.
Major appliances and kitchen equipment were included in the construction bid. Onyx.
Architects estimate the total cost for both buildings will be approximately $220,000. .
At the meeting, Onyx Architects will make a presentation to the Board on the selected
items and interior design.
