The subject property consists of two single family dwellings and a garage conversion with an
unpermitted addition. At the initiation of the case, all units were tenant occupied. The property is
zoned R-2. A "Please Letter" was mailed to the property owner on February 14, 2000. On March
6, 2000, the building inspector gained access to the interior of the garage conversion. Inspection
revealed that the addition to the garage had been converted to a fourth unit. A revised list of defects
was compiled and mailed to the property owner.
The Building Official declared the property substandard and filed a Declaration of Substandard
Property with the Los Angeles County Recorder's Office. A "Thirty Day" certified letter was
mailed and posted on the property on March 20, 2000, requesting abatement of the substandard
conditions. A "bulky item" trash notice was sent to both the property owner and the tenants on
April 12, 2000. Inspection on April 20, 2000 revealed that demolition of some interior walls had
commenced in the garage and addition areas. A follow-up inspection was conducted on May 18,
2000, but no change or progress was evident. The building inspector attempted to call the property
owner, however, the telephone number on record had been disconnected. Progress inspections in
June, July, August and September showed no change at the property. The debris from the
demolition work has not been cleared. Staff had no contact with the property owner and, to date,
no permits have been obtained. It appears that the garage units are no longer occupied.
A Notice of Hearing was mailed and posted on the property on October 5, 2000. All interested
parties have been notified.
On October 10, 2000, the property owner came to City Hall. He told the building inspector that he
intended to submit plans for Planning Department review.

CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order that all substandard
conditions be removed and/or corrected by December 1, 2000. However, if the required permits are
obtained, and sufficient progress is achieved by December 1, 2000, the abatement date may be
extended to January 2, 2001.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of

Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement
thereof by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed w thin thirty (30) days after receipt
of this letter. Be advised if you are renting this property to others the Citv may file a Notice of Non-Compliance
with the State Franchise Tax Board. Revenue and Taxation Code, Section 17274 states: "No deduction shall be
