A. PUBLIC HEARING TO CONSIDER PROTESTS RELATING TO THE
IMPOSITION OF LIENS ON REAL PROPERTY IN CASES WHERE THE
RUBBISH COLLECTION OF SAID PROPERTY HAS BECOME
DELINQUENT.
Pursuant to the contract with Consolidated Disposal Services, a Public Hearing has been
scheduled to consider protests regarding the imposition of liens on real property or all
delinquent customers. All subject property owners have been notified by mail.
Recommendation: Direct staff to take the necessary steps to place liens on those
properties that have not paid by 6:00 p.m. on June 30, 2000.

THE CITY OF ROSEMEAD AMENDING GENERAL PLAN LAND USE .
DESIGNATION FROM "PUBLIC FACILITIES" TO "COMMERCIAL"
B ORDINANCE NO. 805 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD AMENDING ZONING MAP FROM "A-I;LIGHT
MULTIPLE RESIDENTIAL" TO "C-3 D; MEDIUM COMMERCIAL WITH A
DESIGN OVERLAY" - INTRODUCE
A request to change the land use designation of an existing Southern California Edison
right-of-way to allow for the development of an automobile dealership.
Recommendation: Approve zone change subject to conditions; adopt Resolution No.
2000 _ and waive reading in full and introduce Ordinance No. 805.
PUBLIC HEARING - CONSIDERATION OF THE NEGATIVE
DECLARATION PREPARED FOR THE GRAND AVENUE STORM DRAIN
The Council will consider approval of a Negative Declaration, prepared pursuant to the
California Environment Quality Act (Section 21000 et. seq. of the Public Resources
Code) for the subject project. The finding of the Negative Declaration is that the
proposed project will not have a significant impact on the environment due to the
mitigation measures that have been added to the project.
Recommendation: Open the Public Hearing on the adoption of the Negative
Declaration for the Grand Avenue Storm Drain Project; following the Public Hearing,
adopt and approve the Negative Declaration.

Ordinance 806 was introduced for first reading at the Budget Study Session on June 6,
2000.

C. ORDINIANCE NO. 807 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD AMENDING CHAPTER 5.28 OF THE ROSEMEAD
MUNICIPAL CODE, PROVIDING FOR THE ESTABLISHMENT AND
GRANTING OF FRANCHISES FOR THE MAINTENANCE AND
OPERATION OF CABLE TELEVISION SYSTEMS AND FOR THE
CONTINUING REGULATION AND ADAgNISTRATION OF THESE
FRANCHISES - INTRODUCE
The purpose of this item is to consider and introduce amendments to the Rosemead Cable
Television Ordinance, Chapter 5-28 of the Rosemead Municipal Code, preparatory to adopting
the franchise renewal agreement with Charter Communications Entertainment If. Recommendation: Introduce Ordinance No. 807, receive the renewal agreement, and
consider adoption of both at the City Council meeting on June 27, 2000.

D. URGENCY ORDINANCE NO. 808 - AN URGENCY ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING THE
ROSEMEAD MUNICIPAL CODE BY DELETING THE REQUIREMENT OF
CURB, GUTTER AND SIDEWALK INSTALLATION FOR CONSTRUCTION
PROJECTS - ADOPT
Based on recent findings, staff recommends a repeal of the Municipal Code section that
mandates the construction of curbs, gutters, and sidewalks during substantial new--- - -
constructions ($10,000 or more valuation). The proposed amendment will retain the
requirement of street tree planting and the enclosure of unused driveway approaches for
new construction.

RESOLUTION NO. 2000-30 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD SUPPORTING THE DEVELOPMENT OF THE
EATON VILLAGE SHOPPING CENTER JOINTLY WITH THE CITY OF EL
MONTE
The City Councils of Rosemead and El Monte met jointly at an adjourned meeting on
May 30, 2000 to discuss the development of the Eaton Village, a neighborhood village
shopping/entertainment center on Valley Boulevard between Temple City Boulevard and
Rowland Avenue. Both cities agreed to support the concept of the proposed
development.
Recommendation: Adopt Resolution No. 2000-30.
IV. ENT CALENDAR- RECOMMENDATION: APPROVAL
OF BIDS AND AWARD OF CONTRACT FOR CURB HOUSE

On June 1, 2000, bids were received for the subject property, which provides for the
painting of curb house numbering throughout the City. -The Council will consider - _
accepting all bids and awarding the contract to the lowest, responsible bidder, Almaron
- Corporation. _ - ' - -
Recommendation: Accept all bids and award the project to Almaron Corporation; and
authorize the Mayor to sign the contract on behalf of the City.
APPROVAL OF ENTERTAINMENT PERMIT FOR SPIKE'S BAR & GRILL,
7813 E. GARVEY AVENUE
Pursuant to the Rosemead Municipal Code, an Administrative Hearing was held on May
25, 2000 regarding the approval of an Entertainment Permit. The hours of entertainment
will be Fridays and Saturdays, 9:00 a.m. to 1:00 a.m., and Sundays, 2:00 p.m. to 6:00
p.m.
Rec mendation: Grant an Entertainment Permit contingent upon the list of
c ditions.
CC-C AWARD OF BID - COPYING MACHINES
On May 30, 2000, staff opened two bids for replacement high-speed copying machines.
Bids were sought on the Ricoh Aficio 850 On-Demand Digital Imaging System and
Ricoh Aficio 650 Integrated Digital Imaging System.
Recommendation: Award the bid for replacement copying machines to Ikon Office
Solutions for both the Ricoh Aficio 850 and Ricoh Aficio 650 Imaging Systems.

V. MATTERS FOR DISCUSSION AND ACTION
A. ASSESSMENT OF TEMPLE CITY BOULEVARD RUCK ROUTE
The Traffic Commission has directed staff to assess the impacts associated with the
removal of Temple City Boulevard as a designated truck route. At the June 1, 2000
meeting, the Traffic Commission approved the preliminary assessment to be forwarded to
the Council for direction.
