REQUEST FOR ADDITIONAL TRAFFIC CONTROLS ON MISSION DRIVE AT DELTA AVENUE Traffic Engineering Deputy Itagaki presented the staff report. 09- 0502/sb RECOMMENDATION: Based on the favorable reported collision history and minor traffic volumes on Delta Avenue, the installation of a traffic signal at Mission Drive and Delta Avenue is not recommended at this time. It was moved by Commissioner Knapp, seconded by Commissioner Ruiz, and carried unanimously to approve the Traffic Engineer's recommendation. In addition, the Commission directed staff to check the street lighting situation at this - location. IV. NEW BUSINESS A. REQUEST FOR TRAFFIC CONTROLS ON MARSHALL STREET BETWEEN SAN GABRIEL BOULEVARD AND WALNUT GROVE AVENUE Traffic Engineering Deputy Itagaki presented the staff report. RECOMMENDATION: It was recommended the radar speed trailer be placed on Marshall Street during its next available assignment in the City of Rosemead. It was further recommended that selective enforcement of Marshall Street be conducted. Commissioner Knapp asked if Ms. Tang received a copy of this agenda. Associate Planner Wilkinson stated that Ms. Tang received a copy of the agenda and was invited to attend the Traffic Commission meeting. It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS - None 09- 05 -02 /sb VI. COMMISSIONER REPORTS Commissioner Knapp was asked by a resident why there are 20mph speed limit signs from Garvey Avenue to the top of the hill on San Gabriel Boulevard and 35 mph signs from Garvey Avenue to Hellman. Commissioner Knapp thought it might be because San Gabriel Boulevard is wider south of Garvey, than it is north of Garvey Avenue. Traffic Engineering Deputy Itagaki stated that the distance between Garvey and Hellman, there are more stores, more pedestrian traffic, etc. Commissioner Knapp invited everyone to attend the Chamber of Commerce 75 Diamond Jubilee on Saturday, September 28 between Ivar and Muscatel, a car show, food booths, entertainment, etc. Commissioner Knapp also stated that People for People will be hosting a Golf Tournament sponsored by Charlie Brown's Restaurant on Thursday, September 12th. Commissioner Knapp invited everyone to adopt a family through People for People this holiday season and buy each person in the adopted family a gift for the holiday. Chairman Baffo thanked everyone for their kindness and all the cards he received when his mother passed away. Chairman Baffo also stated that on the north/east corner of San Gabriel Boulevard and East Village Lane, there is a bus stop that might be causing a visibility problem for drivers and was wondering if the bus stop could be moved to the other side of the street. Traffic Engineering Deputy Itagaki informed the commissioner that she would speak with the City Engineer regarding this matter. VIII. STAFF REPORTS - None. 09- 05 -02 /sb Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: September 24, 2002 RE: Request for Reflective Dish on Ivar Avenue at Marshall Street REQUEST Mrs. Alison Clouet has made a letter request (attached) to install a reflective dish at the intersection of Ivar Avenue and Marshall Street. Mrs. Clouet indicates southbound traffic stopped on Ivar Avenue cannot see oncoming traffic. CONDITIONS Ivar Avenue is a 36 foot wide north /south residential street that "T "s into Marshall Street at it's southerly terminus. Ivar Avenue is stop controlled at this T- intersection. There is single yellow centerline skip striping on Ivar Avenue. Parking is allowed on both sides of the street except during street sweeping. The speed limit on Ivar Avenue is 25 mph. Marshall Street is a 40 foot wide east/west collector street. There is double yellow centerline striping on Marshall Street. Parking is allowed on both sides of the street except during street sweeping. The posted speed limit is 30 mph. Exhibit A depicts existing conditions at the intersection of Ivar Avenue and Marshall Street (Exhibit will be available at Traffic Commission meeting). DATA The reported collision history at the intersection of Ivar Avenue and Marshall Street was reviewed for the period from January 1, 1999 through December 31, 2001. This review revealed 3 collisions all occurring in 1999. These collisions are summarized on the next page. PCF * = Primary Collision Factor DISCUSSION Day, Date & Time Tuesday, 2/9/99 & 6:40 PM Monday, 1/18/99 & 11:00 PM Saturday, 4/10/99 & Field observations of the intersection did not reveal any vehicles having difficulty negotiating the intersection. Southbound vehicles on Ivar Avenue would stop then proceed onto Marshall Street with little or no delay. Some southbound vehicles would "creep" onto Marshall Street. However, it was unclear if this occurred as a result of a "roll' through the stop sign or to get better visibility of traffic on Marshall Street. Mrs. Clouet has requested the installation of a "reflective dish ". Staff believes Mrs. Clouet is referring to a large "fish eye" mirror sometimes used in parking garages. This type of mirror is often used in parking garages to help motorists with visibility around a corner. However, this mirror is not approved as a traffic control device and is not placed within the public right -of -way. The reported collision history at the intersection does not indicate a problem with vehicles traveling through this intersection. The reported collisions occurred over 2 years ago. None of the reported collisions indicated a visibility obstruction was the cause of the collision. Field observations identified some vehicles parked on Marshall Street in the vicinity of Ivar Avenue. These vehicles were parked legally on both the north and south sides of Marshall Street. There are trees on the south side of Marshall Street on either side of Ivar Avenue. These trees did block some visibility because they were not cleanly trimmed. This could be the cause of some "creeping" into the intersection. October 3, 2002 Request for Reflective Dish on Ivar Avenue at Marshall Street Page 3 of 3 RECOMMENDATION It is recommended the trees on the south side of Marshall Street, east and west of Ivar Avenue be trimmed. These trees are identified in Exhibit A. The trimming should include the saplings of the trees surround the trunk. Attachments P: \06- 160 \J I1\RSD\2002 Agendas & Documents \Oct -Ivar & Marshall.doc Rosemead Traffic Commission Rosemead City Hall 8838 East Valley Boulevard 91770 Rosemead, CA 91770 August 20, 2002 Dear Sirs, Mrs. Alison Clouet 3719 N Ivar Ave. Rosemead, CA I would respectfully request that a reflective device be erected along Marshall Ave. at the apex of the "T" of Marshall and Ivar Ave.s. This is because when heading south on Ivar Ave. attempting to turn left onto Marshall going east the cars parked along Marshall in both directions make it impossible to see any oncoming traffic. 1, in my little car, have to creep out slowly to peek around these parked cars thus endangering me, any passengers I may be carrying and any oncoming cars. I understand that the roadside parking is needed for the apartment dwellers and the houses along Marshall without adequate parking facilities so I don't begrudge them their ri ght to park on the street and I don't think painting the curbs red would help much (unless they were painted for 100 feet in each direction). I have thought that as an alternative parking source the city could purchase the empty lot next to the Goodyear Tire and let them park there. Barring all that expense I think the cheapest and easiest solution is a reflective dish or angle set so that southbound traffic on Ivar can see east and west traffic on Marshall. Sincerely, Alison I Clouet Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: September 24, 2002 RE: Request for Additional Traffic Controls on Fern Avenue between Walnut Grove Avenue and East of Muscatel Avenue REQUEST Mr. Raul Matas of 255 Paljay Avenue has requested (letter attached) staff to review the traffic controls on Fern Avenue between Walnut Grove Avenue and the cul -de -sac east of Muscatel Avenue. Mr. Matas indicates speeding occurs on Fern Avenue during all times of the day and he is especially concerned when children are going to or from school. Mr. Matas is requesting stop signs or some other signs that might be visible to slow down traffic. CONDITION Fern Avenue is an east/west residential roadway between Walnut Grove Avenue and Muscatel Avenue. There is no striping on the roadway. Parking is allowed on both sides of the street except during street sweeping. The speed limit on Fern Avenue is posted at 25 mph. Exhibit A indicates the sign locations (not including street sweeping signs) on Fern Avenue between Walnut Grove Avenue and Muscatel Avenue. (The exhibit will be available at the Traffic Commission meeting). PCF *= Primary Collision Factor DISCUSSION Field observations were made on Fern Avenue between Walnut Grove Avenue and Muscatel Avenue. Vehicles were observed traveling at speeds higher than the posted speed limit of 25 mph. There exists 25 mph speed limit signs posted on Fern Avenue. For westbound traffic on Fern Avenue the sign is posted just east of Walnut Grove Avenue and for eastbound traffic the sign is posted just west of Muscatel Avenue. There is also an advanced school crossing sign for westbound Fern Avenue east of Walnut Grove Avenue. "Stop" signs are not intended for the sole purpose of controlling the speed of the motorist and should not be utilized for that purpose. Studies have indicated that "Stop" signs do not influence vehicle speeds on streets after traveling 300 feet from the sign location. Furthermore, the traffic volumes on Fern Avenue and the cross streets between Walnut Grove Avenue and Muscatel Avenue are estimated to be well below the guideline of 500 vehicles per hour for any eight hours of an average day to establish a multi -way stop control. The reported collision history indicates one collision resulting from "unsafe speed ". This collision, however, occurred over two years ago. The most recent collision involved a vehicle hitting two parked vehicles and does not detail the October 3, 2002 Traffic Commission Meeting Request for Additional Traffic Controls on Fern Avenue Between Walnut Grove Avenue and East of Muscatel Avenue Page 3 of 3 primary collision factor. Overall, the reported collision history indicates vehicles traveling along Fern Avenue are doing so in a safe manner. Mr. Matas suggested some sort of signs to slow down traffic. There are existing speed limit signs on Fern Avenue. However, they are in need of clean up. In addition, staff agrees that traffic is traveling higher than the posted speed limit. The placement of the radar trailer will serve as a reminder to motorists of the speed limit on Fern Avenue. Selective enforcement of Fern Avenue should follow the placement of the radar trailer. RECOMMENDATION Therefore, it is recommended the existing speed limit signs on Fern Avenue be cleaned -up or replaced as necessary. It is further recommended the radar speed trailer be placed on Fern Avenue during its next available assignment in the City of Rosemead. It is further recommended that selective enforcement of Fern Avenue be conducted.
