The subject property consists of a single family dwelling with an unpermitted second unit. Both
units are tenant occupied. The property is zoned R-2. A "Please Letter" was mailed to the property
owner on February 14, 2000. On February 24, 2000, one of the property owners, Ann Lai, phoned
and spoke with the building inspector. She informed the inspector that she would submit plans to
legalize the unpermitted construction. Inspection on March 8, 2000 revealed no progress, and no
plans had been submitted for approval. Follow-up inspection was attempted on April 10, 2000. No
access was gained. The building inspector attempted to call Ms. Lai, but the telephone number on
record had been disconnected and no new number was listed with the telephone company directory
assistance.
The Building Official declared the property substandard and filed a Declaration of Substandard
Property with the Los Angeles County Recorder's office. A "bulky item" trash notice was mailed
to both the property owners and the tenants on April 12, 2000. A "Fifteen Day" certified letter was
mailed and posted on the property on April 24, 2000, requesting abatement of the substandard
conditions. On May 8, 2000, Robert McCoy, who identified himself as a friend of the owners,
requested a meeting with the Building Official and the building inspector to discuss the list of
defects. The meeting was held on May 15, 2000. The defects were clarified and the County record
search procedure was explained. On May 19, 2000, a letter was received from Mr. McCoy
requesting an extension pending the results of the record search. On June 29, 2000, the building
inspector spoke with Mr. McCoy. He claimed he was no longer involved in the matter, but that he
would have the owners contact the Building Department. As of July 18, 2000 the owners had not
contacted staff, nor had any plans been submitted. No results of the record search have been
provided. Inspection on August 17, 2000 confirmed that no progress had been achieved. Another
inspection was attempted on September 18, 2000, but no access was gained.

A Notice of Hearing was mailed and posted on the property on October 5, 2000. All interested
parties have been notified.
On October 12, 2000, a contractor came to CityHall to inquire about the subject property, however
no plans were submitted nor permits issued.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and/or corrected by December 1, 2000. However, if the required permits
are obtained, and sufficient progress is achieved by December 1, 2000, the abatement date may be
extended to January 2, 2001.

THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday, October 24. 2000, at 7:00

Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement
thereof by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within fifteen (15) days afterreceipt
of this letter. Be advised if von are renting this property to others the City may file a Notice of Non-Compliance
with the State Franchise Tax Board. Revenue and Taxation Code. Section 17274 states: "No deduction shall be
