This is a request for a zone change and General Plan amendment to allow for the
development of an industrial park and self storage facility. The Planning
Commission unanimously recommended approval of this request.
Recommendation: Approve subject to conditions.

This public hearing is to permit public input on the LLEBG Advisory Board
recommendations.
Recommendation: Receive any public input and approve use of LLEBG funds.
C. PUBLIC HEARING— RECOMMENDED EXPENDITURES OF CITIZEN'S
OPTION FOR PUBLIC SAFETY (COPS) FUNDS

This public hearing is required before City Council approval of expenditures of
COPS funds per Sheriffs Department recommendation.
Recommendation: Approve expenditure of COPS funds.

Recommendation: Adopt Resolution No. 2002 -40, for payment of City
expenditures.
/ RESOLUTION NO. 2002 -41 — A RESOLUTION EXPRESSING COMMUNITY
/ SORROW TOWARD THE VICTIMS OF THE SEPTEMBER 11
TERRORIST ATTACKS, THEIR FAMILIES AND FRIENDS, AND
PROCLAIMING SEPTEMBER 11, 2002, AS "ALWAYS REMEMBER 9 -11
DAY'
This resolution is intended to honor the memory of the many victims of the
September I V terrorist attacks, and to proclaim September 11, 2002, as "Always
Remember 9 -11 Day"
Recommendation: Adopt Resolution No. 2002 -41.
/ 1 CONSENT CALENDAR — RECOMMENDATION: APPROVAL
I l V CC -A CONSIDERATION OF REQUEST FROM CONSOLIDATED DISPOSAL
�I n SERVICES (CDS) FOR ANNUAL ADJUSTMENT OF RESIDENTIAL AND
COMMERCIAL REFUSE RATES
CDS is requesting an annual increase in residential and commercial refuse rates
for 2002.
Recommendation: Approve rate adjustment effective October 1, 2002.
�D �CC -B AUTHORIZATION TO ATTEND AMERICAN PLANNING ASSOCIATION
CONFERENCE, OCTOBER 6 -9, 2002, SAN DIEGO
This year's conference includes a wide range of discussion issues ranging from
the latest CEQA updates to OPR's new general plan guidelines.

Recommendation: Authorize the attendance of the Planning Director.
CC -C ACCEPTANCE OF WORK FOR 2002 SLURRY SEAL PROJECT ON
VARIOUS CITY STREETS
Slurry seal on various City street have been constructed in conformance with the
approved plans and specifications.
Recommendation: Accept the project, authorize recordation of the Notice of
Completion, and authorize release of the retention payment 35 days after the date
of the Notice of Completion.
/ CC -D APPROVAL OF NEGATIVE DECLARATION PREPARED FOR THE
INSTALLATION OF STREET LIGHTING IMPROVEMENTS
The Council will consider approval of a Negative Declaration, prepared pursuant
to the California Environmental Quality Act (Section 21000 et. seq. of the Public
Resources Code) for the subject project. The finding of the Negative Declaration
is that the proposed project will not have a significant impact on the environment.
Recommendation: Adopt and approve the Negative Declaration.
CC -E RELEASE OF BONDS - TRACT 53197; 7703 -7711 HELLMAN AVENUE

A Faithful Performance Bond, Labor Bond and Material Bond was required
to guarantee construction of sewer mainline curb, gutter, sidewalk and driveways
and planting of parkway trees. The improvements have been installed
satisfactorily.
Recommendation: Release the bonds and accept the public improvements.
