CC - Item 9H - Request for Red Curb at 2702 Del Mar AvenueROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: AUGUST 24, 2010 SUBJECT: REQUEST FOR RED CURB AT 2702 DEL MAR AVENUE SUMMARY The Traffic Commission reviewed a request to install red curbing at 2702 Del Mar Avenue. The resident at this address expressed concerns that on- street parking reduces visibility and creates an unsafe driving condition. After visiting the site, it was recommended that red curbing be added to help improve safety concerns. Based on these observations, the Traffic Commission approved the recommendation to install red curbing. Staff Recommendation It is recommended that the City Council approve the Traffic Commission's recommendation and authorize staff to install approximately 15 feet of red curbing at 2702 Del Mar Avenue. DISCUSSION City staff received a letter request from a resident at 2702 Del Mar Avenue to install red curbing. There is approximately 15 feet of curb and gutter in between the driveway approaches at 2702 and 2696 Del Mar Avenue. The resident's letter indicated that vehicles routinely block a portion of adjacent driveway approaches and make ingress and egress from his driveway difficult. The resident further maintained that vehicles parked in this location create a visibility impediment. As a result, the resident is requesting that red curbing be installed at this location. Del Mar Avenue is approximately 50 feet wide with one traffic lane for both northbound and southbound traffic. Opposing lanes of traffic are separated by a double yellow centerline marking. The posted speed limit on Del Mar Avenue (from Garvey Avenue to Graves Avenue) is 35 mph. Field observations were made in the vicinity of 2702 Del Mar Avenue in late morning and late afternoon hours of a regular weekday. On street parking in this area is moderate to heavy on both the east and west side of Del Mar Avenue. Most sections of APPROVED FOR CITY COUNCIL AGENDA: ITEM NO. _ q+ City Council Meeting August24,2010 Paae 2 of 2 on- street parking are located in long curb and gutter stretches (over 25 feet in length) in between driveway approaches. There is also existing red curbing adjacent to the property at 2712 Del Mar Avenue. Further observations revealed that there is a small stretch of curb and gutter in between driveway approaches at 2702 and 2696 Del Mar Avenue. Cars that park at this location limit the ability to see oncoming traffic heading northbound on Del Mar Avenue. Based on these conditions, the Traffic Commission concurred with the recommendation that red curbing be installed at this location. FINANCIAL REVIEW Funding for this work is included in the Fiscal Year 2008 -09 budget. This request is being submitted based on the following conditions: 1. Area is insufficient parking for (1) vehicle. 2. Causes blocked view and unsafe egress. 3. Area not available for trash cans for collection. 4. The curb outside residence located at 2712 was converted to a no parking zone for similar reason(s). Due to this space being insufficient for parking, we have had vehicles parked in this space which have blocked their driveway and also block the line of vision for a safe exiting of driveway. There have also been numerous vehicles sideswiped due to the close proximity to vehicles making left hand turns onto Newmark Avenue. In addition, for the past 40 plus years our parents have used this space to place their trash cans out for collection. However, this space is rarely available for their cans, and it is almost impossible to get individuals to relocate their vehicles. (Note: Cans left on sidewalk are not collected) The curb outside the residence at 2712 was converted to a no parking zone for parking issues similar to those of our parents. This curb measures 16 feet, while the curb outside our parents residents only measures 13 feet. Therefore, we would like to thank the Traffic Commission and the City Council Members for their time and consideration of this important matter.
