CC - Item II.A,A1,A2 - General Plan Amendment/gam r 1 The proposal includes a zone change from R -2; "Light Multiple Residential" and C -3; "Medium Commercial" to M -1; "Light Manufacturing ", and an amendment to the General Plan to change the existing land use from "Public Facilities" to "Mixed Use: Industrial/Commercial" located at 2401 Pine Street and 2447 San Gabriel Boulevard. This is a request from Richard Meaglia of Park Edison, LLC, to facilitate the development of a new commercial /industrial complex and a self- storage facility. TO: HONORABLE MAYOR AND MEMBERS OF ROSEMEAD CITY COUNCIL FROM: BILL CR, CITY MANAGER DATE: SEPTEMBER 4, 2002 SUBJECT: GENERAL PLAN AMENDMENT 02 -01 ZONE CHANGE 02 -215 2401 PINE STREET/ 2447 SAN GABRIEL BOULEVARD On August 5, 2002, the Planning Commission held a public hearing to consider this zone change and general plan amendment request. A copy of the staff report providing a detailed analysis of the project is attached for your review. After hearing all testimony, the Commission voted 5 -0 to recommend City Council approval of General Plan Amendment 02 -01 and Zone Change 02 -215. A conditional use permit, (CUP 02 -863), was approved by the Planning Commission on August 19, 2002, for the development of the proposed self - storage facility. No appeal of the Commission's decision was received, so CUP 02 -863 has been granted, subject to conditions. In order for the project to go forward, the zone change and general plan amendment must be approved by the City Council, The Planning Commission approved 48 conditions at the time of CUP approval. The conditions are contained in the attached staff report. Staff has also included copies of the Planning Commission minutes and resolution pertaining to this proposed development. RECOMMENDATION Staff recommends that the City Council take the following actions: COUNC14 SEP 10 2002 ITEM No. Rosemead City Council September 10, 2002 Page 2 of 2 1. ADOPT Resolution 2002 42 APPROVING General Plan Amendment 02 -01, AMENDING the Rosemead General Plan land use designation from "Public Facilities" to "Mixed Use: Industrial /Commercial'; and 2. INTRODUCE Ordinance No. 823 APPROVING Zone Change 02 -215, AMENDING the Rosemead Zoning designation from R -2; "Light Multiple Residential' and C -3; "Medium Commercial' to M -1; "Light Manufacturing". 3. ADOPT a NEGATIVE DECLARATION finding that this project will not have any adverse effects on the environment.
