Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilman Imperial The Invocation was delivered by Pastor Jonathan Wu from the Evergreen Baptist Church ROLL CALL OF OFFICERS: Present: Councilmembers Bruesch, Imperial, Taylor, Mayor Pro Tern Clark, and Mayor Vasquez Absent: None APPROVAL OF MINUTES: JANUARY 25, 2000 - REGULAR MEETING MOTION BY COUNCILMEMBER TAYLOR, SECOND BY COUNCILMEMBER IMPERIAL that the Minutes of the Regular Meeting of January 25, 2000, be approved as submitted. ORAL COMMUNICATIONS FROM THE AUDIENCE H. PUBLIC HEARINGS An explanation of the procedures for the conduct of the public hearing was presented by the City Attorney. The City Clerk then administered the oath to all those persons wishing to address the Council on any public hearing item. HI. LEGISLATIVE A. RESOLUTION NO. 00-04 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for adoption. RESOLUTION NO. 00-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $338,488.55 NUMBERED 29624 THROUGH 29787 MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN IMPERIAL that the Council adopt Resolution No. 00-04. CONSENT CALENDAR (Item CC-A was pulled for discussion purposes) CC-B CITY COUNCIL USE OF CITY OWNED COMPUTERS MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN IMPERIAL that the Council approve the use of a City-owned computer by each Councilmember during their term of office at their personal residence. The computer set-up, including fax modem, printer, telephone line and Internet access will be paid for by the City. CC-A REQUEST FOR 24-HOUR PER DAY DRILLING OPERATIONS Councilman Bruesch stated that one of the concerns he has is that this operation takes place next to a grade school and a junior high school and requested that a security guard be present at both sites at all times to safeguard against the children accessing that area; second, he is concerned with the encroachment of southbound traffic on Walnut Grove during the morning rush hour and requested traffic controls and assistance during that time; and, lastly, requested that staff arrange a community meeting for residents to disburse information and answer any questions they have. Bob Coller, CH2Mhill, responded that he is present tonight to answer any questions, and that Councilman Bruesch's requests are acceptable. Mr. Coller explained that the wells will be permanent and will be covered by a manhole cover. MOTION BY COUNCILMAN BRUESCH, SECOND BY MAYOR PRO TEM CLARK that the Council grant permission to CH2M for 24-hour drilling operations to install two monitoring wells on Walnut Grove Avenue; that a security guard be present at both sites at all. times; that traffic controls and assistance be implemented at those locations; and, that staff arrange a community meeting for residents affected by the wells. Councilman Bruesch suggested that the Traffic Engineer meet with CH2M representatives to determine the amount of encroachment on the lanes and to develop a traffic plan. V. MATTERS FOR DISCUSSION AND ACTION A. AUTHORIZATION TO FILE BID FOR PROPERTY LOCATED AT 9201 LOWER AZUSA ROAD (APN: 8592-019-061) Councilman Taylor inquired about the Cal Trans property on Walnut Grove and Hellman that the State was selling for $10,000. Frank Tripepi, City Manager, responded that the State will not conduct soil samples nor will they guarantee the condition of the soil. If the City wants those tests we'll have to pay for them ourselves. CCMIN2-8-00 PAGE N2 Councilman Taylor asked about the Lower Azusa property and what becomes of the lien rights with regards to banks and loans against it. Robert Kress, City Attorney, replied that the process provides that if after the Notice of the Right of Redemption, and if there is no redemption by the property owner or mortgage holder, than the City will own title free and clear. Councilman Taylor, referring to the Cal Trans property, stated that the majority of that area is paved and should not be contaminated under the asphalt and that the contamination may be on the dirt around it on the portion that the State is not selling. Mr. Tripepi stated that Cal Trans used that property for storage of their vehicles for many years and through the years may have had such instances of leaking battery acid or oil onto it. Mr. Tripepi stated that that is probably why the State will not guarantee the soil. Mr. Tripepi suggested that this item be returned at the next meeting to authorize a soils test at that site. Councilman Taylor stated that that location is ideal as it is centrally located. Mr. Taylor gave an example of a situation that was discussed at an SCJPIA meeting, of contamination from the lead content of gas getting into the dirt on the side of the off-amps, and that Caltrans had to pay to export the contaminated dirt and disposal of it. Mr. Taylor stated that the Walnut Grove property should be fairly clear of any contaminated dirt. Mr. Tripepi stated that if the Council is comfortable that the property is not contaminated, this item can be placed on the next agenda to purchase the property for $10,000. Councilman Taylor stated that a soils test be conducted just on the top soil. Mr. Tripepi suggested tabling the current agenda item. Councilman Bruesch stated that the Lower Azusa property is near the train tracks which will be handling the increased train traffic once the Alameda Corridor East is completed in 2002. Mr. Bruesch stated that he would like to have the City own this property in case there is a need for improvements at the intersections once the increased traffic occurs. Mr. Bruesch stated that he also favors obtaining the Cal Trans property. However, he is concerned that it once was an electrical storage yard in the early 1950's, at which time electrical insulators were made with PCP, an extremely polluting type of element. Mr. Bruesch stated that care be taken with regards to soil clean up. ` Councilman Imperial stated that the Cal Trans lot is an eyesore and the City should purchase it, and if it is not used, it will at least be cleaned up. Councilman Taylor confirmed that the City will conduct a soils test prior to bringing the purchase of the property back on a future agenda. Councilman Bruesch stated that he does not want to chance losing the property on Lower Azusa as it may be needed in the future. MOTION BY COUNCILMAN BRUESCH, SECOND BY COUNCILMAN TAYLOR that the Council approve the agreement and authorize the Mayor to sign the agreement with the County of Los Angeles to file a bid for 9201 Lower Azusa Road. MEMBERSHIP IN THE SAN GABRIEL VALLEY ECONOMIC PARTNERSHIP OF COMMERCE & CITIES MOTION BY COUNCILMAN IMPERIAL, SECOND BY COUNCILMAN BRUESCH that the Council authorize membership in the Economic Partnership of Commerce & Cities and appropriate the necessary funds. Before vote could result, more discussion ensued. Councilman Taylor asked what will this organization provide more efficiently than Rosemead's Chamber of Commerce? Councilman Bruesch responded that this organization is working with the SGV COG to promote businesses in the Valley and to develop a technical corridor, gather data to help the cities and COG to meet the requirements of State mandates, i.e. should a city need information on developing businesses or the availability of low cost housing, etc. Councilman Taylor stated that most businesses will go to the City first for information on such things as zoning law, building regulations, then to the local Chamber of Commerce to obtain business information, and to the County Tax Assessor's office for background information on the property. Mr. Taylor stated that the primary goal of the Chambers are to promote business development within the community. Mr. Taylor stated that he does not have a problem with the organization itself, but as far as directly benefiting the City of Rosemead, it is a duplication of services that our Chamber already provides. Councilman Imperial stated that Valley Boulevard has been left alone and the Chamber can only do so much. Mr. Imperial stated that there are no new businesses on Valley Boulevard and that we need this organization's help. _ Councilman Taylor asked how is this organization going to specifically improve Valley Boulevard? Frank Tripepi, City Manager, explained that not only will this organization gather information from cities, but they go out of state to market the San Gabriel Valley to encourage businesses to relocate here. They will be a public relations arm to promote the Valley. Mr. Tripepi stated that the local chamber's do not have the ability to do that. Councilman Imperial stated that Rosemead needs this help. Councilman Bruesch stated that over the years, the San Gabriel Valley cities have lost their identity as individual cities. Corporation and marketing firms are concerned with areas, freeway access, schools and colleges, and not with individual cities. Mr. Bruesch stated that local chambers cannot market themselves that way, but the Partnership can make the San Gabriel Valley and the cities in it more attractive. Mayor Pro Tern Clark called for the question.
