OF CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) FUNDS
In 1996, the California Legislature approved AB 3229 ( Brulte) allocating $100 million
additional funding for local police services. Since then the funding has been renewed
annually by the Legislature. The Citizen's Option for Public Safety (COPS) is very
similar to the federal Local Law Enforcement Block Grant (LLEBG) that the City
currently receives through the federal Department of Justice. Both funding sources may
be used to pay for any "frontline police services," as long as the funds are not used to
supplant existing services. Last year, Brulte funds were earmarked for one traffic motor
officer and maintenance and repair expenses for specialized equipment.
Attached is the Sheriff's Department proposal for allocation of FY 2001 -02 funds totaling
$110,799. Recommended program expenditures for FY 2001 -02 grant funds include the
funding of one Motor Traffic Enforcement unit and one Law Enforcement Technician in
support of the City's Community Oriented Policing efforts. It is also recommended that
the remaining $14,050 be used to fiord overtime associated with the City's D.U1
enforcement program for the month of August 2002.
RECOMMENDATION
It is recommended that the City Council conduct the required public hearing and approve
the appropriation of - Citizen's Option for Public Safety (COPS) finds per the
recommendation contained in the Sheriff's Department report.

The City of Rosemead's receipt of funds ( $110,799.00 ) under the 2001 / 2002
Citizens Option for Public Safety ( COPS) program, better known as Brulte Funds,
has been used to supplement Federal Local Law Enforcement Block Grantfunds
in paying for two contracted Sheriffs Department personnel items as part of the
City's front line law enforcement efforts. These items are 1 Motor Traffic
Enforcement unit and 1 Law Enforcement Technician.
Below is an itemized breakdown of the associated costs in funding these two
items.
1. Deputy Sheriff Bonus 1 Motor Traffic Enforcement Unit $ 121,381.66
2. Law Enforcement Technician $ 59,591.08
3. Total $ 180,972.74
4. LLEBG Funds used $ 84,224.74
5. COPS *Funds used $ 96,748.00
6. Total $ 180,97274
This leaves a total of $14,050.00 in COPS funds available, it is recommended that
these remaining funds be used to fund overtime associated with the City's D.U.I.
enforcement program for the Month of August 2002, this program is part of the
City's Community Oriented Policing efforts and is in direct support of frontline Law
Enforcement efforts.
