The subject property consists of a tenant-occupied single family dwelling located in the R-1 zone.
This property had previously been declared substandard in October, 1998. The then-substandard
conditions were abated and the case was closed in November, 1998.
A citizen complaint regarding substandard conditions was received on December 14, 1999.
Inspection was attempted, but no access was gained. Visual access was provided via a
neighboring property on December 27, 1999. A "Fifteen Day" certified letter was mailed and
posted on the property on January 11, 2000, requesting abatement of the substandard conditions.
Progress inspections on January 27, and February 16, 2000 revealed no change at the property. A
Declaration of Substandard Property was filed with the Los Angeles County Recorder's office on
February 17, 2000. Follow-up inspections were attempted on March 20, and April 25, 2000. Dogs
were in the yard and no access was gained.
No permits have been obtained, and staff has received no response or had any contact with the
owner since the initiation of the case.
A Notice of Hearing was mailed and posted on the property on May 8, 2000. All interested parties
have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION: -
It is recommended that the Board find the property- substandard and order all substandard
conditions be removed and/or corrected by July 3, 2000. However, if permits and approvals are
obtained, and sufficient progress is achieved by July 3, 2000, the abatement date may be extended
to August 1, 2000.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
by correction,-if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within fifteen (15) days after receipt
ofthis letter. Be advised if you are renting this property to others the City may file a Notice ofNon-Compliance with__
the State Franchise Tax Board. Revenue and Taxation Code. Section 17274 states: "No deduction shall be allowed
for interest, taxes, depreciation, or amortization.. with respect to substandard (rental) housing."
This notice will be posted on the property. If in your opinion, you disagree or cannot comply with the above findings
