In 1996, the California Legislature approved AB 3229 (Brulte) allocating $100 million additional
funding for local police services. Since then the funding has been renewed annually by the
Legislature. The Citizens' Option for Public Safety (COPS), or `Brulte funds" are very similar to the
federal Local Law Enforcement Block Grant (LLEBG) that the City currently receives through the
federal Department of Justice. Both funding sources may be used to pay for any "frontline police
services," as long as the funds are not used to supplant existing services. Last year Brulte funds were
earmarked for computer technology and equipment for commercial vehicle enforcement. A
significant portion of Brulte funds were reprogrammed this past year for Sheriffs overtime
expenditures (gang and DUI enforcement) after other options were identified for obtaining the
commercial vehicle enforcement resources and services.
Attached is the Sheriffs Department proposal for allocation of the approximate 5378,500 of FY
1999 -2000 funds and prior years' carry -over funds. Recommended expenditures include allocations
for overtime charges and the purchase of an additional motor traffic enforcement unit.
RECOMMENDATION:
Staff recommends that the City Council conduct the required public hearing, and approve the
appropriation of Citizens' Option for Public Safety (COPS) funds in the amount of $378,500 from
unappropriated reserves per the recommendations contained in the Sheriffs Department report for
FY 1999 -2000.

RECOMMENDATION FOR THE USE OF GRANT FUNDS
The following recommendations are submitted for your consideration :

The City of Rosemead's receipt of funds under the Citizen's Options for Public Safety
[COPS] program, better known as Brulte Funds, offer us an opportunity to fund the newly
deployed Traffic Motor Officer, using the 1998 COPS grant fund, which totals $125,855.98.
The cost of this item is $102,078.00 per year, plus the 6% Liability Insurance charge
[$6,124.68] for a total cost of $108,202.68. The use of these funds do not have the
retention requirements found in other grant allocations, should future financial
considerations force the reduction of services, If additional funds available from this
program, the specialized equipment used by the motor deputy, such as the Laser Speed
Gun should be allocated to this funding source. Funds should also be ear - marked for
maintenance and repairs of specialized equipment.
COPS [Brulte] grant funds may also be used for overtime expenditures. The 1999 grant
funds, totaling $126,729.50, could be used to augment the implementation and operation
of Rosemead's Community Oriented Policing programs and activities, fashioned to control
or reduce crime, delinquency, or public disorder. Specific community problems can be
targeted and overtime expended for officers as they address the problems.
To this end, the following are examples of problems which can be identified and targeted
for problem solving operations using Brulte 1999 grant funds as the funding source for
overtime operations. These expenditures would fund the deployment of additional
personnel, on special assignment, to extend service and add to our community oriented
policing /problem solving model. This would not fund regular overtime needs. With the
shifting of priorities and conditions, the list of special operation needs may change. It
would be most beneficial if authorization is given to the City Manager, by the council, to
pre- approve all special operations under this grant, at his discretion, based on
demonstrated need at the time of request. The Council could then be advised by staff of
the actual special operations made under this grant.

Such special assignments could include:
■ Gang enforcement operations targeting specified gang members, activities and
locations.
■ Foot Patrols on Valley and Garvey Boulevards, in the business districts, to improve
contact with business persons and citizens engaging in commerce.
■ Bicycle patrol operation in targeted business and residential areas to reduce crime
and increase citizen contacts.
■ School truancy operations.
■ Juvenile curfew operations.
■ Liquor law operations targeting locations which illegally sell alcoholic beverages to
under -age youth and locations where such beverages are consumed and
intoxicated individuals congregate.
■ Drunk driving check point operations.
■ Drunk driving enforcement operations during.specified holiday and weekends.

The regular meeting of the Rosemead City Council was called to order by Mayor Clark at 8:05
p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California.
The Pledge to the Flag was led by Councilman Bruesch
The Invocation was delivered by Pastor Ken Fong of Evergreen Baptist Church

1. ORAL COMMUNICATIONS FROM THE AUDIENCE
John Logan, 4038 Temple City Boulevard, presented a program developed by the
California Department of Corporations to protect citizens against illegal telemarketing and
investment fraud. Mr. Logan suggested presenting this project to the seniors in Rosemead.
Fernando Wong, 2200 Olympic Boulevard, Los Angeles, remarked on possible problems
should the Council overpower employees, this will cause them to react to the extreme and
infringe on people's rights.
II. PUBLIC HEARINGS
An explanation of the procedures for the conduct of the two public hearings was
presented by the City Attorney.
A. PUBLIC HEARING TO CONSIDER RECOMMENDED EXPENDITURES
OF CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) FUNDS
Frank Tripepi, City Manager, opened the public hearing.
The Mayor opened the public hearing for those in the audience wishing to speak on this
matter.
There being no one wishing to speak, the Mayor closed the public hearing.
MOTION BY COUNCILMAN VASQUEZ, SECOND BY MAYOR PRO TEM
IMPERIAL that the Council approve the appropriation of Citizens' Option for Public Safety
(COPS) funds in the amount of $387,500 from unappropriated reserves per the recommendations
contained in the Sheriffs Department report for FY 1999 -2000. Vote resulted:
