A. RESOLUTION NO. 2000-01 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 2000-01, for payment of City expenditures./
B. RESOLUTION NO. 2000-02 ADOPTING THE 2000 EDITION OF THE
" GREENBOOK" STANDARD SPECIFICATIONS FOR PUBLIC WORK,
CONSTRUCTION
By adopting this resolution, the Council resolves that the 2000 Edition of the Standard
Specifications for Public Works Construction will be adopted for use for public works
projects.
Recommendation: Adopt PResolulaOn No. 2000-02.

C. ORDINANCE NO. 801 -ESTABLISHING REGULATI S FOR THE
LOADING AND UNLOADING OF STUDENT PASSENGERS IN SCHOOL
ZONES
In response to City Council request, staff, local law enforcement and school
District personnel are working to improve student and traffic safety around
schools. The Ordinance promotes improved safety and enforcement of unsafe
practices.
mmendation: Introduce Ordinance No. 801 for first reading and schedule
for adoption at City Council meeting of February 8, 2000.

CONSULTANT SERVICES AGREEMENT - E. TSENG &
SSOCIATES - AB 939 COMPLIANCE TECHNICAL ASSISTANCE
AB 939 requires diversion of 50% of Rosemead's solid waste by 2000. The City
requires technical assistance to achieve that objective and avoid compliance order
sanctions, including fines.
Recommendation: Approve professional services proposal with E. Tseng & Associates
and authorize the transfer of $48,000 from unappropriated reserves.
CC AUTHORIZATION TO PARTICIPATE IN THE 2000 MEDIA BUY FOR THE
11✓✓ LOS ANGELES COUNTY STORM DRAIN PROGRAM
The 1996 NPDES Los Angeles County Municipal Stormwater Permit mandates that
comprehensive educational outreach activity is undertaken to educate residents about
stormwater pollution and potential solutions. Participation in the County's 2000 Media
Buy will satisfy the City's FY 1999-2000 responsibilities pursuant to Activity 1 of the
five-year Public Education Plan. The City's fiscal share is $1,430.82.
Recommendation: Authorize City participation in the 2000 Media Buy for the Los
Angeles County Stormwater Program.
CC-C QUEST FOR RED CURB AT 3319-3333 SAN GABRIEL BOULEVARD
SOUTH OF HELLMAN AVENUE
Request by property owner to install red curb and "NO PARKING" signage in front of
3319-3333 San Gabriel Boulevard because of poor visibility due to parked vehicles along
the curb in front of the property. Staff has reviewed the site's existing conditions,
reported traffic history and average daily traffic volumes. Field observation of the site
has identified that few vehicles park in front of the property, providing visibility to on-
coming traffic. However, there may be times when on-street parking is heavy thereby
impacting visibility. Based on this finding, staff recommendation included the
installation of "NO PARKING AT ANY TIME" signage in front of business site.
Recommendation: Approve installation of red curb and "NO PARKING AT ANY
TIME" signage.
CC-D 219 (GALLEGOS) - SURFACE NHNING AND RECLAMATION -

AB 219 will modify the Surface Mining and Reclamation Act (SMAKA) to change the
make-up of the State Mining and Geology Board and provide improved local control
of reclamation plans and monitoring.
Rerommendntioiw Support -AB 2_° (Gallegos) and authorize the Mayor to send the
appropriate correspondence.

CC-E 244 (SOLIS) - SURFACE MINING AND RECLAMATION - SUPPORT
244 will modify the Surface Mining and Reclamation Act (SMARA) to mandate the
inclusion of procedures to insure monitoring and mitigation of groundwater impacts,
among other things.
Recommendation: Support SB 244 (Solis) and authorize the Mayor to send appropriate
correspondence.

ANNUAL AWARDS DINNER AND AUCTION, MARCH 4, 2000
Recommendation: Authorize the exenditure of $225.00 for the placement of a
full-page ad in the program for the 169 Annual Affair of the Heart dinner.
®-G 2000-2001 BUDGET CALENDAR
The budget study session is tentatively proposed for Tuesday, June 6, 2000, at 6:00 p.m.
Recommendation: Approve the 2000-2001 Budget Calendar.

Y, AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
CITY MANAGERS DEPARTMENT MEETING, FEBRUARY 2-4,2000,
PALM SPRINGS
This conference will include the following sessions: Strategies for Building Community
Trust; the Changing Diversity of our Cities; and Innovations in Local Government.
Recommendation: Authorize the attendance of the City Manager.
CC-K APPROVAL OF CARNIVAL AGREEMENT FOR THE 2000 4TH OF
JULY/CITY ANNIVERSARY CELEBRATION
Approve the use of Blash Carnival for the 4'a of July/City Anniversary Celebration
Recommendation: Authorize execution of Agreement and $3.00 admission charge.
~C-L ACCEPTANCE OF WORK FOR CONCRETE REPAIRS AT VARIOUS
LOCATIONS - FISCAL YEAR 1999/2000
Concrete repairs at various locations within the city have been constructed in
conformance with the approved plans and specifications.
Recommendation. Accept the aroiect, authorize recordation of the Notice of
Completion by the City Cleric, and authorize release of the retention payment 35 days
after the date of the Notice of Completion.

--VC-M REQUEST FOR RED CURB AND "KEEP CLEAR" AT THE INTERSECTION
OF VALLEY BOULEVARD AND HIDDEN PINES STREET
Request by Hidden Pines Homeowners Association (HOA) because of their concern with
poor visibility due to parked vehicles on Valley Boulevard at Hidden Pines Street.
Additional concern is with eastbound vehicles stopped at the intersection of Valley
Boulevard and Walnut Grove Avenue which often block access into and out of Hidden
Pines Street. Upon review of the reported accident history, traffic count, and existing
conditions for this intersection, staff recommends the installation of 50' of red curb west
of and 20' of red curb east of Hidden Pines on Valley Boulevard. The installation of
"KEEP CLEAR" markings is not recommended at this time. At the December meeting,
the Traffic Commission voted 4-0 to approve the installation of "NO PARKING AT
ANY TIME" signage instead of the red curb.
Recommendation: Approve request for installation of "NO PARKING AT ANY
TIME" signage instead of red curb.
V. MATTERS FOR DISCUSSION AND ACTION
A. REQUEST BY CONSOLIDATED DISPOSAL SERVICE, INC. TO MODIFY
FIELD OFFICE HOURS
CDS is requesting that the Council consider modifying the terms and conditions of their
Agreement to reduce field office hours.
Recommendation: No recommendation.
