CC - Item 10A - Bridge Painting Project at San Bernardino Freeway - Color and Logo DesignROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: AUGUST 24, 2010 SUBJECT: BRIDGE PAINTING PROJECT AT SAN BERNARDINO FREEWAY - COLOR AND LOGO DESIGN SUMMARY As part of the City's Capital Improvement Program, the City Council approved funding to enhance the aesthetic look of City entry-points from the San Bernardino Interstate 10 Freeway. This project is included in these efforts and consists of painting three (3) freeway bridges at Rosemead Boulevard, San Gabriel Boulevard and Del Mar Avenue. On July 27, the City Council approved a contract to proceed with the bridge painting project. Also at this meeting, the Council asked that staff make revisions to the conceptual drawings that were prepared. The revisions included: • Changes to the paint color to include only a single background color (similar to the look used on the Walnut Grove Avenue/1-10 Bridge); and • Alternative options for the "Rosemead" logo design. These changes have been incorporated into revised conceptual drawings. Once the painting design is finalized, staff will work with the contractor, Painting and Decor LTD, to schedule a start date for the project. It is anticipated that this project will begin in late- September, after Caltrans completes construction work along Interstate 10. Staff Recommendation It is recommended that the City Council approve the attached design option, which is similar to the existing logo design on the Garvey Avenue Bridge. ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JULY 27, 2010 SUBJECT: BRIDGE PAINTING PROJECT AT SAN BERNARDINO FREEWAY - CONTRACT AWARD SUMMARY As part of the City's Capital Improvement Program, the City Council approved funding to enhance the aesthetic look of City entry-points from the San Bernardino Interstate 10 Freeway. This project is included in these efforts and consists of painting three (3) freeway bridges at Rosemead Boulevard., San Gabriel Boulevard and Del Mar Avenue. The project consists of initially water blasting, sealing and priming all surfaces, followed by applying graffiti-resistant paint to ensure quick and easy removal if surfaces are tagged. In addition, the project calls for the installation of large City seals on the bridge walls, indicating entry into City of Rosemead, as appropriate. The color and logo design will be similar to the recently painted Walnut Grove Avenue bridge. The City of San Gabriel has expressed a desire to participate as a funding partner for the bridge painting work on the northern side of San Gabriel Boulevard and Del Mar Avenue. The City of El Monte has indicated its inability to provide funding for painting work on the southern side of Rosemead Boulevard. Staff Recommendation Staff recommends the following: Authorize the City Manager to enter into a contract with Painting and Decor, LTD for the Bridge Painting Project at San Bernardino Freeway in the amount of $152,200.00. 2. Establish an amount of 10% of the contract amount ($15,220.00), as a contingency, to cover the potential cost of unforeseen site conditions. Authorize the City Manager to execute any agreement documents with the City of San Gabriel for its potential contribution towards the completion of this project. APPROVED FOR CITY COUNCIL AGENDA'. City Council Meeting July 27, 2010 Page 2 of 3 DISCUSSION Rosemead Boulevard, San Gabriel Boulevard and Del Mar Avenue are some of the City's most traveled north/south roadways. The Freeway 10 underpasses at these locations have been some of the most graffiti-tagged locations in the City. Over the years, numerous color paints have been used to cover the graffiti on the bridge walls, resulting in unsightly bridge appearances. Aesthetic improvements at these bridge underpass areas will greatly improve the image of these areas, similar to the Walnut Grove Avenue bridge underpass. Future maintenance of the underpass area will continue to be managed by the City's Public Works staff. All areas will be covered with a protective graffiti coating to minimize graffiti. Staff currently utilizes graffiti coating in several locations throughout the City and has had success with the product. Anti-graffiti coatings do not discolor paint and are compliant with AQMD emission rules. On April 27, 2010, the City Council authorized staff to advertise and solicit bids. A Notice Inviting Bids was published in local news publications and advertised for area contractors. At 11:00 AM on May 19, 2010, the City Clerk publicly opened and read two (2) sealed bids with the following results: 1 Painting and Decor LTD Orange, CA $152,200.00 2 Prime Painting Co Northridge, CA $166,855.00 Staff reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that Painting and Decor, LTD is the lowest responsive bidder to perform the construction of this project. Painting and Decor, LTD has satisfactorily completed similar projects for Pasadena USD, Glendora USD and Coast Community College District. After completing the public bid opening, staff contacted the City of San Gabriel and the City of El Monte to determine their interest in cooperating on the painting project. The City of San Gabriel has indicated its desire to participate in this project and may contribute a certain negotiated amount towards the cost of the painting work on Del Mar Avenue and San Gabriel Boulevard. The City of The City of El Monte has indicated its inability to participate in this project, citing funding constraints. Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: July 27th, 2010 -City Council Awards Contract August 15th to September 30th - Tentative Painting Schedule City Council Meeting July 27, 2010 Page 3 of 3 October 15t, 2010 - Tentative Proiect Completion October 15th, 2010 - Tentative Notice of Completion by City Engineer FINANCIAL REVIEW Funding for this project was approved by the City Council as part of the City's Capital Improvement Program budget. The engineer's estimate for the project was $180,000. The total appropriation needed for this project is $167,420, including a 10% contingency for unforeseen conditions. Funding for the Rosemead Blvd. bridge painting will be derived from the Community Development Commission (redevelopment funds). The San Gabriel Blvd. and Del Mar Ave. projects will be accomplished with gas tax funding. Of this amount, the City will be reimbursed a certain amount, still being negotiated as of this writing, from the City of San Gabriel for a portion of the painting cost. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment.
