ENGINEERING SERVICES FOR THE FY 2001-02 SLURRY SEAL
PROJECT ON VARIOUS STREETS
Attached for your consideration is an engineering proposal from Willdan for
engineering design (preliminary and final), construction observation and contract
administration, and utility coordination for the slurry seal of pavement on those
streets identified in Exhibit A.
The total construction cost for this project is estimated at $80,000. The proposed
project is programmed in the 2001-02 City budget, utilizing State Gas Tax funds.
Construction is anticipated to begin this Spring.
The streets were selected based on the recommendations of the City's
Pavement Management Program.
The proposed fees are as follows:
Preliminary and Final Design:

Total Proposed Fee
$16,500
The total fee, excluding utility coordination, is in conformance with that portion of
the City's agreement with Willdan, which pertains to design engineering services.

RECOMMENDATIONS
It is recommended that the Rosemead City Council:
Approve the attached engineering proposal.
Direct staff to begin the preparation of the necessary plans and
specifications.

Subject: Proposal for Professional Engineering Design, Construction
Observation, Contract Administration, and Utility Coordination
for the 2001-2002 Slurry Seal Program on Various Streets
Dear Mr. Tripepi:
As requested, we are pleased to be given the opportunity to submit this proposal for the
above-referenced services. Generally, this project includes a slurry seal coat for the
streets throughout and serving the City as listed in Exhibit "A." The streets selected
conform to priorities shown in the current Pavement Management System report.
SCOPE OF SERVICES
We propose to provide the following basic services for the project:
Preliminary and Final Design
Confer with City staff to review, in full detail, the requirements for the project.
Review available information and data assembled by City staff.
2. Prepare plans identifying the streets to be slurried, the trash pickup schedule, and
street sweeping schedule.
3. Attend coordination meetings, as necessary, with City personnel at various times
during the design phase to obtain additional input and review work.
4. Prepare specifications and contract documents to conform to applicable
requirements of the City of Rosemead.
5. Prepare final project cost estimates.

Utility Coordination
1. Submit copies of plans to all affected utilities and agencies.
2. Send notification to affected utility companies, other agencies, contractor and City
staff, and attend and coordinate the preconstruction conference.
Contract Administration
1. Provide the City with 20 sets of final plans and specifications for bidding.
2. Assist the City in securing bids and awarding project.
3. Attend preconstruction conference and prepare minutes.
4. Provide contract administration for proper enforcement of the contract plans and
specifications.
5. Provide engineering support, as needed.
6. Provide the necessary consulting services required to coordinate the efforts
between the City and contractor.
7. Review and recommend approval of progress payment requests.
8. Answer inquiries and complaints for the City relating to the project.
Construction Observation
1. Provide daily construction observation during the construction period.
2. Provide the necessary weekly, monthly, and final reports.
3. Provide copies of daily construction observation reports on a weekly basis.
4. Provide necessary coordination with other agencies to provide final inspection of the
project.
5. Provide report to City following final inspection stating that the project has been
completed, and provide necessary data for City acceptance of the project.

Our proposed fees are as follows:

• Utility Coordination (Fixed Fee) $ 2,100
0 Construction Observation (Fixed Fee) $ 7,400
• Contract Administration (Fixed Fee) $ 2.100
Total Proposed Fee $16,500
The current estimated construction cost for the project is $80,000. The total fee, excluding
utility coordination, is in conformance with that portion of the City's agreement with Willdan
Associates which pertains to design engineering services. The construction contract period
is estimated to be 15-working days. Compensation for weekend inspection and inspection
beyond the allocated working days and hours of the construction contract will be on time-
and-materials basis.
