LEGISLATIVE ACTION BRIEFING, MAY 22-23,2000, SACRAMENTO
Attached for your consideration is information regarding the aforementioned conference. The
two day format will consist of a series of briefing sessions regarding the reported $9 to $15
billion budget surplus the State of California is sitting on. The League is of the opinion that this
"City Action Day" presents an opportune time for the State to make substantial and on-going
commitments to local government finance. It will also provide us an opportunity to meet with
our State Legislators.
RECOMMENDATION
It is recommended that the City Council authorize the attendance of any Council member, the
City Manager and staff as designated by the City Manager.

According to reliable reports, the State of California is sitting on a budget surplus that is
between $9 to S15 billion for the 2000-2001 budget deliberations. This is the year for the State
to make substantial and on-going commitments to local government finance. It is time to put
the property tax shifts of the early 1990's behind us and stabilize local government finance.
In early to mid-May, the State will assess its revenue picture with its annual May Revision of
Revenue Estimates. This assessment analyzes the personal income tax receipts from the April
15 filing date. Once this analysis is released, the final and most important phase of the budget
process begins. This is the primary reason the City Action Day is being set for May 22 and 23,
2000 in Sacramento. Please mark your calendars and attend!
The two-day format will consist of a series of briefing sessions and the opportunity for you to
make appointments with your Legislators and press.
Be sure to register early because space is limited. Only advanced registration is
available for this briefing.
