The subject property consists of two, tenant-occupied single family dwellings located in the R-1
zone. The rear house has an unpermitted addition that has been converted to a third unit, but is not
occupied.
This property was previously before the Board on May 23, and June 27, 2000. Both times, the
Board ordered the matter be returned for Rehearing to the allow the property owners sufficient time
to meet with staff, obtain permits, and provide access for inspection. On June 28, 2000, the
property owner, Mrs. Lee, came to City Hall. She spoke with staff from both Building and Planning
Departments. Again, each department explained their respective requirements.
On July 3, 2000, the Building Official met with Mrs. Lee and her contractor at the property. The
substandard conditions were again discussed and explained to the contractor. At that time Mrs. Lee
agreed that the unpermitted work would be removed. On July 6, 2000, Mrs. Lee's contractor came
to City Hall to obtain "Repair per Rehab" permits. He did not bring plans for review, therefore the
permit could not be issued. (The site and floor plans are necessary to indicate the scope of work
and to ensure there is no misunderstanding as to what work must be removed.) On July 12, 2000
the contractor returned to City Hall with the proper plans. The plans were approved and permits
were issued.
A Notice of Hearing was mailed and posted on the property on July 11, 2000. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order that all substandard
conditions be removed and/or corrected by September 1, 2000

CASE HISTORY
8-12-99 City Code Enforcement received complaint of possible garage conversion at 3044
Sullivan Ave.
8-14-99 Mailed letter to property owner requesting an inspection of the property.
8-25-99 Property owner Woon Lee called and set up a property inspection for
Wednesday, September 1.
9-1-99 I went to the subject property of 3044 Sullivan Ave. and met with the property
owner Woon Lee. Upon my arrival Mr. Lee identified himself as an inspector for
the City of Los Angeles, Department of Public Works. Property owner Lee stated
that he has owned the property for about ten years and has not done any work to
the property. I advised him that the City had received a complaint of an illegal
conversion on the property. He again stated that he only had the two approved
units on the property and that the property was in the same condition as he had
purchased it. I admonished Mr. Lee that he could rent the two units only as
single-family dwellings and they may not be converted to duplexes without the
proper permits and approvals. Mr. Lee agreed and gave me his business card, I
then left the location.
9-5-99 Received a complaint of illegal patio enclosure and division of single family
dwelling into a duplex. I went to the location and inspected the property with one
of the tenants of the rear house. I was able to observe that the patio had been fully
enclosed, partition walls added, and a full kitchen installed. The tenant told me
that the property owner Mr. Lee had been advertising in the local papers the
enclosed patio as a one bedroom duplex. The tenant stated that a lady had recently
rented the unit and was in the process of moving in. I took pictures and then left
the location.
9-6-99 A check of building permits shows that there are no permits for the patio
enclosure, partition walls or second kitchen.
It is requested that a property rehabilitation case be started for 3044 Sullivan Ave.

The subject property consists of multiple vacant commercial buildings and structures located in the
M-1 zone. Inspection on June 19, 2000 revealed several substandard conditions and that many of
the buildings have been fire damaged and vandalized. A "Ten (10) day" certified letter was mailed
and posted on the property on June 21, 2000. On June 22, 2000, a "Notice of Intent to Barricade"
the property was mailed and posted on the property.
Inspection on June 26, 2000 revealed some progress in boarding and securing the property. Mr.
Kevin Chuang, President ofBottlemate Inc., the property owner, came to City Hall and spoke with
a Building Inspector and the Planning Director with regards to the boarding and securing of the
property. Also discussed was the possible demolition of the buildings and structures. Additional
time was granted to Mr. Chuang to complete securing the property. Inspection on June 27, 2000
revealed the property had been reasonably secured. The Building Official declared the property
substandard and filed a Declaration of Substandard Property with the Los Angeles County
Recorder's Office. On June 28, 2000, a corrected copy of the "Ten (10) day" certified letter was
mailed and posted on the property.
On July 05, 2000, a certified letter was received from Mr. Chuang indicating that Bottlemate Inc. has
decided to demolish the buildings and structures. He further indicated that he has obtained one bid
for demolition and is seeking another prior to making a decision and could possibly demolish the
buildings and structures within thirty (30) days.
A Notice of Hearing was mailed and posted on the property on July 11, 2000. All interested parties
have been notified.

This is to respond to your letter dated June 28"'. Right after I received your letter, I met with Mr. Brad
Johnson in the Planning Department and Mr. Chris in the Building Department of the City of Rosemead and
we talked about the matters you've mentioned in your letter.
After talking to them, our company has decided to demolish the property in Valley Boulevard in Rosemead to
comply with the Rosemead Building Code and to prevent any future problem. Right now I have already got
a quotation from a demolishing company and I am waiting for another contractor's bid. 1 will make my
decision as soon as I get the response and will start the demolishing work right away. Hopefully we can get
this done within 30 days.
The demolishing costs for sure will be way over 525,000 and a permit is required. Please release the permit
to our contractor when they apply for it.

NOTICE OF INTENT TO BARRICADE

Dear Mr. Chuang:
An inspection of the above mentioned property on June 21, 2000 found it to be open and accessible
in violation of the City of Rosemead Municipal Code. Section 9905 of the Building Code declares
all such buildings a public nuisance and requires the abatement thereof.
As the owner of record, you are hereby notified to comply with the requirements of the above code;
to securely barricade the building(s) BY 7:00 A.M., JUNE 26, 2000. Minimum barricade
requirements include 1/2 " plywood installed over all openings to the structure(s) to substantially
prevent unlawful entry. A six foot high temporary fence surrounding the property shall also be
installed in accordance with the City Municipal Code Section 9121.17(F). (Cop), enclosed)
In the event that you fail to comply with the deadline stated above it is the City's intention to enter
on the property and securely barricade the structure(s) to prevent unlawful entry COMMENCING
ON JUNE 26, 2000, to eliminate the threat to public safety.
The cost of the FHA style barricade performed by City contract includes fees of approximately
- 575.00 per security door, and between $35.00 to 550.00 per opening. The property will also be
fenced at the rate of 53.00 per lineal foot, with a pair of Pates costing about $95.00. The actual cost
of the work plus processing fees of 5521.70, as specified in the Building Code, will be charged to
the owner of the property.
Unpaid costs may become a special assessment against the property, this may require additional
recording and filing fees.

In your report you stated that due w the srmcturc damage caused by the Fire/.Arson, we
are in violation of Code 103.4.5 unsafe building- And that all structures on this site meet
the criteria of being unsafe. You have asked us to Repair, Rehabilitate or do complete
Demolition of the structures that retrain unsafe on these premises.
We arc in die process of submitting In the city of Rosemead the construction drawings for
the new building. Being that the city of Rosemead has put our project to moratorium, we
are waiting for the city's -further notice to resubmit our drawings. Once approval/permits
have been granted we will begin Demolition of current structures.
Meanwhile to meet satisfactorily your codes, ul' which we arc violating in your lnspection
Report, we will take the following measures:
1. We will remove all Combustible and Hazardous Materials.
2. All entrances have been keeping locked at any time to keep Unauthorized
Personnel off the promises.
3. We will hire a Sprinkler Contractor to inspect and perform a five year test of
the sprinkler svstem and we will provide you a Certificate of Completion.
4. We will file a letter of Agency with the Temple City Police Department to
prollibit unauthorized persons to enter our preen ses.

This memo is in regards to the above-referenced vacant occupancies in the City of
Rosemead. As you may be aware, Rosemead Engine Company 42, assisted by other
units from this Department, responded to a fully involved structure fire at that location.
It has come to my attention that this occupancy, which is made up of several buildings,
has been vacant for over a year and possesses a substantial fire and safety bazard.
These vacant structures are available for vagrants and others to use as shelter, thereby
creating a potential fire problem.
Fire Station 42 Captains, Battalion 10 Chiefs, and I believe that these buildings are a
public nuisance that require immediate abatement action. This would include eitber
totally boarding up the buildings to make access impossible or demolition.
