APPEALS BOARD
APRIL 25, 2000
The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order
by Chairman Vasquez at 7:06 p.m. in the Conference Room of City Hall, 8838 E. Valley
Boulevard, Rosemead, California.
The Pledge to the Flag and Invocation were waived as having been completed during the
meeting just adjourned.
ROLL CALL OF OFFICERS:
Present: Boardmembers Bruesch, Vasquez, and Chairman Clark
Absent: Boardmember Imperial (excused) and Boardmember Taylor (excused)
APPROVAL OF MINUTES: MARCH 28, 2000 -REGULAR MEETING
MOTION BY BOARDMEMBER BRUESCH, SECOND BY BOARDMEMBER
VASQUEZ that the Board approve the Minutes of the Regular Meeting of March 28, 2000. Vote
resulted:

The Chairman declared said motion duly carried and so ordered.
1. ADMINISTRATION OF OATH
The Board Secretary administered the oath to all persons wishing to address the Board.

The following item was taken out of order in deference to those in the audience.
B. 8303 RUSH STREET
The subject property consists of an owner-occupied single family dwelling with a
dilapidated structure at the rear. The property is zoned R-1. A "Please Letter" was mailed to the
property owner on January 10, and a "bulky item" trash notice was sent on January 17, 2000.
Inspection on February 9, 2000 revealed no progress. The Building Official declared the
property substandard and filed a Declaration of Substandard Property with the Los Angeles
County Recorder's office. A "Fifteen Day" certified letter was mailed and posted on the
property on February 17, 2000, requesting abatement of the substandard conditions. On March
2, 2000, the property owner came to City Hall. The Building Official explained the list of
defects and the County record search procedure. Follow-up inspection on March 7, 2000 showed
no change at the property. On April 4, 2000, the building inspector was able to gain access to the
rear structure.. The inspection revealed that the building was primarily being used for storage,
with a portion being utilized as an aviary, but not as a separate living unit as originally believed.
An amended list of defects was mailed to the property owner.
A Notice of Hearing was mailed and posted on the property on April 11, 2000. All-
interested parties have been notified. -

The City Building Official recommends that the Board find the property substandard and
order that all substandard conditions be removed and/or corrected by June 1, 2000. However, if
permits and approvals are obtained, and sufficient progress is achieved by June 1, 2000, the
abatement date may be extended to July 3, 2000.

Chairman Clark explained to the owner that bulky items will be picked up by the City's
trash haulers this week.
For the record, Xiao Ying Lei, 8303 Rush Street, Rosemead, owner of the property and
Amy See, 3207 N. Figueroa, Los Angeles, were present.

There was no one present representing the aforementioned property.
