Staff Recommendation Staff recommends that the City Council authorize the attendance, at City expense, any Council Member, City Manager or staff designee. ANALYSIS Conference sessions will include: Making Sound Decisions in Local Government; Solutions for Challenges Facing Cities; Building Sustainable Community with Ethics and Credibility; and Developing Leadership Strategy. INTENTIONAL LEADERSHIP Become intentional about how you develop as a leader, positively influence others and best serve. Leaders intentionally invite change; they encourage change notes an accident, but by design. In the world of leadership practices, this is recognized as the skill set of strategy, which is not the same as strategic planning. Rather, it is learning an applied strategy model: leaders causing measurable outcomes, through the application of sufficient assets, leveraged through target- ed behaviors that when complete will achieve those outcomes. Using a skill set of strategy will help facilitate a leader to overcome the natural resistance to change by marshalling assets and instituting behaviors committed to change. SCHEDULE OF EVENTS (subject to change) PRESENTERS Carolyn Comitta is the new Mayor of West Chester, Pennsylvania. She has served as a West Chester Borough Council Member after being elected to council in 2006. Comitta has served as Chair of Borough Council's Public Safety Committee; chaired the Planning, Zoning, Business & Industrial Development (PZBID) Committee 2006; and served on the Council's Parks, Recreation and Environmental Protection Committee, and PZBID Committee. Prior to being elected to council, Corrine Christopher Lowell (aka Benjamin Franklin) has been a teacher/actor for over 40 years. Chris taught and acted in Philadelphia for six years. And in France, he taught in Brittany, the region where Ben Franklin firsttouched French soil in December of 1776. For six years, he taughttheater at the University of Colorado- Colorado Springs. Now retired from university teaching, Chris uses his energy and enthusiasm to bring the extraordinary life and accomplishments of Ben worked with the Octorara Area School District, Chester County, PA serving as a curricu- Franklin to audiences across the country. Like Benjamin Franklin, Chris has lived many lum Specialist and Teacherfrom 1974-1985. She was appointed to the National League of years in Pennsylvania, loves Paris, and has a particular fondness for Bordeaux wines. Cities' Leadership Training Council in 2666 and continues to serve on the LTC committee. Retired General Anthony C. Zinni is President, CEO, and Chairman of the Board of BAE Systems, Inc. General Zinni retired from the mili- tary in 2000 after commanding the US Central Command. He joined the Marine Corps' Platoon Leader Class program in 1961 and was commissioned an infantry second lieutenant in 1965 upon graduation from Villanova University. General Zinni has participated in presiden- tial diplomatic missions to Somalia, Pakistan, Ethiopia, and Eritrea, and State Department missions involving the Israeli-Palestinian conflict and conflicts in Indonesia and the Philippines. General Zmm was the Terry Sanford Lecturer in Residence and Visiting Professor of Public Policy Studies at Duke University and currently holds the Frank H.T. Rhodes Class of '56 Professorship at Cornell University. His latest book "Leading the Charge" was released this past August. Unlike Ben, Chris is decidedly NOT handy with tools and has had a rather spectacular failure rate at flying kites. Fred Morsell's lake Frederick Douglass) professional acting career spans more than thirty-eight years. Acclaimed across the United States for his portrayal of Frederick Douglass, Morsell performed at many of the nation's Frederick Douglass centennial celebra- tions, staged throughout 1995, most notably as the performer of choice for the National Park Service Celebrations in Washington, D.C. In 1994, he was featured on the BILL MOYERS JOURNAL, delivering Frederick Douglass' last great speech, "THE LESSON OF THE HOUR." Since 1984, Fred Morsell has become a scholar on the life and times of Frederick Douglass. He performs his one- man, two-act play, PRESENTING MR FREDERICK DOUGLASS for colleges, and delivers speeches by Frederick Douglass all over the country. Richard F. Callahan is Associate Dean and Director of State Capital and Leadership Programs at the USC State Capital Center in Sacramento, CA. Since 1998, he has directed the delivery of gradu- ate degree programs in Sacramento, with 35 classes annually, as well as directing in the past year, six leadership training programs, designed and presented by USC, for: state government executives: newly elected local officials and staff; regional government nonprofit and county health executives; county mental health executives; and legislative staff from across the United States, working with over 600 executives in leadership programs. Callahan has over 12 years of local government and county government experience, including 5 years as a township administrator for a $35 million annual operating budget in addition, he has designed and implemented a range of new local government programs. , Dr. Vera Vogelsang-Coombs is a political scientist who specializes in public administration; she serves as Dean and Associate Professor at Cleveland State University. She is a recognized expert in the areas of mayoral and city council leadership, city manage- ment, public administration, performance measurement, and dem- ocratic governance. Prior to becoming Dean, she was the director of the Master of Public Administration (MPA) Program at the Maxine Goodman Levin College of Urban Affairs of Cleveland State University. US News and World Report has ranked the MPA Program as 92 in the nation in city management and urban policy. She also was the director of Leadership Programs at the Levin College of Urban Affairs at Cleveland State University. A redeeming quality of our fast paced world is that,leaders are morelikely not to be defined by any one moment forever. Consequently, the leadership style that you use today does not need to be the framework or style thatyouhave to use tomorrow.
