Mayor Pro Tern Bruesch requested clarification on the Dunn and Bradstreet rating for
Mike Prlich & Sons, which states that that business discontinued operations in 1999.
Robert Kress, City Attorney, explained probably what transpired is that Mike Prlich &
Sons sole proprietorship ceased to.exist and it became a corporation. That necessitates a change
in the licensing whereby the corporation obtains the contractor's license.

TAYLOR that the Council accept the bids and award the project to Mike Prlich and Sons Inc., in .

Juan Nunez, 2702 Del Mar, Rosemead, stated that in his neighborhood, no one puts out
their recycling bins and that the City cannot meet it's mandated 50% disposal rate.
Mayor Pro Tern Bruesch explained that approval of tonight's contract will allow for time
extensions to enable other programs to be developed. Mr. Bruesch stated there is a recycling
program in place at the schools and we are currently developing a business partnership whereby
businesses can begin recycling and buying recycled products.
Mayor Imperial stated that Rosemead has met State requirements, but that the State
changed their requirements.

AUTHORITY
Assembly Bill 152 (Calderon), amended the San Gabriel Basin Water Quality Authority Act to
provide that if a city member or alternate on the 'YN'QA Board ceases to be a city council member, his
or her seat on the WQA Board shall be deemed vacant. Councilwoman Clark serves as the Member
representing Cities without Pumping Rights; however, the office of Alternate Member representing
Cities without Pumping Rights has become vacant. The Act provides that the vacancy shall be filled
by a special election.
The WQA Board called a special election to fill the vacancy. At the regularly scheduled meeting of
December 11, 2001. the City Council adopted Resolution No. 2001 -39 nominating Councilman
Mike Miller from the City of West Covina.for the Alternate Member representing Cities without
Pumping Rights. During the nomination period that closed on Thursday, January 3, 2002, two
councilmembers were nominated by cities without pumping rights. Councilman Manual Lozano,
City of Baldwin Park, was nominated by Baldwin Park and Duarte, while Councilman Mike Miller;
City of West Covina, was nominated by Rosemead and West Covina.
Each city has one vote for each 10,000 residents, thereby, giving Rosemead five votes to cast.
Resolution No. 2002 -10 authorizes casting Rosemead's five votes for Councilman Mike Miller for
the Alternate Member representing Cities without PumpinggRights.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 2002 -10 authorizing the casting of
Rosemead's five votes for Councilman Mike Miller for the San Gabriel Basin Water Quality
Authority's Alternate Member representing Cities without Pumping Rights.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
CASTING ITS VOTES FOR COUNCILMEMBER MIKE MILLER TO REPRESENT
CITIES WITHOUT PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL
BASIN WATER QUALITY AUTHORITY
WHEREAS, the San Gabriel Basin Water Quality Authority is governed by a Board of Directors
composed of seven (7) members, one of which is elected by cities with pumping rights
in the San Gabriel groundwater basin, and one of which is elected by cities without
pumping rights in the basin (city members); and
WHEREAS, at the election for each city member, the candidate receiving the second highest
number of votes is elected alternate member to serve in the place of the city member
when that member is absent from a meeting or when the member's office becomes
vacant, until a successor is elected; and
WHEREAS, in order to be eligible to hold office as a city member or alternate city member of the
San Gabriel Basin Water Quality Authority Board of Directors, a nominee must be an
elected member of the city council of the city with pumping rights or a city without
pumping rights, respectively; and .
WHEREAS, on or about October 12, 2001, Assembly Bill 152 (Chapter 259 of the Statutes of
200 1) amending the San Gabriel Basin Water Quality Authority Act, was signed into
-law by Governor Gray Davis; and
WHEREAS, Assembly Bill 152 states that if a city member or alternate city member ceases to be a
city council member during his or her tenure on the San Gabriel Basin Water Quality
Authority Board of Directors, the seat on the Board occupied by that member shall be
deemed vacant; and
WHEREAS, alternate city member Richard Melendez, representing cities without pumping rights,
has ceased to be a city council member; and.
WHEREAS, the Board of Directors of the San Gabriel Basin Water Quality Authority has called a
special election for the purpose of filling the vacancy in the office of alternate city
member for cities without pumping rights; and
WHEREAS, the City of Rosemead is one of the cities in the San Gabriel Basin without prescriptive
water pumping rights, entitled to vote for city member representing cities without
pumping rights; and
WHEREAS, the City of Rosemead may cast its vote for the office of alternate city member of the
San Gabriel Basin Water Quality Authority representing cities without pumping rights
by resolution delivered to the Authority no later than March 4, 2002, at 5:00 p.m.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSMENAD DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1. The City Council of Rosemead casts its full votes for Councilman Mike Miller, an

The nomination period for the election of the WQA alternate board member representing cities
without prescriptive pumping rights was closed on Thursday, January 3, 2002 at 5:00 p.m.
Enclosed is an election ballot, a sample resolution, a list of nominees, a list of cities without
pumping rights and the number of votes to which each is entitled. The resolution must be
received at the above address by March 4, 2002 at 5:00 p.m. via certified mail. Votes will be
officially counted during the Water Quality Authority's regular meeting on Tuesday, March 5,
2002 at 5:00 p.m.
Each city has one vote for each 10,000 residents or majority thereof, as determined by the 2000

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CALIFORNIA, CASTING
ITS VOTE(S) FOR COUNCILMEMBER
TO REPRESENT CITIES WITHOUT PUMPING RIGHTS
ON THE BOARD OF THE SAN GABRIEL BASIN
WATER QUALITY AUTHORITY
WHEREAS, the San Gabriel Basin Water Quality Authority is governed by a Board of Directors
composed of seven (7) members, one of which is elected by cities with pumping rights in the San
Gabriel groundwater basin, and one of which is elected by cities without pumping rights in the
basin (city members); and
WHEREAS, at the election for each city member, the candidate receiving the second highest
number of votes is elected alternate member to serve in the place of the city member when that
member is absent from a meeting or when the member's office becomes vacant, until a successor
is elected; and,
WHEREAS, in order to be eligible to hold office as a city member or alternate city member of
the San Gabriel Basin Water Quality Authority Board of Directors, a nominee must be an elected
member of the city council of a city with pumping rights or a city without pumping rights,
respectively
WHEREAS, on or about October 12, 2001, Assembly Bill 152 (Chapter 259 of the Statutes of
2001) amending the San Gabriel Basin Water Quality Authority Act, was signed into law by
Governor Gray Davis; and
WHEREAS, Assembly Bill 152 states that if a city member or alternate city member ceases to
be a city council member during his or her tenure as a city member of the San Gabriel Basin
Water Quality Authority, the seat on the Board occupied by that member shall be deemed vacant;
and
WHEREAS, alternate city member Richard Melendez has ceased to be a city council member;
and
WHEREAS, the Board of Directors of the San Gabriel Basin Water Quality Authority has called
a special election to fill the vacancy in the office of alternate city member representing cities
without pumping rights; and,
WHEREAS, the City of
is one of the cities in the San Gabriel Basin without
prescriptive water pumping rights, entitled to vote for alternate city member representing cities
without pumping rights;
WHEREAS, the City of may cast its vote for the office of alternate city
member of the San Gabriel Basin Water Quality Authority representing cities without pumping
rights by resolution delivered to the Authority no later than March 4, 2002 at 5:00 p.m.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
CALIFORNIA DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
