Attached for your consideration is information regarding the aforementioned conference.
Sessions include the following topics: Update on Statewide Issues such as the VLF, Grassroots
Lobbying and the State Budget, Retaining a Talented Workforce „and Developing Community
Leaders. Staff has attended this seminar in the past.
RECOMMENDATION
It is recommended that the City Council authorize the attendance of the City Manager and staff
as designated by the City Manager.

MANAGER
As population and urban densities continue to increase, concern has been raised about the
ability of city government to effectively address issues that cut across jurisdictional
boundaries (i.e, affordable housing, air quality, water quality, traffic and transportation).
Cities, under the stewardship of city managers, have traditionally and vigorously resisted
options that shift control over land use, transportation and infrastructure to regional
entities. This session will look at several models for altering how regional decision -
making occurs against the backdrop of determining the appropriate role of the city
manager in this debate.

IV. WE'RE ALL IN THIS TOGETHER: HOW CITY MANAGERS CAN MAXIMIZE THEIR 'USE' OF
ASSISTANT CITY MANAGERS AND IMPROVE THEIR SUPPORT SYSTEMS
The City Manager's role is changing and in many mays becoming more demanding. The
purpose of this panel is to explore the question of whether City Managers have an
opportunity to more productively use their Assistants as a way to prevent spreading
themselves too thin. The panel will also discuss ways to build the relationship between
City Managers and Assistants to make such delegation successful and create a mutual
support system.
