1. RESOLUTION NO. 2000-30 - CLAIMS AND DEMANDS
Recommendation: Approve Resolution No. 2000-30, for payment of Agency

Project Area No. I has funds in reserve that are not required for immediate
disbursement and which the Agency may invest until the funds are needed for
project activities of indebtedness. Project Area No. 2 is in need of funds for
redevelopment activities.

Recommendation: Adopt Resolution No. 2000-31.
3. HEARING OF PROTEST AND AWARD OF BID FOR ROSEMEAD
GARVEY AVENUE SENIOR HOUSING AND COMMUNITY
CENTER
On November 21, 2000, seven bids were received and opened for the construction
of Rosemead Garvey Avenue Senior Housing and Community Center. The
second lowest bidder, Sinanian Development, Inc., has filed a protest against
awarding the bid to the low bidder, Fassberg Construction Company.
Recommendation: After hearing the bid protest by Sinanian Development, Inc., .
it is recommended that the Agency: 1) Pursuant to the provisions contained in its
bid document, waive an informalities or irregularities in the bid submitted by
Fassberg and find that Fassberg met the submittal deadline on the bid date, and, 2)
Award the contract to Fassburg Construction Company and authorize the
Chairman to execute the contract documents for a total amount of $11,386,918.

y On Thursday November 30, 2000, bids were received and opened for the
replacement of the Rosemead Park irrigation system.

Recommendation: Award the project to the low bidder, Summit Golf, and
authorize the Chairman to execute the Agreement
5. AUTHORIZATION TO OBTAIN APPRAISAL SERVICES FOR
PROPERTIES LOCATED AT 8908 BENTEL AVENUE AND 4022
IVAR AVENUE
The property owner approached the Agency and expressed an interest in selling
these two properties to the Agency.
Recommendation: Authorize the Executive Director to hire an appraiser to
establish fair market value for the properties.
6. STATUS REPORT - EATON VILLAGE PROPOSAL
Robert McCoy, the project proponent, will be in attendance to give an update
presentation and answer any questions regarding the status of the project.
7. AUTI-IORIZATION TO ACQUIRE MIXED USE PROPERTY AT 9734
ABILIENE FOR PURCHASE PRICE OF $283,200
The subject property is adjacent to but located outside the project area for
Redevelopment Project Area No'. 2, and is within the site of the proposed
Eaton Village Project. Robert McCoy, developer of the Eaton Village
Project, entered into an escrow with the owner but has not timely closed
escrow. The owner has asked the Agency to acquire the property.
Recommendation: Upon request of City Council, authorize the acquisition of
the property as nominee for purchase price of $283,200 and authorize the
Executive Director to execute escrow instructions and related documents to effect
the transaction.
